About this file

This document is a Pre-Proposal Inquiry Log for a federal solicitation (N40080-25-R-1006) for Multi-Media Environmental Compliance Services focused on Storm Water, Wastewater, and Drinking Water in the Washington DC Area and Other US Territories. The solicitation is a small business Indefinite Delivery/Indefinite Quantity (IDIQ) contract with an emphasis on environmental compliance services across three primary media types. Key details include a proposal submission deadline of 29 September 2025, requirements for corporate experience with at least two projects each in stormwater, wastewater, and drinking water, and evaluation criteria covering technical/management approach, corporate experience, safety, and past performance.

The document contains 80 pre-proposal questions and government responses addressing various solicitation details, including subcontractor experience usage, project qualifications, personnel requirements, and submittal instructions. Notable clarifications include: subcontractor experience can be used if they are part of the team with a signed teaming agreement, all 10 submitted projects must be relevant to stormwater, wastewater, or drinking water, and the minimum project value is $50,000. The contract will use firm fixed-price task orders, requires at least one Professional Engineer on staff, and emphasizes compliance with environmental regulations across Maryland, Virginia, Washington DC, and federal jurisdictions.

Can the Government please confirm that projects from subcontractors can be utilized to achieve the Corporate Experience requirement? There appear to be contradictory statements between "If an Offeror is utilizing experience information of team members (partnership, joint venture, teaming arrangement, or parent company/subsidiary/affiliate), the name of the entity that completed the work shall be included on the form." and "Offeror may not use experience of proposed subcontractors to demonstrate relevant experience."

The Offeror may use the experience of proposed subcontractors to demonstrate relevant experience, provided the subcontractor is part of the Offeror’s team as identified in the narrative and organizational chart required under Factor 1. Any use of subcontractor experience must be supported by a signed copy of a teaming agreement.

Amendment 0004 revises M.2 b (2) Factor 2 – Corporate Experience

(ii) Basis of Evaluation, to remove the previous statement: “Offeror may not use experience of proposed subcontractors to demonstrate relevant experience”—thereby resolving the contradictory guidance.

2 8/25/2025 45 Factor 3 1 Please confirm the page limit for Factor 3, Safety is 2 or 7 pages? Per Section M2.b.2 (pg. 45 of the solicitation): The Factor 3 - Safety submittal shall not exceed 7 pages in length. 0004

3 8/25/2025 43 Factor 1 1

Please confirm if resumes are to be submitted in the non-price volume? The Government is not requesting resumes as part of this solicitation and it is not an evaluation criterion under this solicitation. The Government specifies in the PWS/SOW the Personnel Qualifications and the labor categories that are required for contract performance.

These become contract performance requirements. After award, the contractor is obligated to staff the resultant contract accordingly, and the Government can enforce these requirements through contract administration.

4 8/25/2025 44 Factor 2 ii

Would the Government modify the definition of a "recent" project to include projects that are 100% complete by the original RFP submittal date?

The Government has revised the definition of a “recent” project, via Amendment 0004, as follows: A “recent” project is one that was 100 percent completed within seven (7) years prior to the original proposal submission due date of 29 September 2025.

5 8/25/2025 46 Factor 4 1 Please confirm that CPARS/PPQs do not count against the page count? Confirming that CPARS/PPQs do not count against the page count.

6 8/25/2025 43 Factor 1 2

Please confirm if various fonts should be used in the response, or if one consistent font, such as TNR Size 11 should be used throughout the entire multi-volume response?

Amendment 0004 updates the font requirement to minimum Arial, font size 11, throughout the Price/Non-Price Evaluation Factors submittals.

7 8/25/2025 N/A Attachments N/A

Attachments E, F, and G provide 20 rows to provide project specific information.

However, we are limited to only 10 projects submitted in the Attachment D format.

Should Attachments E, F, and G be modified to only include 10 rows? Or should the additional rows in these attachments be utilized to provide additional project information?

Amendment 0004 provides the revised Attachments E, F, & G, containing only 10 rows, for Offerors to submit 10 projects that demonstrate experience in the specialized experience categories.

