AMENDMENT 0005
10. I have been reviewing the plans for this project and have been unable to locate the L1 louver. Would you be able to advise on which drawing(s) I would find the L1 louver?
GOVERNMENT RESPONSE: LOUVER L1 IS LOCATED ON THE SECOND LEVEL, SOUTH SIDE.
SEE ADDENDUM 1, SHEETS A-102 AND A-202
11. In the Solicitation, Offer, and Award, page 5 of 63, the first sentence under General states “This solicitation is being issued as unrestricted for full and open competition. The NAICS code for this procurement is 48811 and the size standard is $35M.” This NAICS code is for Airport Operations and as this is a construction project, is this the correct NAICS code?
GOVERNMENT RESPONSE: YES THIS IS CORRECT
12. In the Solicitation, Offer, and Award, page 6 of 63, under Time for Completion, the colander day value for the completion of the project is blank. What is the duration?
GOVERNMENT RESPONSE: TIME FOR COMPLETION IS 578 CALENDAR DAYS.
13. In the Solicitation, Offer, and Award, page 33of 63, Section 52.204-8 (a)(1) once again references the NAICS code of 488111. This NAICS code is for Air Traffic Control and as this is a construction project, is this the correct NAICS code?
GOVERNMENT RESPONSE: YES THIS IS CORRECT.
14. What is the status of the Maryland Department of the Environment (MDE) review of these plans and the anticipated approval?
GOVERNMENT RESPONSE: MDE HAS BEEN APPROVED AND PERMIT NUMBER IS 21-SF0030
15. On Sheet CD101, there is an area that is boxed by a heavy black line. What does this signify?
GOVERNMENT RESPONSE: GRAPHICAL ERROR. SHOULD HAVE BEEN AN LOD LINETYPE TO
INDICATE WORK NOT NEEDED IN THIS AREA.
16. On Sheet CS101, what type of paving is the 20-foot-wide driveway to the tower?
GOVERNMENT RESPONSE: THIS AREA SHOULD BE HEAVY DUTY ASPHALT. NOTE THAT THE
DETAILS TITLES FOR LIGHT DUTY AND HEAVY DUTY WERE INADVERTANTLY SWITCHED. SEE
ADDENDUM #1 SHEETS CS101 AND CS501 TO CLARIFY THE PAVEMENT SECTION AND
CORRECT THE DETAIL TITLES.
17. On Sheet CS501, where is detail B1/CS501 used?
GOVERNMENT RESPONSE: THE MOW STRIP DETAIL SHOWN ON CS501 IS SHOWN AS A HATCH
IN THE LEGEND ON CS101 AND ALONG THE NW AND SE CORNERS OF THE BUILDING. THE 3'
TYPICAL APPLIES TO THE NW LOCATION.
18. On sheet CS502, detail B2/C502 references that the concrete for the Emergency Access Road is to be 650 flexural concrete. Where in the specifications is this material described?

20. Section 03 30 00, Paragraph 1.5.1.1, pg. 654 of 1084.
Specification 03 30 00-1.5.1.1 notes epoxy coated reinforcing steel. The structural drawings only indicate to post installed epoxy anchors, no other concrete reinforcing is noted to be epoxy coated. If epoxy coated reinforcing is needed, please clarify where it is to be used, for instance should it be used in the exterior concrete walls of the tower per drawing S-101?
GOVERNMENT RESPONSE: EPOXY COATED REINFORCING IS NOT REQUIRED IN THIS
PROJECT.
21. Section 05 12 00, Paragraph 2.6.2 Shop Primer.
Specification 05 12 00-2.6.2 Shop Primer notes SSPC Paint 20 or SSPC Paint 29, (Zinc Rich Primer) for steel. Per UFGS 05 12 00, generally, for interior use, standard steel with minimum coating system of a shop primer is adequate. For Exterior environments or areas open to the exterior, galvanized steel or zinc rich is used. Please verify Zinc Rich Primer is desired or can a standard rust inhibitive shop primer be used per AISC (except at areas where fireproofing is required)?
GOVERNMENT RESPONSE: STANDARD RUST INHIBITIVE SHOP PRIMER IS ACCEPTABLE FOR
ALL INTERIOR STEEL, EXCEPT FOR AREAS WHERE FIRE PROOFING IS REQUIRED OR
EXTERIOR APPLICATIONS.
22. Section 07 81 00, Paragraph 1.3.2, pg. A1/510, D1/A513, Specification 07 81 00 Spray Applied Fireproofing section 1.3.2 Rating Schedule references 2 hour rating on floor decking (not required due to concrete thickness), stair enclosure supports and floor supports.
The current plans nor the addendum show or reference sprayed fireproofing on the details for these areas. Details similar to A1/510 or D1/A513 perimeter beam would not have access to apply sprayed fireproofing material. Please confirm if the structural steel components including HSS and Ledger steel supporting the floors require spray applied fireproofing?
GOVERNMENT RESPONSE: STRUCTURAL PLANS INDICATE LOCATIONS OF FIREPROOFED
STEEL BEAMS (FP). NFPA 101 7.1.3.2.1(6) REQUIRES STRUCTURAL MEMBERS SUPPORTING
EXIT COMPONENTS THAT PENETRATE INTO A FIRE RESISTANCE-RATED ASSEMBLY (2-HOUR
RATED STAIR ENCLOSURE) TO BE FIRE RATED.

GOVERNMENT RESPONSE: REFER TO AIR BARRIER DIAGRAMS, A1/A002 AND A3/A002, AND
SECTION DETAILS, A1/A512 AND A1/A510. INSULATED SOFFIT PANELS UNDERNEATH
CATWALK ARE NOT PART OF CONTINUOUS AIR BARRIER.
27. A-201
The elevations on A-201 Show downspouts ending just below the level 6 line. Please confirm that the downspouts from the top of the tower are to terminate under the level 6 line and open discharge on the sides of the tower.

As required, the prime contractor must designate an alternate QC Manager to serve in the event of the QC Manager’s absence. The alternate QC Manager must have the same qualification requirements as the QC Manager.
Does the alternate QC Manager have to also be on site full time during construction when the QC Manager is present?
GOVERNMENT RESPONSE: NO
31. Specification 07 81 00, Paragraph 1.3.2
