RESPONSES TO REQUESTS FOR INFORMATION

1. There is a seed project listed on page 36 of 190 but no further details outside of a few bullets with SF, LF, and QTY. Are there plans and specs? How should the seed project be presented in the proposal?

Response: A site visit was set up to allow interested firms to see the project. No as-builts or plans will be provided. The contractor will use the ELIN Schedule, based on RS Means, where possible, along with the proper coefficient. You may present the costs in whichever way you feel properly best presents the information, as long as that format allows for the comparison of quantities and line items. Prices should be given based on the available information. If changes are required, that will be handled separately.

2. Will the seed project be awarded or is it just for technical proposal evaluation purposes?

Response: The Seed project will be the first awarded task order under the contract. The Government will have met its minimum guarantee requirements with the award of the Seed project task order.

3. The ELIN schedule (Excel file) is confusing. The base year has columns K through AG with Option years 1 through 4. However, there are tabs for Option years 1 through 4. Which should we use, Base year with the options years and escalation factors already pre-filled or the option year tabs? They don’t cross populate to each other.

Response: Use the base year. Populate the unit cost. The Spreadsheet has escalation factors that will auto-populate the unit costs on K through AG. These unit costs should be used, in turn, to populate the unit costs in the option 1 through 4 tabs.

4. On the ELIN schedule, the base year tab with the options years on the same sheet, has markup and escalation factors. Do we have to use those percentages or can we use our own?

Response: Within the ELIN Schedule, use the escalation factors provided. This will allow for general comparison of the ELIN Schedule.

5. On the ELIN schedule, is the unit cost column that we fill in supposed to be fully loaded rates with OH&P or bare cost only? There is also a profit percentage at the top that calculates markup. And also the possibility that we use the Coefficient to compensate for the OH&P?

Response: Use bare / unburdened costs only. The coefficients should include the applicable overhead, profit, and other associated indirect costs. The breakdown of the coefficient workup should be provided to allow for analysis.

6. 6% is prefilled as the profit per task order on the ELIN schedule, is that dictated by the government?

If so, can you provide the profit calculation worksheet?

Response: The 6% will be removed from the ELIN schedule. All profit will be in the coefficient.

7. Inflation rates are prefilled on the ELIN schedule, how is that determined? Can we use our own inflation rates?

Response: Inflation is determined through market escalation calculator which should prove helpful for developing the percentages used for inflation. The NAVFAC BCI is escalated from the date of the most current cost book in use thru the end of the historical BCI indices.

Please use the inflation rate provided.

8. There are 2 pricing methods described in the RFP: RS Means Coefficient and ELIN Schedule. Which method will be used for pricing task orders? Both?

Response: This is not an IDIQ JOC contract with mandatory use of R. S. Means estimating data. In situations where an ELIN exists that corresponds to a required task, the firm should utilize R.S.

Means as the original basis of the rate and then use the ELIN schedule for subsequent years. If new work is required that is outside the ELIN Schedule, a firm will be expected to verify whether the work item is in R.S. Means first and will use that rate, with the applicable coefficient, unless the decision is made to add the work item to the contract.

9. Is the RS Means coefficient going to be applied to the ELIN schedule for each task order? Or will the RS Means price book actually be used to price task orders?

Response: This is not an IDIQ JOC contract with mandatory use of R. S. Means estimating data. In situations where an ELIN exists that corresponds to a required task, the firm should utilize R.S.

Means as the original basis of the rate and then use the ELIN schedule for subsequent years. If new work is required that is outside the ELIN Schedule, a firm will be expected to verify whether the work item is in R.S. Means first and will use that rate, with the applicable coefficient, unless the decision is made to add the work item to the contract.

10. Can you provide a sample task order pricing worksheet that the government is expecting to see with each individual task order proposal?

