AIRFIELD SAFETY PRECAUTIONS
AND
REQUIREMENTS FOR WORK IN FUEL STORAGE AREA AND IN MAGAZINE AREA
A. AIRFIELD SAFETY PRECAUTIONS (Including Use of Crane at Airfield)
1. GENERAL
All the work in (and also probably around) airfield shall be conducted in accordance with this attachment and other directions made by the Contracting Officer or other authorized agency.
1.1 SCOPE: The operation of all aground equipment (mobile or stationary), the placement of all materials, and the performance of all work, upon and in the vicinity of all airfields, shall be in accordance with this attachment, other related sections that cover safety issue, and the Governments’ instruction related to airfield safety. This section includes use of crane or bucket truck at airfield to be complied with, unless otherwise approved by the Contracting Officer. The requirements of this attachment are in addition to any other safety and work requirements of this contract.
1.1.1 Responsibility: The Contractor shall be fully responsible for airfield safety under this contract.
1.2 DEFINITION: For purposes of this section the following definitions shall apply.
1.2.1 “Landing Areas” means the following:
a. The primary surfaces which are comprised of the surface of the runways, and the runway shoulders, and the lateral safety zones (the length of each primary surface is the same as the runway length; the width of each primary surface is 2,000 feet [1,000 feet on each side on the runway centerline]);
b. The “clear zone” beyond the ends of each runway-i.e., the extension of the “primary surface” for the distance of 1,000 feet beyond each end of each runway;
c. All taxiways plus the lateral clearance zones along each side for the length of taxiways (the outer edge of each lateral clearance zone is laterally 250 feet from the far or opposite edge of the taxiway, e.g., a 75-feet-wide taxiways would have combined width of taxiway and lateral clearance zones of 425 feet); and
d. All aircraft parking aprons plus the area 125 feet in width extending beyond each edge all around the aprons.
1.2.2 “Safety precaution areas” means those portions of approach-departure clearance zones and transitional zones where placement of objects incident to contract performance might result in vertical projections at or above the approach-departure clearance surface or the transitional surface.
J-0200000-07 Page 2
1.2.3 The “approach-departure clearance surfaces” is an extension of the primary surface and the clear zone at each end of each runway, for a distance of 50,000 feet, first along an inclined (glide angle) and then along a horizontal plane, both flaring symmetrically about the runway centerline extended. The inclined plane (glide angle) begins in the clear zone 200 feet past the end of the runway (and primary surface) at the same elevation as the end of the runway. It continues upward at a slope of 50:1 (one foot vertically for each 50 feet horizontally) to an elevation 500 feet above the established airfield elevation. At that point the plane becomes horizontal, continuing at that same uniform elevation to a point 50,000 feet longitudinally from the beginning of the inclined plane (glide angle)and ending there. The width of the surface at the beginning of the inclined plane (glide angle) is the same as the width of the clear zone; thence it flares uniformly, reaching the maximum width of 16,000 feet at the end.
1.2.4 The “approach-departure clearance zone” is the ground area under the approach-departure clearance surface.
1.2.5 The “transitional surface” is a sideways extension of all primary surfaces, clear zones, and approach-departure clearance surfaces along inclined planes. The inclined plane in each case begins at the edge of the surface. The slope of the inclined plant is 7:1 (one foot vertically for each 7 feet horizontally), and it continues to the point of intersection with the inner horizontal surface (which is the horizontal plane 150 feet above the established airfield elevation) or the outer horizontal surface (which is the horizontal plane 500 feet above the established airfield elevation), whichever is applicable.
1.2.6 The “transitional zone” is the ground area under the transitional surface. (It adjoins the primary surface, clear zone and approach-departure clearance zone.)
1.3 PRIORITY ON THE AIRFIELD: On the airfield, priority is given to aircraft operations, not to Contractor’s work.
1.4 COORDINATION, MEETING: Prior to and even after the commencement of the work, the Contractor shall have frequent meetings and discussion with U. S. Navy and JMSDF Air Operations so work information including but not limited to work schedule, time frame, execution plan, crane or other equipment height, and airfield entry procedures will be checked to see if they comply with air operations’ requirement and approval is obtained from Air Operations.
1.5 AIR OPERATIONS: The Contracting Officer, at his/her discretion, may direct the Contractor to coordinate directly with both U. S. Navy and JMSDF Air Operations. If so, the Contractor shall sincerely work with Air Operations officials and shall report to the Contracting Officer about the coordination with the officials.
1.6 SUBMITTAL:
1.6.1 Administrative Submittals:
a. On-Site (Airfield) Detail Work Schedule
Submit as requested by the Contracting Officer. The on-site work schedule shall include but not be limited to date, time frame, the use of crane plan, and airfield entry procedures.
J-0200000-07 Page 3
b. Notification, Crane or Other Construction Equipment Use Date
The Contractor shall report both in writing and in verbal form for approval to the Contracting Officer the exact date of crane or bucket truck or other construction equipment use and related work at least 7 calendar days prior to the proposed date.
Notes:
The Contracting Officer may direct the Contractor to submit an original or one copy directly to JMSDF Air Operations and U. S. Navy Air Operations. Until these submittals are approved by them and by the Contracting Officer, the Contractor will not be able to commence the work.
1.7 SCHEDULE: On-site (airfield) detail work schedule and crane or other equipment use date shall be set up and shall be submitted as provided in 1.6 above and subparagraph below. The Contractor will also be required to inform to JMSDF and U.S. air operations about work plan, schedule and working times at latest 15 calendar days prior to scheduled work day.
