AMENDMENT 0006
7. Reference: Solicitation file “J-1503050-8(a)1” NSAW
Question: You have two different tree totals for your tree inventory, can you please clarify or confirm which total is correct or if both totals are to be included?
Answer: The second Excel spreadsheet tab titled “Tree” is the ornamental tree inventory for work performed under COL2 & COL3 (Ref. J-150200000-04, Page 1). The first Excel spreadsheet tab titled “WNY”, column titled “Trees (All)” is for informational purposes only and work may be ordered via non-recurring work.
8. Reference: Solicitation file “J-1503050-8(a)4” NAVSEA - On the second page you have a list identifying services and with specified location for each, please provide clarification and identify the require standards of service and their frequencies?
Answer: Please reference the Performance Objectives and Standards in C-1503050 as follows:
Weed Control – Spec Item 3.1.1.5, Weed Control Gutter & Roof Drains – Spec Item 3.6.3, Clean Gutters and/or Roof Drains – NSWC Carderock Goose Dropping Removal – Spec Item 3.6.1, Remove Bird Droppings Dump Tipple Trash & Debris Removal – Spec Item 3.6.2, Maintain Dump Tipple – NSWC Carderock Gutter Cleaning – Spec Item 3.6.3, Clean Gutters and/or Roof Drains – NSWC Carderock Fencing – Spec Item 3.1.7, Vegetation Control Leaf Removal & Debris Removal – Added Spec Item 3.6.9, Debris Removal - Carderock Specialty Area (softball field) – Reference Spec Item 3.6.7 – Ball Field Maintenance Window wells for clearing drains and debris - Spec Item 3.6.3, Clean Gutters and/or Roof Drains – NSWC Carderock and Spec Item 3.6.9, Debris Removal - Carderock
a. Throughout this entire attachment you have list different services as square footage;
i. Trimming how did you calculate Sq Ft for these (2) specific areas that total 79,414 sq ft?
ii. Normally trimming is standard service that is always accomplished during each mowing cycle of all obstacles that a mower can get close enough mow/cut all vegetation within the mowed area or areas.
Answer: Solicitation file “J-1503050-8(a)4 does not list the unit of measure as square feet for trimming, but rather edging by LF. Please see revised “J-1503050-08(a4) Carderock 2020 Grounds Inventory – Amendment 0006” to change all areas to COL1.
b. You have identified multiple Mulch beds and provided sq ft as a measurement of qty, you have also identified different locations of shrubs as square footage and other area a qty of shrubs each identifying individuals’ plants of specified locations.
i. Please provide clarification as to why you have identified two specific location as shrubs in Sq Ft totaling 27,273 sq ft, when all other areas with shrubs are identified as each?
Answer: Square feet is the unit of measure chosen by Carderock for their shrub inventory.
c. Sidewalks are identified as having 615,155 sq ft total of all areas within this attachment, you did calculate this total length x width I assume.
i. Please provide the total length of all sidewalks and along with that please provide the average width?
Answer: Data for total sidewalk length and width is not available. The formula to calculate the square footage of an area that is square or rectangular in shape is - length multiplied by width equals the area's square footage.
d. You have a category as paved area; you have not identified as to what these paved areas are to maintain or your intent of service to these areas.
i. Please provide clarification of what these areas are and what you are requiring the contractor to perform?
Answer: When paved areas are listed in a grounds (1503050) inventory attachment, this is for informational purposes only. This data may be useful when determining the cost for removal of grass clippings, etc. from paved surfaces after mowing and edging.
9. Reference: Solicitation file “J-153050-8(a)6” NSFNO (Qtrs A)
Question: Please explain/clarify why you have reference J-1503050-14 for this attachment to exclude mowing, trimming, edging, and plant bed maintenance, when 50-14 is an attachment referencing Ash Bore.
a. Please provide clarification to the above statement/question?
Answer: This was an error and should read “reference J-1503050-16”
10. Reference: Solicitation file “J-1503050-8(e)8” (TECOM)
Question: For Bldg 2301 you state there is 116,738 ln ft for edging, as you only have 5.4 acres of turf to mow/maintain is the total of 116,738 in correct.
a. Please provide clarification of the edging total ln ft, if it is correct or misprint?
