(2) Factor 2 - Corporate Experience
(ii) Basis of Evaluation:
For purposes of this evaluation, a recent and relevant project is further defined as:
1. "Recent" is defined as a project 100% completed within the past seven (7) years of the date of original proposal submission date of 29 September 2025.
2. "Relevant" is defined as the type of work completed by a firm that is similar in Scope, Size, and Complexity.
a. "Scope" refers to work that includes Storm Water, Wastewater and Drinking Water (Attachments D, E, and F list anticipated project types)
b. "Size" refers to task orders with a minimum value of $50,000.
c. "Complexity" refers to projects performed in Maryland, Virginia, or Washington, DC.
3. "Projects" are defined as either stand-alone contracts or single task orders under an indefinite-delivery indefinite quantity (IDIQ) contract.
The Government will evaluate this factor to assess the offeror's experience and capability to perform the requirements of the solicitation. In order to receive an Acceptable rating, Offerors must submit 10 projects that demonstrate experience in the specialized experience categories in Attachments E, F, and G. Offerors personnel must also demonstrate meeting the requirements set forth under proximity to location. Projects that are not submitted on the mandatory Attachment D-Project Information Form, Attachment E (Table 1/Stormwater), Attachment F (Table 2/Wastewater), and Attachment G (Table 3/Drinking Water) forms, will not be evaluated. If a Project Information Form (Attachment D) exceeds two pages, only the first two pages will be evaluated.
(4) Factor 4, Past Performance
(ii) Basis of Evaluation:
This evaluation will focus on how well the Offeror performed on the relevant projects submitted under Factor 1, Corporate Experience/Personnel Qualifications and on other projects the Government may review from other sources. Relevant past performance pertains to the type of work set forth in with a minimum value of completed by an offeror within the last seven years.Attachments E, F, and G $50,000
The degree to which past performance evaluations and all other past performance information reviewed by the Government (e.g., PPIRS, Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontract Reporting System (eSRS), performance recognition documents, and information obtained from any other source) reflect a trend of satisfactory performance considering:
- A pattern of successful completion of tasks;
- A pattern of deliverables that are timely and of good quality;
- A pattern of cooperativeness and teamwork with the Government at all levels (task managers, contracting officers, auditors, etc.);
- Recency of tasks performed that are identical to, similar to, or related to the task at hand.
To receive an "acceptable" rating for this factor, the Offeror must have received Satisfactory or better rating in the following categories: Quality, Schedule, Cost Control, Management, Regulatory Compliance, Safety, and other areas, unless the Offeror provides an acceptable explanation for the lower rating.