1.7.1 Air Training/Mission: The Contractor shall be aware that aircraft training and mission by U. S.
and Japanese governments and other approved organizations may force the Contractor’s work schedule to change.
1.7.2 Inclement Weather: The Contractor shall also be aware that inclement weather may force the Contractor’s work schedule, especially use of crane, to change, if the work under the weather is judged danger by the Government. Rescheduling and rework shall be performed without any additional cost to the Government.
1.7.3 Work and Change Notification: The contractor shall report to the Contracting Officer before initiating any work and shall notify the Contracting Officer of proposed changes of location and operations as indicated unless otherwise approved by the Contracting Officer.
1.8 ACCESS TO AND FROM AIRFIELD:
1.8.1 Taxiway Traffic Precautionary Measures: Access to and from the project area requires crossing active aircraft taxiways. The Contractor shall fully understand and follow the taxiway crossing procedures provided by the Contracting Officer and other government officials who have an authority on airfield safety. All vehicles shall pass through over F.O.D. (foreign object debris or damage) shaker.
1.8.2 Airfield Areas. Prior to assignment to work in airfield areas, the Contractor employees may be required to attend instruction given by the Government on the proper use of radio communications equipment and airfield operation procedures. Entry to and exit from airfield areas shall be made only as directed by the Contracting Officer. Employees and equipment shall not cross runways, taxiways, or aprons without advance clearance from the control tower. No equipment shall be parked or left overnight in airfield areas unless otherwise approved at least 15 days in advance.
1.8.3 No Use of Runway: Neither equipment nor personnel shall use any runway for purposes other than aircraft operation without permission of the Contracting Officer unless the runway is closed by order of the Contracting Officer and marked as provided in 1.9.1 below.
J-0200000-07 Page 4
1.9 LANDING AREAS: The Contractor shall not place anything upon the landing areas without authorization of the Contracting Officer.
1.9.1 Unless otherwise authorized by the Contracting Officer, the Contractor shall outline those landing areas hazardous to aircraft, with red flags by day, and with electric, battery-operated, low-intensity red flasher lights by night.
1.9.2 Every time before entering any landing area at the airfield where flying is controlled, additional permission must be obtained from the control tower operator.
1.9.3 All vehicles which the Contractor operates in landing areas shall be identified by means of a flag on a staff attached to and flying above the vehicle. The flag shall be three feet square and shall consist of a checkered pattern of international orange and white square of one foot on each side (except that the flag may vary up to 10 percent from each of these dimensions.)
1.9.4 Unless otherwise authorized by the Contracting Officer, all other equipment and materials in the landing areas shall be marked with red flags by day, and with electric, battery-operated, low-intensity red flasher lights by night.
1.9.5 Work shall be carried on so as to leave that portion of the landing area which is available to aircraft free from hazards, holes, piles of material, and projecting shoulders that might damage an airplane tire.
1.10 SAFETY PRECAUTION AREAS: The Contractor shall not place anything upon the safety precaution areas without authorization of the Contracting Officer.
1.10.1 Unless otherwise authorized by the Contracting Officer, all equipment and materials in safety precaution areas shall be marked with flags by day, and with electric, battery-operated, low-intensity red flasher lights by night.
1.10.2 All objects placed in safety precaution areas, which project above the approach-departure clearance surface or above the transitional surface must be provided at night with a red light or red lantern.
1.11 MOBILE EQUIPMENT: While work is actually being performed on the airfield by the Contractor, the operation of mobile equipment shall be governed by the safety provisions indicated in this section, other related sections that cover safety issue, and the Governments’ instruction related to airfield safety. At all other times the Contractor shall remove all mobile equipment to locations approved by the Contracting Officer at a distance of at least 750 feet from the runway centerline plus any additional distance necessary to insure compliance with the other provisions of this section and directions made by Air Operations. Use of crane shall be in accordance with Part 3 of this section and “Crane Safety Precautions.”
1.12 PROTECTION: Governments property shall not be damaged by the Contractor’s activity.
Damaged property shall be restored to its original or better condition or replace it with new at the expense of the Contractor.

1.13 WEIGHT HANDLING EQUIPMENT: When the word “crane” is used, it includes not only crane but also any weight handling equipment and bucket truck.
2. RPODUCTS
Not used.
3. EXECUTION
3.1 USE OF CRANE AT THE AIRFIELD: The use of crane at the airfield site shall be done as in short period as possible. Work using crane including entry to and from airfield, shall be subject to approval by the Contracting Officer and U. S. Navy and JMSDF Air Operations. Prior to crane entry to the airfield/work site, all necessary works shall be completed, so the crane work will be done in very short period.
3.2 CLEANING OF AIRFIELD SURFACE:
3.2.1 General: The Contractor shall keep all paved surfaces, such as runways, taxiways and hardstands clean at all times and, specifically, free from small stones which might damage aircraft engines of jet aircraft.
3.2.2 Cleaning After Each Crossing and Entering: As soon as Contractor’s vehicles cross Taxiway or enter the work area including aircraft apron, the Contractor shall clean the surface of the Taxiway, the work area and adjoining area, and remove any single stone, dirt, and any other foreign object that may cause even slight damage to aircraft. This cleaning work shall be performed not only at vehicles’ actual crossed area but also up to 50 meters further from the crossing/driving area.
3.3 INSPECTION: The Contracting Officer and Air Operations (of both U. S. Navy and JMSDF) will inspect and supervise the Contractor’s work on airfield. The Contractor shall follow directions made by the Contracting Officer and Air Operations in order to ensure airfield safety.