Response: Regarding the SEED Project, a firm may present the costs in whichever way you feel properly best presents the information, as long as that format allows for the comparison of quantities and line items. Firms may use a variation of Attachment K, if desired, or anything other format, as long as it shows the proper ELINs, the respective quantities, and the applicable coefficient.

11. Section B states to submit a coefficient factor and Exhibit K Coefficient breakdown form but Section L, under Volume V Pricing only states to submit the ELIN schedule. Which is required? Both?

Response: Both the coefficient breakdown as well as the ELIN schedule, will be reviewed in determining overall price reasonableness. The coefficients will include all indirect costs associated with performing the tasks, while the ELINs will be the base costs only.

12. Is the CLIN schedule (Section B – Supplies or Services and Prices) the sum total of the ELIN schedule per year or the RS Means Coefficient multiplied by the presumed annual amount on the Exhibit K. Or is it the ELIN schedule for each year multiplied by the Coefficient?

Response: The CLIN total is reflective of the capacity authorized under the contract. The agreed upon coefficients and ELIN prices will be added as a subsection under Section B and will be binding for the duration of the contract.

13. Concerning the supervision requirement, can the Superintendent, QCM, and SSHO be the same person or does “dedicated” mean one individual per position? For example, if there is a task order for $550K, the prime contractor will employ 3 separate individuals to the job, none of them sharing the roles? It appears the QCM and the SSHO cannot be the same person but it is not directly sated if the superintendent can fulfill 2 positions.

Response: For the purposes of the enhanced coefficients, the dedicated staff will be one individual per required labor category.

14. Can the government provide the anticipated task order breakdown for <$150K, $150K-$250K, and > $500K. Due to the Supt, QCM, and SSHO requirement at these task order levels, pricing can vary greatly and in order to price the ELIN schedule and Coefficient appropriately, we need to factor in the task order size and spread out the supervision requirements accordingly.

Response: This is a brand new contract requirement and estimated work breakdown is currently not anticipated.

15. Will emergency task orders be issued for repair work? If so, what is the expected time for response to investigate leaks?

Response: In emergency situations and minor maintenance and repair Task Orders requiring immediate completion, the proposal may be required quickly and the due date will be so indicated on the task order. Time frames would be on a task order-by-task order basis.

16. Is an onsite office required to be within a certain distance of the facilities? Is there a distance or time limit that the project manager must be located from the NRDE bases?

Response: There will not be office space available at any NRDE location. There is no distance limit however the Project Manager shall be available in person, by telephone, or radio to respond to any and all problems during normal working hours. The contractor will be required to respond to requests in the timeframes required under the scope of work.

17. What’s the difference between the Part B Subfactor 2 Corporate Experience and Part E Construction Experience Project Data sheet.

Response: The Project Data Sheet is used to provide responses to Subfactor 2 – Corporate Experience.

18. What section/subfactor does the CLIN schedule go in? The ELIN schedule shows up in Volume VI but no mention of the CLIN Schedule or Exhibit K.

Response: This is an Indefinite Delivery, Indefinite Quantity type contract discussed under FAR

16.504. As such, the CLINs under this contract are reflective of the contractual capacity and not the ELIN. These will be added as a separate element under Part B of the resulting contract, along with the coefficients.

19. What section should PPQs be submitted in? Should PPQs be sent directly to the government?

Response: PPQs, if not desired to be sent directly to the Government, should be provided under Volume IV of the proposal.

20. Several attachments are referenced that are either conflicting or not attached to the RFP. Can these be clarified?

a. Pg 10 of 190: ELIN Schedule (Attachment 4)…called attachment 5 in several locations

b. Pg 122 of 190: Attachment 5 Request for Information…ELIN schedule also referenced as attachment 5

c. Pg 168 of 190: RFI Form (Attachment 6)…appears to be attachment 5 on pg 122

d. Pg 170 of 190: Attachment 5, ELIN Schedule…is this the Excel attachment in Sam.gov? No file is actually called attachment 5 other than the RFI form

e. Pg 171 of 190: Teaming Partner Consent Letters, if applicable (Attachment 4)…where is this file?

f. Pg 188 of 190: PPQ (Attachment C)…attachment 3?