Primary Scope Drinking Water

Compliance

Are other drinking water compliance study projects permissible under the "Completion of various studies: Water Conservation, Corrosion Control" scope area or only water conservation and corrosion control?

Other drinking water studies are permissible as long as they meet the drinking water compliance requirement. The list provided in the Scope of Work is not meant to be all inclusive. 0004

9 8/25/2025 46 Factor 4 (i) Factor 4

Can a project be provided by the Offeror if it was executed as a subcontractor? A PPQ would be requested from the prime contractor/final client for the project that meets the definition of a project.

Please refer to the Government's response to PPI#1

10 8/25/2025 Factor 2

(ii) Basis of Evaluation

This evaluation will focus on how well the Offeror performed on the relevant projects submitted under Factor 1, Corporate Experience/Personnel Qualifications and on other projects the Government may review from other sources. Relevant past performance pertains to the type of work set forth in Attachments D, E, and F with a minimum value of $100,000 completed by an offeror within the last seven years.

Is it safe to assume that Factor 4 should also be "a minimum value of $50,000"?

For Factor 4, Past Performance, the requirement is that relevant projects must have a minimum value of $50,000 and be completed within the last seven (7) years. Amendment 0004 revises Section M2.b.(4), Factor 4 – Past Performance, (ii) Basis of Evaluation, to state: "Relevant past performance pertains to the type of work set forth in Attachments E, F, and G, with a minimum value of $50,000, completed by an offeror within the last seven years.’”

11 8/25/2025 Only 2 working days were allowed for submission of questions. Request an additional 3 working days be granted to allow a full review of the RFP.

Amendment 0002 extended the PPI deadline to 8 September 2025, 2PM ET. 0002

12 8/25/2025 44

(2) Factor 2 - Corporate

Experience, (ii) Basis of

Evaluation, 2 c

Can the Government confirm that past performance projects performed outside of these three locations will not be considered relevant for complexity?

The Government confirms that past performance projects performed outside of the three locations (Maryland, Virginia or Washington DC) will not be considered relevant for complexity. 0004

13 8/25/2025 44

(2) Factor 2 - Corporate

Experience, (ii) Basis of

Evaluation, 2 c

Would the Government consider broadening the definition of “complexity” to include projects of similar technical requirements and challenges performed outside MD/VA/DC, in order to expand competition and allow offerors with relevant nationwide or regional experience to be evaluated fairly?

No. The requirement is for experience within the Maryland, Virginia or Washington DC area, as this ensures familiarity with the relevant regulations and their practical application. 0004

14 8/25/2025 44 and 46

(2) Factor 2 - Corporate

Experience, (ii) Basis of

Evaluation, 2 b;

(4) Factor 4, Past Performance; (ii)

Basis of Evaluation

6; 1

Can the Government clarify whether the minimum value of $100,000 or $50,000 is the threshold for past performance?

The Government confirms that the minimum threshold for past performance is $50,000. Amendment 0004 revises Factor 4, Past Performance, (ii) Basis of Evaluation to state: “Relevant past performance pertains to the type of work set forth in Attachments E, F, and G with a minimum value of $50,000, completed by an Offeror within the last seven years.”

(2) Factor 2 - Corporate

Experience, (ii) Basis of

Evaluation, 2 b;

(4) Factor 4, Past Performance; (ii)

Basis of Evaluation

6; 1

Would the Government consider lowering or providing flexibility on the minimum threshold size requirement for past performance, as this may exclude smaller but highly relevant projects and limit competition?

The minimum threshold of $50,000 will remain unchanged.

16 8/25/2025 45

(2) Factor 2 -

Corporate Experience

Can the Government confirm whether subcontractor past performance will be considered in the evaluation?

Yes. Subcontractor past performance will be considered in the evaluation, provided the subcontractor is part of the Offeror’s proposed team as identified in the narrative and organizational chart under Factor 1. The Offeror must provide a signed teaming arrangement in order for the subcontractor’s past performance to be credited.

