Page Section Para.
1 6/3/2024 787 05 12 00
The subject specification section requires fabrication and erection of the structural steel by an AISC certified fabricator and erector. Such certifications are typically only held by large national fabricators and erectors constructing projects significantly larger than this project. The AISC certification in many cases cost prohibitive for small business fabricators and erectors to obtain and maintain. The AISC certification requirement excludes many highly qualified fabricators and erectors who routinely perform exemplary work on DOD projects. These are typically small businesses, minority businesses and service-disabled businesses that cannot compete due to the AISC requirement. Please confirm that the AISC certification requirement for the structural steel fabricator and erector can be waived.
The Government acknowledges that there are many qualified structural steel fabricators and erectors that are not certified by AISC. However, due to the complexity and historic nature of the work, the government is requiring the use of AISC certified contractors. In addition, it should be noted that there are aproximately 46 AISC certified fabricators in Maryland and Virginia, many of which are small businesses.

Please clarify full-time supervisory personnel requirements with regards to the Superintendent, QC Manager, and Site Safety and Health Officer. How many individuals are required to fulfill these roles? Can multiple roles be performed by one person; or are three separate, full-time individuals required?
Due to the size and complexity of the project, it is required that each personnel be full-time, separate individuals, responsible for Superintendent, QC Manager, and Site Safety and Health Officer roles.

42000 2.2.2.4
Specification section 042000, paragraph 2.2.2.4 Salvaged brick states that in place of new brick, we are supposed to figure salvaged brick from foundries or industrial bldgs. In my 50 years’ experience in the masonry industry, I have never seen this before and have no idea how to find 35,000 used brick to match this bldg. In order to bid this job, we intend to use newly manufactured brick on all of the “new work,” including both interior and exterior brickwork. For the brick needed to infill areas in the existing walls, we are going to figure “set only” using brick from the demolition of the existing brick retaining wall; supplied by others, after it has been cleaned of mortar, washed and ready to use. Please confirm
Use of salvaged bricks and and other masonry units is required by Maryland SHPO for this project as detailed in the Contract documents. Contractor must use salvaged brick in place of new bricks or masonry units as required by the Contract documents. Bricks or masonry units may be salvaged from foundries or industrial buildings and/or reclaimed from on-site, project demolition work.