Response:

Discrepancies were nted, and the assumptions were correct. The correct Attachents are as follows:

• Attachment 1 – Project Data Sheet

• Attachment 2 – Safety Data Sheet

• Attachment 3 – Past Performance Questionnaire

• Attachment 4 – ELIN Schedule

• Attachment 5 – RFI Form

• There is no Attachment 6

The Teaming Partner Consent Letters must be provided by the Offerors. The reference should be deleted from Page 171 of 190.

21. Regarding the Seed Project, can the Government provide plans and dimensions for the roof?

Response: Roofing plans are not available.

22. Does prime contractor should fulfill the construction past performance experience or shall we use our sub-contractor past performances, please advise.

Response: The Government requires the firm to demonstrate one self-performed, relevant construction experience. If a joint venture is being considered, the relevant project experience should be submitted for projects completed by the Joint Venture entity. If the Joint Venture does not have shared experience, relevant projects shall be submitted for each of the Joint Venture members.

Outside of these, the contractor has the flexibility to submit the projects that they feel best demonstrates their capability to fulfill the Government's mission.

23. Please confirm if we can submit project construction costs much greater than $1,000,000 but with the roofing cost in the range of $150,000 to $1,000,000.

Response: No restrictions regarding this were noted. If the relevant experience was part of a larger overall project, however, the firm will need to clearly address how the project meets the requirements of the solicitation and how it classifies as relevant experience. In particular, the firm should note the cost of the roofing and how it shows the relevant experience required under the solicitation.

24. "Items not available with the MEANS Cost Data software, or identified below as such, are “non-pre-priced”. Line items within the Cost Data book or software which are listed under different titles with similar descriptions, but with different unit prices, or work items that could be interpreted within the software to be included by more than one line item shall be negotiated to arrive at one of the pre-priced line items within the software."

Instead of furnishing a "non-pre-priced" coefficient with our bid, can the pricing be addressed at the scoping of the task order?

Discrepancies were noted, and the assumptions were correct. The correct Attachments are as follows:

• Attachment 1 – Project Data Sheet

• Attachment 2 – Safety Data Sheet

• Attachment 3 – Past Performance Questionnaire

• Attachment 4 – ELIN Schedule

• Attachment 5 – RFI Form

• There is no Attachment 6.

Response: A non-pre-priced coefficient will be required, however, this is only to reflect those costs covered in the other coefficients. The non-pre-priced items will be negotiated at the task order level, however, the negotiated coefficient will be applied against them at this time.

25. Is the contractor allowed to provide at least two relevant roofing project examples from key subcontractor in the 5 relevant construction experience section?

Response: The contractor has the freedom to display their experience in whichever manner they feel best exemplifies their qualifications.

26. Please provide a current Roof Plan of the SEED Bldg. indicating Penetrations, Roof Slope, Dimensions, etc.

Response: A roofing plan is not available.

27. Will the small lower roofs be included in scope?

Response: Yes. Include all roofs.

28. Will the building be occupied during construction activities, more so while faulty plywood decking is being replaced?

Response: The building will be occupied. However, if a section of plywood needs to be replaced then that section of the building will be relocated during construction.

29. Does this building have multiple layers of shingle roofs to demo?

Response: We assume only one layer of shingles.

30. The Safety narrative indicates no page limit in Section L – Instructions to Bidders; however, the Safety narrative in Section M – Evaluation Factors is limited to 2 pages. Please clarify the requirement.

Response: Limit to two pages.

31. Please clarify if we are to replace existing shingles with like kind.

Response: Yes - In kind replacement.

32. Please clarify the felt paper to be used on this project, i.e. 15 and/or 30pd.

Response: 30 pound preferred.