17 8/25/2025 45

(2) Factor 2 -

Corporate Experience

If subcontractor past performance is excluded, would the Government consider revising this approach? Excluding subcontractor past performance may significantly restrict small business competition, especially where primes rely on specialized subcontractors for certain areas of expertise. Allowing subcontractor past performance would align with FAR guidance encouraging maximum competition and utilization of small business capabilities.

Please refer to the Government's response to PPI#16.

18 8/25/2025 44-45

(2) Factor 2 -

Corporate Experience

Can the Government confirm whether commercial past performance contracts (non-federal) will be accepted for evaluation purposes under this solicitation?

Confirming that the Government will accept non-federal past performance for evaluation purposes under this solicitation. 0004

19 8/25/2025 44-45

(2) Factor 2 -

Corporate Experience

If commercial past performance is excluded, would the Government consider accepting it in order to broaden competition and increase opportunities for small businesses that have performed relevant work in the private sector but may have limited recent federal experience?

Please refer to the Government's response to PPI#18.

20 8/25/2025 Could you please confirm if resumes required and if are they included in the 65 page count?

Please refer to the Government's response to PPI#3.

21 8/25/2025

The Cost proposal template is missing last four labor categories and hours (Scientist [Chemist], Stormwater Project Manager, Drinking Water Project Manager, and Wastewater Project Manager). Does the government have a revised spreadsheet with proposed hours for each of these labor categories?

Amendment 0004 provides revised Attachment C_Price Template with the missing four labor categories and hours.

22 8/25/2025 43 M2 4.(b).(i.)

10 point Times New Roman font is required on cover page but 11 point Arial font is required for Factors 2 and 3. Please confirm font requirements throughout entire proposal.

Please refer to the Government's response to PPI#6.

23 8/25/2025

Is any of the work under this contract expected to be performed on the government site for an extended period of time, such as through an on-site contractor requiring government furnished equipment?

No work under the resultant contract is expected to be performed on the Government site for an extended period of time.

We are an SBA certified WOSB and would like to confirm that if we have a recently updated and active SAM registration, all of the required representations and certifications (reps/certs) are in our SAM registration and the Government will have access to those. We have not discovered any reps/certs included in Section K of this RFP that are not currently in SAM. Are there any we should know about that are not included in SAM?

Yes, if your SAM registration is current and active, the Government will have access to the standard representations and certifications you’ve completed in SAM. For this solicitation, offerors only need to complete and submit any additional provisions or representations that are specifically included in Section K but not covered in SAM. At this time, there are no additional reps/certs in Section K beyond what is already included in SAM.

25 8/25/2025 42 4.(a)(1)(ii) 1

Burdened rates do not include any profit. Are we to add our profit on labor as a separate line item to Attachment C? Or does the Government wish that profit be added to “fully burdened” labor rates?

Per DFARS 215.404-4(b), contracting officers must use a structured approach to develop a prenegotiation profit or fee objective on any negotiated contract action when certified cost or pricing data is required—except for cost-plus-award-fee contracts, contracts with Federally Funded Research and Development Centers (FFRDCs), or as otherwise noted in FAR 16.405-2. Since this procurement does not fall under any of the above categories, the burdened labor rates in Attachment C should include all direct and indirect costs, but should not reflect a separate profit line item.”

26 8/25/2025 42 (4)(a)(1)(iv) 1

This is the first time we are using the FAPIIS report from SAM.gov. Please verify that the FAPIIS report from SAM.gov is under the Responsibility/Qualification Report and has no mention of FAPIIS on the report itself.

Verifying that the FAPIIS information is included within the Responsibility/Qualification Report in SAM.gov. The report itself does not have “FAPIIS” labeled on it; however, it contains the required FAPIIS data elements.

27 8/25/2025 43 2. 1

Are Profit & Loss (P&L) statements for 2022, 2023, and 2024 emailed to Ms. Gray sufficient to comply with this request for financials? Due to the sensitive nature of this information, may each company from a Joint Venture email Ms. Gray their P&L statements separately?