Answer: Edging 116,738 SF which is 2.68 acres & for mowing 233,476 SF is 5.36 acres.
11. Reference: Solicitation file “J-1503050-8(g)” JBAB
Question: In the attachment you have identified 6 specific areas at the bottom of the attachment with specific quantities.
a. Please clarify where and when these requirements are to be performed?
Answer:
Maintain Ballfields – Reference requirements in C-1503050, Spec Item 3.6.7 - Ball Field Maintenance.
Irrigation System Maintenance – 25 Estimated Service Calls – Reference requirements in C-1503050, Spec Item 3.1.1.4 – Irrigation.
Waste Containers – Reference J-1503050-08(g) Note #3 at bottom of page.
Dog Park – Reference J-1503050-08(g) Note #4 at bottom of page. Also reference C-1503050, Spec Item 3.6.5, Dog Park – JBAB.
12. Reference: Solicitation file “C-1503050 – Grounds Maintenance”, 2.3.1.8 / 2.3.10. Prospective bidders/contractors needs to know or have approval prior to mix or store pesticides/herbicides prior to submission of there proposal to properly calculate fair and accurate costing into their proposal.
Question: Please provide clarification if approval will be provided prior to the due date for submission of proposals?
Answer: The contract does not allow mixing or storage onsite without approval of the COR. COR’s will be assigned for each task order award; therefore, approvals will not be provided prior to proposal submission. At Carderock no storage or mixing of pesticides is permitted.
13. Reference: Solicitation file “C-1503050 – Grounds Maintenance”, 2.3.4. The maps that ARE IN J-1503050-7 are not legible to determine areas of restriction for use of powered equipment.
Question: For clarification please provide legible maps with proper legions that identify these areas or an index with written formatting them?
Answer: Revised maps are not available at this time.
14. Reference: Solicitation file “C-1503050 – Grounds Maintenance”, 3.1. Under the column Related Information 3.1. you are reference Common Output Level Standards (COLS), in this paragraph/column you specify COL 2,3,4, it does not reference Col 4. Within the J-1503050 – 8 attachment none of the identified location state Col 4.
Question: Please provide clarification if there are areas/locations of Col 4 standards are going to be accomplished within this contract?
Answer: Reference document J-1503050-08(a2) Arlington – COL4.
15. Reference: Solicitation file “J-1503050-8” you have listed and identified many areas with single or combinations of (COLS), the (COLS) attachment does not provide a description of standard’s for Prestige as a stand-alone requirement.
Question: Please provide clarification on required Prestige standards as to why it is not described?
Answer: Unless otherwise specified, Prestige is typically COL2. Reference document J-1503050-04 for COL2 standards.
16. Reference: Solicitation document “J-1503050-04” COLS - On the second page of the (COLS) you state, approvals are required for designated areas in Col 1 and Col 2, the abbreviations are (FX HPH) and (REGCOM).
Question: Please provide an explanation as to what each abbreviation stands for or is?
Answer: FX Program Director and Region Command
17. Reference: Solicitation file “C-1503050”, 3.1.1.3
Question: Please provide a measurement of quantity of the identified and described services within the Column of related information of all lawn areas identified in J-1503050-08 attachment?
Answer: This question is not clear. Measurements and quantities are identified in J-1503050-08 and frequencies of service are identified in J-1503050-04 (COLS).
18. Reference: Solicitation file “C-1503050”, 3.1.1.4.
Question: Please provide a list of each and all locations that will require irrigation services?
Answer: Locations with irrigation systems are identified in solicitation documents J-1503050-09 to J-1503050-09(a6.1). Add the following files for Marine Barracks and Annex: “J-1503050-09(a6) MBW Irr_Amendment 0006” and “J-1503050-09(a6.1) MBW_Irr Map_Amendment 0006”.
Identification of areas currently requiring manual watering are those locations with no irrigation systems present or an in ground manual irrigation system with no irrigation controller. Please refer to “J-1503050-04 COLS” for required frequencies.