33. Please provide the LD’s for this SEED project for issuance of bid bond.

Response: There are no LD’s for the Bond. Lack of a Bid Bond for the SEED project makes the proposal package non-responsive to the RFP. The proposal will not be considered without it.

34. IAW the FOIA please provide the incumbent’s Name and coefficient awarded for the base contract?

Response: This is a brand new contract requirement.

35. What was the average task order dollar amount from the previous contract and what was the annual amount per location and number of task orders issued/completed?

Response: This is a brand new contract requirement. Approximately 50% of the work would come from NAS Patuxent River, and NSF Indian Head and NSF Dahlgren combined would make up the ther 50%.

36. Please clarify the statement “the Contractor may propose a lower profit rate when responding to an individual task order request...Profit will be negotiated on an individual Task Order and modification basis.” If this contract is a single award and the profit percentage is included in the Offeror’s coefficient why would each task order’s profit percentage be negotiable?

Response: Profit will be included in the coefficient only and will be consistent throughout the life of the contract. The Government will not negotiate profit again, once the coefficients have been accepted.

37. Please clarify what “Net Amt” shall be entered on Item No 0001 - 0005 in Section B in the RFP. We were under the impression that the Offeror is to submit a Coefficient based on the R.S. Means Cost Data software?

Response: Please note that the CLINs within the awarded contract are to show the capacity for each year of the contract and are not showing either the coefficient or the ELINs. Both of these items are the basis of the price analysis, however, and will be added under the section as the binding prices for it.

38. Please clarify how the Offeror can determine the cost of required personnel salaries without knowing the volume of work that may or may not be issued. Would the government consider not including the cost of these required personnel within the Offerors coefficient and leaving these items to be chosen as needed for each issued task order based on period of performance for each delivery order? If not the Offerors will be forced to inordinately inflate their coefficients to cover this large non-compensable cost. For example, if the Offeror received one task order in the amount of $501K they would be required to have a dedicated onsite Superintendent, QC Manager and SSHO. These positions alone would cost an absorbent amount per year. If there were no overlapping task orders issued how would the Offeror absorb this cost?

Response: The Offeror should proposed coefficients that they feel accurately reflects the risks associated with the contract. The Government requires all three coefficients to be priced, however, the Offeror must make the determination internally.

39. As stated in section B.5 the estimated volume of work (EVW) for each ELIN is given by the Government. What is the EVW?

Response: I would say that this is an estimated usage for evaluation purposes. Please confirm.

40. For task orders that require a design effort, how will the Offeror’s design cost be compensated?

Response: "Minimum design services" are typically defined as "shop drawings." The contract does not allow for design-build projects requiring the stamping and signature on drawings of a registered professional engineer or architect.

41. For each work location can the government provide which locations will allow U.S. Citizens only?

Response: All bases will require U.S. Citizens only.

42. Will the successful contractor be given a site to set up a site trailer on the installation site?

Response: A bed-down site for the SEED project is anticipated for the project, however, space will be limited.

43. Will the Offeror’s bond cost be a line item in each task order?

Response: Cost of surety type instruments are considered an indirect cost and will not be directly expensed at a task order level.

44. Section B.4.4 refers to Means Cost Data software to be used to identify pre-priced work items (as listed by preference below) are as follows: Who will determine which cost book software will be used per task order? There are multiple overlapping line items within the different books and they do not have consistent line item pricing per book.

Response: Current year R.S. Means will be used in determining the costs of the current ELINs, which will then become the basis of the contract. If a new work category is required, the Government will base the ELIN cost on the current R.S, Means data, if available, otherwise, it will be negotiated at the task order level.

45. Please clarify how the seed project is to be priced. Does the Offeror apply his/her coefficient to the bottom line and how do Offerors who do not currently own Means estimating software choose the correct line items to price the seed project?