The Government would prefer annual financial statements for 2022,2023, and 2024, in lieu of P&L statements, to comply with the request for financials. Given the sensitive nature of the information, it is acceptable for each company within the Joint Venture to send their annual financial statements separately, provided they are all submitted directly to Ms. Gray.

Because company financial information and other information in the Proposal are confidential, how is NAVFAC Washington going to protect this information and prohibit disclosure to the public (e.g., requests through FOIA, emails to personnel not involved in this solicitation), competitors, or anyone outside of NAVAC Washington Acquisition personnel? What is the process that NAVFAC Washington Acquisition uses to ensure company confidential information (both in digital and hard copy format) is only viewed by authorized personnel and is not inadvertently or improperly disclosed to unauthorized persons. Finally, how does NAVFAC Washington define “authorized personnel” in the context of protecting company confidential information from disclosure?

All proposal information submitted to the Government is protected under the Federal Acquisition Regulation (FAR) 3.104, Procurement Integrity Act, and applicable Freedom of Information Act (FOIA) exemptions (notably Exemption 4 for trade secrets and confidential commercial information).

If a FOIA request seeks proposal information, the Government will conduct a review under 5 U.S.C. § 552(b)(4) (Exemption 4). The submitter will typically be notified under Executive Order 12600 (Predisclosure Notification) and given the opportunity to object to disclosure before any release decision is made. Digital copies of proposals will be stored in controlled-access Government systems (e.g., DoD-approved secure servers or acquisition systems). Access is restricted using role-based permissions. The Government is not requesting hard copies of proposals. Proposal documents are transmitted electronically only through secure DoD/Navy channels (i.e. PIEE solicitation module), not through open email distribution.

Within NAVFAC Washington, “authorized personnel” means only those Government officials with an official, documented role in the acquisition process (e.g., Contracting Officers (KOs) and Contract Specialists, Source Selection Evaluation Board (SSEB) members, and Legal Counsel). These individuals are bound by the Procurement Integrity Act and must sign non-disclosure agreements (NDAs) acknowledging their responsibilities.

29 8/25/2025 43 4. (a)(1)(iv) 1

We are unsure of what the requirements are under this section. Can the Government please clarify what we need to submit in the price proposal for this section? Can you specify exactly what information is required?

The price proposal must include an executed SF33, burdened labor rates using the provided template, proof of current SAM registration, FAPIIS certification, VETS-4212 confirmation/justification, and separate responsibility determination information (bank reference and last three years of financial statements for the offeror or each JV member).

N/A

30 8/25/2025 43 (b)(i) 2

Could we use font larger than Times New Roman 10-pt font for titles on the cover page? Also, could we use Arial 11-pt font for both price and technical proposals but be allowed to use font as small as Times New Roman 10-pt for charts/tables/figures?

Please refer to the Government's response to PPI#6.

31 8/25/2025 43 (b)(1) N/A

Is the Government not requiring resumes of key personnel for the proposal effort? If resumes are to be requested after the proposal, may we use our two-page company template for resumes and not be required to use the SF330 format?

Please refer to the Government’s response to PPI #3. If resumes are requested post-award, they may be submitted in any format or template.

32 8/25/2025 43 (b)(1)(i)(1) 2

For the three, single sided pages, could we use one double-sided page and a single sided page for a total of three pages of text or must we incorporate blank pages behind each of the three pages of text? If the former, may we assume we can do the same for anywhere else in the solicitation that mentions single sided pages?

Offerors may use single-sided pages or double-sided pages. Blank pages and/or pages labeled as "intentionally left blank" will not count towards the final page count. 0004

Signed Bank Reference — Is it correct to assume that the signed bank letter should be submitted by each company in the Joint Venture?

Yes, the solicitation requires each JV partner to demonstrate financial responsibility individually, since the Government needs to assess the resources and stability of all parties to the JV.

34 8/25/2025 44 (2)(i)1. 1

Can the Government confirm that all 10 projects must be relevant to stormwater, wastewater, or drinking water and that no relevant projects are required for the secondary scope? If any projects are required for the secondary scope, are they weighted differently from projects used in the primary scope?