19. Reference: Solicitation file “C-1503050”, 3.1.1.4.
Comment: Any repair to any system that are not caused or related to grounds contractor operation, which is commonly known as (fair ware and tare), should not be at contractor expense. You the Government own these irrigation systems and should be responsible for any repairs other damage caused by the contractor operational duties.
Question: Please provide a justification/clarification why a contractor is responsible for repairs other than damages caused by their own operational events?
Answer: Spec Item 3.1.1.4, Irrigation is for the operation and maintenance of irrigation systems. Reference sixth paragraph, last to sentences that read, “The cost to replace or repair items identified during the initial inspection shall be at the expense of the Government. Thereafter, the contractor shall provide, replace or repair all items or parts that are non-operational at no expense to the Government.” One would assume that the normal ware and tare has been identified and repaired at the start of the contract; therefore, any additional repairs would potentially be a result of KTR damage.
20. Reference: Solicitation file “C-1503050”, 3.2.3 BASH
Comment: BASH standards of mowing heights are 7 to 14 inches, you state BASH (BMZ) is requirements at the associated standards of COL 3 standards which indicate 2 to 6 inches.
Question: Please provide clarification what your intent is the BASH standards as the two required standards are conflicting?
Answer: Ref. C-1503050, Spec Item 3.2.3, Bird/Animal Aircraft Strike Hazard (BASH), Related Information, Second Paragraph – delete “at the associated standards shown for COL3”.
21. Reference: Solicitation file “J-1503050-08”
Comment: Nowhere within this Attachment J-1503050-08 does indicate any description of required services to be performed regarding any type of grounds maintenance task/services where or even if you have Airfield.
Question: Please provide clarification of SOW requirements that would fully provide prospective bidders/contractors substantial information (location and quantities) that would allow everyone to calculate costing for any Airfield (BASH) related work?
Answer: No BASH areas were identified.at the time of solicitation.
22. Reference: Solicitation file “C-1503050”, 3.2.4 - Fire Lanes and Brakes
Question: Please provide the Fire Protection Handbook or a link/website for reference?
Answer: Reference J-1503050-03, References and Technical Documents, NFPA Fire Protection Handbook. Contact the National Fire Protection Association at www.nfpa.org.
23. Reference: Solicitation file “C-1503050”, 3.3 - Storm Drainage Systems.
Question: Please provide the annual average for the on-call emergency 24-7 service for the contractor to respond to regarding this requirement.
Answer: The Government does not have the historical data for emergency responses. For estimating purposes, the Government assumed 6-10 calls per location per year, the exception being JBAB estimated at 25 per year.
24. Reference: Solicitation file “C-1503050”, 3.3.3 - Maintenance of Low Impact Development Features (LID).
Comment: You have listed LID features that will require service; Bioretention cells, Permeable Pavements. Tree Filters, Rain Barrels, Green Roofs, Ponds Wetlands.
Question: Please provide a listing of all identified service items locations, where they are located, and quantity of each service at all locations?
Answer: Reference solicitation files numbered J-1503050-13(a1)-(g3). Add solicitation file “J-1503050-13(g3) JBAB LID 2020”.
25. Reference: Solicitation file “C-1503050”, 3.8 – Interior Plant Maintenance.
Comment: In this description under related information you say to refer to J-1503050-08 f5 for plant inventory, this attachment is not presented for reviewing any inventory or quantities of services.
Question: Please provide clarification as where f5 is to be reviewed and what inventory quantities are to be included with it?
Answer: Add solicitation file “J-1503050-08(f5) – Plant List”.
26. Reference: Solicitation file “J-1503060”
Comment: You state that bulk storage of Ice melt materials and liquid de-icing products are not allowed without prior approvals from government representative.
Question: Please provide clarification on approvals of storage areas prior to submission of proposal, so proper costing can be calculated for this bidding purpose?
