AMENDMENT 03
The following responses are provided for RFI’s received by the cutoff date:
1. Is all the water treatment equipment owned by DEPT OF THE NAVY?
Yes, all water treatment equipment is owned by the Department of the Navy.
2. If any equipment is not functional, will the DEPT OF THE NAVY purchase outside of the contract?
If equipment is not functional, the following protocol will be followed:
1. The KTR will notify the government representative in writing of any defect. (The KTR will not repair or replace anything without a decision by the Contracting Officer.)
2. The Contracting Officer or government representative will notify the KTR of any decision to repair or replace.
3. If equipment is listed on the non-recurring ELINs, the Contracting Officer will notify the KTR of any decision to replace per the contract.
4. If the equipment is not listed on the non-recurring ELINs, the Contracting Officer will purchase at their discretion.
3. Dose any of the closed loops have glycol on it? If yes, what concentration of glycol is typically purchased/used to treat the glycol water systems?
No glycol being used.
4. Is the contractor required to provide the glycol for a glycol water system that has been drained for maintenance or if a major leak occurs? Or the DEPT OF THE NAVY purchase outside of the contract?
No glycol being used. If in the future glycol is used, the KTR will be required to provide glycol for the system.
5. What is the average gallons of glycol that have been purchased over the last 3 years?
No glycol being used.
6. What is the each hot water/child water system volume?
Requested information is not available.
7. Do any of the loops listed have leaks that would significantly hinder our ability to treat them? If so, what is the total gallons of makeup per month/year to each of these systems?
The government has no knowledge of any leaks significant enough to hinder treatment. If the KTR identifies such a leak, immediately inform the government representative so that a course of corrective action may be identified.
8. Can we get the water usage or estimated water usage or volume for all the cooling tower and the tonnage?
Estimated water usage and volumes for cooling towers is not available. Tonnage for chillers is provided in the updated inventory.
9. What is the steam boiler HP?
This information will not be provided.
10. What is Current chemical supplier/program for the closed loop (Nitrite, Molybdate, etc.)?
The current chemical is proprietary for the current KTR and will not be published.
11. Who is the current chemical supplier?
All chemicals are provided by the current KTR. Any further information is not available.
12. What is the current water treatment contract/purchase $ value(annually/monthly)?
This information will not be provided.
13. Can you schedule a site visit?
A site visit was completed on March 1, 2022. Another site visit will not be scheduled.
14. Can updated inventory list out what systems are in each building and there sizes (closed loop vs. steam boiler (include hp) vs. cooling tower (include how many tons of capacity)?
Yes, an updated inventory list has been transmitted with the RFI responses.
15. Can we get last service report copies to know current status of system/ chemical residuals?
This information will not be provided.
16. Does all current equipment being used stay with new contract and is it in working order?
All current equipment will stay with the new contract. To the knowledge of the government, all equipment is in working order, if any deficiencies are found, the KTR will be required to notify the government representative.
17. Will contract require equipment replacement be included or will that be proposed as needed thru contract award winner?
The contract has a requirement to replace as needed per the non-recurring ELINs. If the parts needed are not part of the contract, they will be purchased at the discretion of the Contracting Officer.
18. How many total cooling towers (open cooling systems) are at the site?
An update inventory with cooling tower designation is included.
19. How many total steam heating boilers at the site?
An updated inventory with steam boilers is included.
20. Do the boilers have surface blow down controllers installed?
Yes
21. There was no equipment mentioned in the bid, does the base own the current water treatment feed equipment?
The government owns the current water treatment feed equipment.
22. Can you please revise your equipment inventory list and send out as addendum? Is it possible to get the number of each of the following (Cooling tower systems, chilled water system, hot water loops, dual temp loops, steam boilers?)
An updated inventory list has been included with the required information.
23. In your pricing spreadsheet, building 1700 shows that the cost is split as follows(Cost Share- NDW 1/4, NSWC 1/4, and AF 1/2 each) later on in the spreadsheet it appears to be split as follows (Cost Share- NDW 1/4, BMD 1/4, and AF 1/2 each) Can you please verify the correct cost share for building 1700 and explanation on pricing as it appears 6 times on the pricing spreadsheet?
An updated ELIN sheet has been provided. The correct value is (1/4 NDW, 1/4 NSWC, 1/2 AF)
24. Is it assumed that the proposed treatment program is to suit the product guidelines in the bid, or should the proposals call out specifics on chemical product selection?
It is expected that the proposed program will suit the product guidelines in the bid; call outs of specific chemical products is not required.
25. Is there an option to submit the bid packet electronically? If so, please provide instructions.
No. Bids must be hand carried per the instructions in the solicitation. Bids may be delivered via a carrier service, but all bids must be received by this office by 2:00 PM on 29 March 2022.
26. Are all current chemical pumps and controllers owned by the site or are they property of current vendor?
All chemical pumps and controllers are owned by the government.
27. Can you elaborate on scoring for bid selection? Is it lowest cost or is there a scoring criteria?
Lowest price.
28. Attachment J-1502000-02, Inventory as of 2/1/22. It was discovered during the site visit on 3/1/22 that there are a few mistakes on the descriptions, i.e. Boiler Loop listed where a steam boiler is in place, etc.
Question: Can you please review and update the list with the correct descriptions. Also, please clarify whether your description “Chilled Water” is a Chill Water Loop or a Cooling Tower system?
An updated inventory list has been included with the required information.
29. Attachments J—0200000-05, Recurring Work Exhibit Line-Item Numbers Exhibit A and Non-Recurring Work Exhibit Line-Item Numbers Exhibit B need to be completed by the Contractors. On these documents the Unit of Issue is “Month” with a Quantity of 12.
Question: It can be assumed that the Total Dollar Amounts from Exhibits A thru J are to be transferred to the CLIN Pages starting on Page 89 of the Solicitation, however; we question the Quantity “Max Quantity Undefined” and the Unit “Each” on the CLIN Pages, as they don’t correlate to the Quantity and Unit of Issue on the Spreadsheets? Can you please confirm that the Quantity and Unit of Issue on the CLIN Pages are correct; if so, can you please clarify how this will be invoiced under Wide Area Work Flow as a FFP?
The Quantity and Unit of Issue on the CLIN pages refer to the Firm Fixed Price nature of the contract. You need to put the totals for each tab on the ELINs spreadsheet in the blank spaces for each CLIN. For example: total for ExA on the ELINs spreadsheet will go in the blank provides next to CLIN 1000.
Invoices in WAWF should be submitted as the monthly recurring work price. (Total CLIN price divided by 12 months) Non-recurring work will be ordered either via Government Purchase Card or task order.
30. Cooling Tower Makeup - to ensure we select the right scale and corrosion inhibitor for the cooling towers, taking both cost and performance into consideration, we need to understand the quality of the cooling tower makeup.
Question: In the past, the water on Dahlgren has come from well(s) on site. Can you please confirm the current source, well(s) or city water, and also provide a water analysis to include, at a minimum, the average annual results for the following: Conductivity, Total Alkalinity, Total Hardness and Phosphate.
The base uses well water.
TDS – 378 mg/L Conductivity – 756 dS/m or 0.756 mS/cm Total Alkalinity - 225 mg/L Total Hardness – 2.0 mg/L Phosphate – 2.7 mg/L
The updated chiller and boiler inventories are provided as attachments to this amendment posting.