All 10 submitted projects must be relevant to stormwater, wastewater, or drinking water. Secondary project experience is not an evaluation criterion and will not be considered. 0004

35 8/25/2025 44 (2)(i)1.b. 1

Is there a required minimum number of projects that must be submitted by the prime, and is there a maximum number allowed for team members? For example: At least five projects must be provided by the prime, and each team member must provide at least one project. Additionally, can the distribution of projects be uneven across media—for instance, five in stormwater, two in wastewater, and three in drinking water (assuming all ten projects are under the primary scope)?

At least one project shall be submitted for each Joint Venture partner to demonstrate shared relevant experience. The Offeror shall submit no more than ten (10) total projects combined among the prime and any proposed team members. The projects submitted shall collectively demonstrate the Offeror’s relevant experience consistent with the requirements of Factor 2b. Of the projects submitted, a minimum of two (2) shall be Stormwater, two (2) shall be Wastewater, and two (2) shall be Drinking Water projects, as set forth in Attachments E, F, and G. The Offeror may determine how to allocate the remaining projects, not to exceed the total of ten (10), among media types or team members at their discretion.

36 8/25/2025 46 (4)(i) 1

May a team member use a PPQ for a past NAVFAC Washington project that has a CPARS but the ratings are related to the prime and not to the team member that happened to be a subcontractor for that particular past project?

Yes, however, the PPQ must clearly identify the team member and its role during the project.

37 8/25/2025 46 (4)(ii) 1 Should the minimum value of $100,000 stated in the paragraph be changed to $50,000?

Please refer to the Government's response to PPI#10.

38 8/25/2025 General General General

We assume that no EMR information is required and that no EMR insurance letters will need to be included. If EMR insurance letters are required, we assume they will not be included in the seven-page limit of the Factor 3 Safety section.

No EMR information or EMR insurance letters are required under the Solicitation Submittal Requirements for Factor 3, Safety.

39 8/25/2025 46 4(ii) 1

If a stormwater, wastewater, and/or drinking water task is part of larger contract, should the bidder list the contract value or the task value on the Project Information Form?

Recommend listing the contract value on the Project Information form. 0004

40 8/25/2025 43, 44, 45 2(b), 2(i)(2)(d), 3(i)(4)

Under Factor 1 (Technical/Management Approach), will NAVFAC consider subcontractor specialized expertise in secondary (non-core water) scope areas as relevant and responsive, even though subcontractor experience cannot be used as past performance under Factor 2 (Corporate Experience)?

No, NAVFAC will not consider subcontractor specialized expertise in secondary (non-core water) scope areas as relevant and responsive, as secondary scope experience is not an evaluation criterion under this solicitation. Also, please note that Amendment 0004 revises Factor 2, Corporate Experience, to remove the previous statement:

“Offeror may not use experience of proposed subcontractors to demonstrate relevant experience.”

42 8/25/2025 4 C.2.1 -

Will NAVFAC specify the applicable federal, state, and local regulations for each Task Order, or should contractors assume compliance with all overlapping jurisdictions (DC, MD, VA, and federal) across NDW installations?

Contractor to assume compliance with all jurisdictions across all NDW installations.

43 8/25/2025 9 C.3 -

For specialized credentials (e.g., PE licensure, hazardous waste transport permits), may subcontractor credentials fulfill these requirements if the prime does not directly hold them, or must the prime contractor hold all such credentials?

The prime is not required to hold all specialized credentials.

Specialized credentials may be held by any team member within the signed teaming agreement and identified in the narrative and the organizational work chart as required by Factor 1. Please refer to the Government’s response to PPI #3 regarding resumes.

44 8/25/2025 9 C.3 - Will contractor personnel be required to obtain security clearances for site access, or will base access credentials be issued per Task Order by NAVFAC?

Base access credentials will be issued by NAVFAC on a per–Task Order basis, as required. 0004

45 8/25/2025 4 C.2.1 - Are there installation-specific restrictions (e.g., working hours, escort requirements) that must be addressed in the base IDIQ proposal, or will these be identified in individual Task Orders?

These will be identified in individual Task Orders, when required.