Response: The Government chose R.S. Means as an industry standard for nationwide construction work. This has been an approach consistent with previous NAVFAC actions.

46. Please clarify how the Offeror should complete Attachment 5, ELIN Schedule? We were under the impression that pricing is based on the Means bare cost line items multiplied by the Offeror’s coefficient. What number is the government looking for in the spreadsheet for the unit cost price?

Response: The original ELINs should be based on R.S. Means, where possible, however, the Government's intent is to use the ELIN schedule moving.

47. Please provide a copy of the sign in sheet from the seed site visit.

Response: The Sign In information is included in this Amendment.

48. The seed project mentions a list of attachments that are not found in the solicitation package. Would they be provided before bid due?

Response: No. These documents are not required for solicitation.

49. There is conflicting information regarding the pricing requirement Attachment 4 vs. Attachment 5. It is our understanding that the excel file is the Attachment 4, ELIN Schedule required for the pricing.

Please confirm our understanding is correct.

Response: You are correct. The ELIN Schedule is Attachment 4.

50. The paragraph B.3.1 mentions that "The Offeror must submit one coefficient factor for each line item below, supported by a fully completed Exhibit K Coefficient Breakdown Form with Profit Language". Section L for pricing instructions does not mention the need to provide the Proposed Coefficient Chart or the Exhibit K Coefficient Breakdown Form with Profit Language as part of the proposal. Will the Proposed Coefficient Chart and the Exhibit K mentioned in this paragraph be required in the Pricing Proposal?

Response: Yes, both the coefficient and the Attachment K will be used in determining the lowest price.

51. Is the contractor required to fill this form as part of the pricing volume or will the summary tab of the ELIN Schedule will suffice?

Response: The Government requests that the Attached K be prepared in full.

52. Please provide St. Mary’s County, MD Wage Rate for “Roofer” as this classification. It is not listed under General Decision #MD20210008 Dated 1/01/2021.

Response: The Roofer category for the general decision was $19.40 per hour with a fringe of $4.28.

53. Will different Excel Spreadsheet Pricings need to be generated per site location due to the different Labor Wage Rate Determinations? Will this also apply to Solicitation, Offer, and Award Pricing Forms?

Response: The Government does not intend to have multiple ELIN schedules or coefficients to account for the different locations where work is being performed.

54. Please clarify the purpose of utilizing RS Means Pricing DB for base costs. In all circumstances experienced with RS Means, in the VA/MD areas of the country, Material Pricing escalation costs have always been an issue. It is impossible to foresee when, how often, and the amounts of these escalation costs on a yearly basis. Example, there have been (4) material cost increases in 2020-2021 that have significantly impacted the Roofing & Sheet Metal Industry. That being said, Suppliers inform Roofing Contractor 2-3 weeks prior to the price increase and only advise of a range percentage of increase, never an exact amount until manufacturers issue the actual price increase.

These escalation costs are unknown to try to include in any coefficient factors. Would it be at all possible to base costs on an actual Material Invoice Cost plus coefficient being that the coefficient factors will not be adjusted for any other changes or circumstances encountered during the life of the contract. Please advise.

Response: It is the Offeror's responsibility to do the necessary research on the ELINs to determine available manufacturers, whether those manufacturers' products meet the minimum requirements of the ELINs, and subsequent unit pricing.

55. Please advise if the pre-generated percentages provided on the Excel Spreadsheet for Inflation, Profit, L&M Mark-Up, and Composite are to be adhered to or if they are merely for example and Contractor needs to revise as necessary based on their respective percentages.

Response: These are examples of amounts and firms are able to apply the amounts that they feel best exemplifies.

56. Please clarify and advise how SEED Project is to be priced?

Response: The Seed Project should utilize the appropriate ELINs, multiplied by the given quantities, and with the applicable coefficient applied to the cost. The contractor can present the costs in whichever way you feel properly best presents the information, as long as that format allows for the comparison of quantities and line items.