Answer:
Bethesda - The Government will provide Building 101 and areas immediately surrounding as an approved location to store ice melt material. For any additional storage, the Contractor will be required to submit a site approval request to the Government for additional lay down area. KTR may use storage containers that are transport containers that are weather resistant and securable. Any transport containers could be defined by Navy Standards as a non-structure/trailer. This non-structure/trailer will need to be approved by the CO and the non-structure will need to be accessible at any time by the NSAB Security Forces.
Washington Navy Yard - Current contract does not provide for bulk storage of road salt at the Navy Yard. There is not a suitable location. We have shared the salt dome at JBAB for several years. This may be changing as they transition to Air Force controls. Sidewalk salt (Bagged) storage on site is limited to an area large enough for two pallets in the garage. Enough for the single snow event. Long-term storage is not allowed.
USNO - There is a small containment area approximately 20x20 for bulk salt.
27. Reference: Solicitation file “J-1503060”
Question: Please provide locations of approved or possible bulk storage ice melt materials and the size of the storage bins/bunkers?
Answer:
Bethesda - Building 101 is located at the corner of Grounds Road and Perimeter Road. The structure is approximately 2,032 square feet. Ice Melt materials must be removed from NSAB after each winter season. No year round storage of ice melt. Ice Melt must be stored in staging bins. Staging bins, must be clean and the ice melt must not migrate to other areas of the container. Ice melt storage bins and all spillage must be managed by the contractor. Non-structure transport container must be clean and managed in a professional manner.
Washington Navy Yard - This is a difficult question to answer since no two snow seasons will be the same. Last season the Navy Yards share of the salt dome was 100 tons. Estimated quantities of sidewalk ice melt is around 20 -25 pallets for all fence lines. This assumes there are no heavy snows.
Indian Head - Salt dome, 32 ft. round, holds about 400-ton salt available for storage. Location noted with red X on attached map J-1503060-06(b3). Add solicitation file “J-1503060-06(b3) IndianHead_Salt Dome_Map.pdf”.
28. Reference: Solicitation file “J-1503060”
Question: What are the total estimated annual quantities of products used for Ice Melt / De-icing?
Answer: The Government does not provide estimated quantities for materials, we expect the KTR to estimate based on area and type of pavement, expected weather, levels of service, and types of products to be used.
29. Reference: Solicitation file “J-1503060”
Question: Also provide locations of de-icing storage containers and the sizes?
Answer:
Bethesda - If you are referring to individual buildings, please see J-1503060-06(f1), NSAB Snow map. De-icing storage containers used in the past are 5-gallon buckets (see yellow starred locations on NSAB Snow Map.)
Washington Navy Yard – We do not use these containers.
30. Reference: Solicitation file “J-1503060”
Question: What will be the total linear footage of snow fencing that the contractor will be required to erect/install at the various locations within this contract?
Answer:
Bethesda - The Government has no specific requirement for snow fencing at NSA Bethesda. However, historically snow fencing has been utilized at the Z-lot. The KTR may use snow fencing as needed to meet performance objectives.
Washington Navy Yard – Snow fencing is not required at WNY.
Indian Head – Snow fencing is not required at Indian Head.
31. Reference: Solicitation, Section C, 1503050, Spec item 3.3.3 - Maintenance of Low Impact Development Features (LID)
Comment: The SOW provides areas (SF or counts) and maintenance criteria for the LID features at WNY, Carderock and NSAB, however, there are no spec items for the maintenance of the LID features at JBAB.
Question: Will the Government please provide the SF of the LID features/BMPs at JBAB along with an SOW for their maintenance?
Answer: Refer to new attachment “J-1503050-13(g3) – JBAB LID 2020” and renumbered attachment “J-1503050-13(a2) WNY LID MAP”.
32. Reference: Solicitation, Section C, 1503050, Spec item 3.3.3 - Maintenance of Low Impact Development Features (LID)
Comment: There is an ELIN for Stormwater maintenance at the Naval Research Laboratory, however, there is no inventory of features.
Question: Does the Government require LIDs maintenance to be performed at NRL? If so, will the Government please provide an inventory and SOW for the features to be maintained?
Answer: Attachment “J-1503050-13(a3) – NRL LID 2020” is pending publication at this time.