46 8/25/2025 4 C.2.1 -

Do clearance and access protocols/timelines differ significantly across installations such that contractors should plan for site-by-site performance impacts in their proposals?

No, clearance and access protocols/timelines no do differ significantly across NDW installations.

47 8/25/2025 9 C.3 -

Would NAVFAC consider granting long-term access credentials to key personnel and/or senior management for the duration of the IDIQ, in order to reduce administrative burden and mobilization time?

Yes, key personnel and/or senior management could receive base access credentials (DBIDS/CACs) for duration of the IDIQ.

48 8/25/2025 4,5,6,7,8,9 C -

Will NAVFAC provide templates or required formats for Task Order deliverables (e.g., SWPPP, NPDES reports, SDWA monitoring reports), or is contractor discretion acceptable if content meets regulatory requirements?

NAVFAC will not provide templates, but can provide past plans/reports/etc. post award on a per–Task Order basis, as required.

Contractor discretion is acceptable if content meets regulatory requirements.

49 8/25/2025 4,5,6,7,8,9 C -

While frequency may vary by Task Order, can NAVFAC identify common recurring regulatory deadlines and deliverables (e.g., quarterly Discharge Monitoring Reports) that contractors will be expected to track and ensure compliance with on NAVFAC’s behalf?

Deadlines will vary by media and task (e.g., monthly, bi-monthly, quarterly, semi-annual, and annual). The contractor will be responsible for tracking these deadlines in coordination with NAVFAC.

50 8/25/2025 43 M 2.1

Can the Government confirm that subcontractor labor categories and rates are to be consolidated into a single burdened rate table by the prime, rather than listed separately?

Yes. The Government requires submission of a single set of burdened rates. The consolidated rate should include all direct labor, indirect costs, overhead, general & administrative costs, and escalation, as applicable, for all firms proposed under Factor 1.

51 8/25/2025 43 M 2.1 Will mobilization/demobilization be directly charged at the Task Order level (as ODCs), or should these costs be built into labor rates and listed as pricing assumptions?

Mobilization/demobilization will be negotiated on a task order by task order basis and should not be built into labor rates and listed as pricing assumptions.

52 8/25/2025 44 M 2b, 2c

If mobilization is charged at the Task Order level, will the Government evaluate proposals with multiple offices (prime or subcontractor) or offices in closer proximity as advantageous, or is the office proximity requirement treated as pass/fail only?

As this is a LPTA procurement, the "Proximity to NDW Facilities" requirement will be evaluated on an Acceptable/Unacceptable basis.

53 8/25/2025 44 M 2b, 2c

Will NAVFAC consider a workspace within the radius for ALL locations as higher confidence than a location that is within the AOR for some, or is being within the AOR a pass/fail requirement?

There is an inconsistency in Section M of the RFP regarding the use of proposed subcontractors’ relevant experience to support Factor 2 (Corporate Experience).

Specifically, paragraph 1 of Factor 1 (Technical/Management Approach) states that “If the experience of an entity is being claimed in Factor 2, that entity must be named in the above narrative and organizational chart.” Factor 1 also lists “entities” as “joint venture member, partner, team member, subcontractor, etc.” Factor 1 also gives specific requirements for teaming agreements that must be provided if the offeror is including named teaming partners (i.e., Team Subcontractors). Moreover, Factor 2 (Corporate Experience), paragraph c.

states “If an Offeror is utilizing experience of an entity proposed under Factor 1 to demonstrate experience under this factor the proposal must include at least 1 project performed by each entity.” These statements under Factors 1 and 2 indicate that relevant experience of subcontractors may be used to meet the Corporate Experience requirements described in Factor 2. However, the final sentence in Factor 2 states: “Offeror may not use experience of proposed subcontractors to demonstrate relevant experience.” This contradicts the previous statements cited above in both Factors 1 and 2. Please clarify the apparent inconsistency regarding use of Team Subcontractor’s experience for Factor 1. Also, based on the breadth and complexity of Corporate Experience requirements listed in Factor 2, exclusion of Teamed Subcontractors’ experience will significantly limit the number and quality of small-business (SB) offerors that are able to meet these requirements, thus limiting competition under this solicitation. As such, we strongly suggest that the experience of Team Subcontractors be allowed to demonstrate Corporate Experience of offeror’s teams.

Concur. Please refer to the Government's response to PPI#1.

59 9/5/2025 9 of 46 C.2.1 Proximity to

Personnel Quals, Technical Specialist

For Technical Specialist, the qualifications state that "this position shall be filled by persons with a BS degree in the appropriate engineering/science discipline…" and then goes on to say "This person would typically have a PhD or some other specific training/certification/specialization..." Can the Govt please confirm is only a BS in Engineering/Science is required or if a PhD is required for Technical Specialist?

Amendment 0004 revises the PWS/SOW to require that the Technical Specialist position be filled by an individual with a BS in an appropriate engineering or science discipline, at least 10 years of specialized experience outside standard environmental fields, and either a PhD in a STEM field or equivalent specialized training/certification.

Is Professional Engineer (PE) or Engineer-In-Training (EIT) licensure required for Senior, Mid-Level, or Junior Engineer positions in DC, Maryland, or Virginia? Are all three states required for licensure or only 1 state is required?

The SOW does not specifically require PE or EIT licensure in any of those fields. However, the contractor shall have at least 1 PE on staff to ensure PE signature for deliverables when required. Amendment 0004 revises the PWS/SOW to require that the Senior Engineer position hold a PE license in Washington DC, Maryland or Virginia.

65 9/5/2025 44 2 (1)e

Under Factor 2 (Corporate Experience), it states that "Offeror may not use experience of proposed subcontractors to demonstrate relevant experience". This statement contradicts P. 44 Item (2)(i)(1)e which states "If an Offeror is utilizing experience information of team members (partnership, joint venture, teaming arrangement, or parent company/subsidiary /affiliate), the name of the entity that completed the work shall be included on the form.". Respectfully, because of the broad scope of this Small Business IDIQ contract, it is essential that SB Offerors be permitted to include relevant project, resume, and other qualifications and experience from their proposed team members. Please clarify this.

The Offeror may use experience of proposed subcontractors to demonstrate relevant experience, if the proposed subcontractor has a signed teaming agreement and is identified in the narrative and organizational work chart, required by Factor 1. Also, please refer to the Government's response to PPI#3.

66 9/5/2025 45 44 2 4 ii(b) ii P.45 (Basis of Evaluation) states a minimum amount of $100,000 for submitted relevant projects, yet P.44 states a value of $50,000. Please clarify this discrepancy.

For Firm Fixed Price CTO’s to be awarded, will the selected contractor be required to prepare and present detailed backup CTO cost proposals showing direct labor, fee, indirect rates, and expense type backup?

The selected contractor would be required to submit a basis of estimate, cost estimate assumptions, subcontractor costs, travel costs, other direct costs (ODCs) and approved burdened labor rates for request for proposals for all FFP CTO's. Backup documentation (e.g. website sources, subcontractor quotes/invoices, etc.) would be required to support any proposed lump sum costs in proposals.

Please confirm that interim CPARs can be provided in lieu of a final CPAR, if the final is not available.

No. Only projects that are 100% completed are considered for evaluation. Per Factor 4, Past Performance, (i) Solicitation Submittal Requirements:

"If a completed CPARS evaluation is available, it shall be submitted with the proposal. If a completed CPARS evaluation is not available, the Past Performance Questionnaire (PPQ) (Attachment F) included in the solicitation may be submitted to the client for each project proposed under Factor 2, Corporate Experience. An offeror shall not submit a PPQ when a completed CPARS is available."

Interim CPARs cannot be submitted in lieu of a final CPAR, as the final CPAR is required to document the completed work.

Is the SAM registration only required for the prime or venturers of a JV who is the prime in a multi-company team?

SAM registration is required for the entity submitting the offer as the prime contractor. For a joint venture (JV), the JV itself must be registered in SAM, including completion of Annual Representations and Certifications. Individual venturers that are part of the JV do not need separate SAM registrations.
