QUESTIONS

N40080‐20‐R‐0001 PATUXENT RIVER FSS

Version 2

TECHNICAL

1. Q: When reviewing the Draft PWS, we noticed there are a few annexes & sub annexes different from the last solicitation. Can the government clarify the reason for the changed requirements?

GOV Response:

The Government does not see the discrepancy between the Annexes. The correct Annexes/Sub‐ Annexes are:

0100000 – General Information 0200000 – Management and Administration 1503010 – Custodial 1503020 – Pest Control 1503050 – Grounds Maintenance 1503060 – Pavement Clearning 1700000 – Transportation.

Please use only the FINAL RFP for proposal purposes.

2. Q: Can the government provide the government’s estimate of the contract value?

GOV Response: Refer solicitation section A.3

3. Q: Can the government provide who is the current contractor providing hospital housekeeping services requirement for this contract? Including:

a. The contract number, value, and total cleanable square footage of the contract?

GOV Response: Refer to the solicitation A.3. Inventories are provided as attachments at section J.

4. Q: If there are any other contracts being combined, can the government provide:

a. The contract numbers and value of the different current contracts being included in this contract?

GOV Response: There are no contracts being combined. Refer solicitation section A.3

5. Q: Is the government planning to post a draft solicitation copy? If not, can the government specifically post a copy of the draft References and Technical Documents listed in J‐0200000‐03?

GOV Response:

A DRAFT Solicitation was posted on 8 January 2020. The final Solicitation was posted on 29 January 2020. Any additional posts will be via amendment. The Directives, Instructions and References listed on Attachment J0200000‐03 can be found online.

6. Q: In relation to Factor 5 Corporate Experience (pg 288), Would the government consider a major teamed subcontractor's completed projects in Corporate Experience? Major teamed subcontractor defined as performing 30% of the work.

GOV Response: The Government will only accept such projects as are defined in the solicitation.

7. Comment: To accommodate broader small business participation, we recommend that the project size value be reduced from $8M per year to $3M per year. Due to the nature of their size and SBA guidelines on small business status, businesses that qualify as a “small”, typically would not have multiple individual projects with a project size value greater than $8M.

GOV Response: This value will not be changed. As stated, in paragraph A.3, the current contract, has an estimated value of $71M.

8. Comment: Since there is a hospital requirement, creating a requirement for ISO: 9001 or ISSA CIMS GB certification will help add a layer of security and minimize risk to your operations. Certified organizations have improved cleanliness levels, reduced work‐related injuries, increased productivity, reduced complaints, and streamlined day‐to‐day operations.

GOV Response: The Government has no intention of making these certifications a requirement, however, possession of these certifications may be looked upon favorably during the source selection evaluation

9. Q: Pest Group # 23,24,25:This lists the three types of licenses for herbicide work # 23 is license 5, # 24 is license 6, and # 25 is license 3. Does the Grounds Management Annex use these herbicide standards?

GOV Response: Grounds Maintenance Inventories include areas requiring vegetation control for which Pest Groups 023,024, and 025 are applicable. Appropriate state licensing is applicable for control utilizing pesticides.

10. Q: Reference Spec Item 1.1: Describes the target pests at Pax River. In Maryland you must be licensed in the specific pest work to make an offer on the work. We identified MD Categories 3,5,6,7,8 to address the target pests identified. Can the government verify that.

GOV Response: State Licensing for Pesticide Applicators must correspond with applicable pest groups.

11. Q: Spec Item 2.2.1: Certification and licensing (error VA State). Are the individuals spraying chemical required to be MD certified in 3 and 6?

GOV Response: Reference Section C, Annex 1503020, Specification 2.2.1, Description. State Licensing for Pesticide Applicators must correspond with applicable pest groups.

12. Q: Spec Item 3.2.3: Vegetation Control describes work. Is that work ordered through the NON Recurring pricing line items Pest Annex C721 or C722?

GOV Response: Section C, Annex 1503050, Specification 3.2.3, describes requirements for recurring work. All non‐ recurring work descriptions are referenced in Section C, applicable annex, Specification 4.

13. Q: Spec Item 2.3.2.3: Herbicide mixing on Government property. This works involves thousands of gallons of chemical. The costs for performing the mix and fill work on base vs off are substantial. In fairness to bidders can the Government approve or disapprove how the chemical filling and mixing on base?

GOV Response: Reference Section C, Annex 1503050, Specification 2.3.2.3 Description. “The Contractor shall not mix herbicides on Government property unless specifically authorized by the KO. If mixing is authorized, it shall be done at an approved Government furnished facility or over an approved containment device. All water sources shall be equipped with proper back‐flow prevention devices. An air gap shall be maintained between the water source and the pesticide tank.

14. Q: The table on page 278 states the page limit for Safety is 10 pages. M.4.2.(1) Factor 3 Safety c. states the

GOV Response: The attachment is hereby provided with the proper nomenclature – Attachment PPQ_N4008020R0001_PAX_FSS.docx.

16. Q: The Performance Standard references J‐1503020‐08. Should this be J‐1503020‐07 instead of J‐1503020‐

08?

GOV Response: Yes. In Annex 1503020, Specification 3.1.3, Performance Standards shall reference attachment J‐1503020‐07, Structure Damaging Pest Requirements

17. Q: 3.1.6 appears to be a duplicate of 3.1.5 and the table of contents references 3.1.5 as Vegetation

I received an update via sam.gov on Jan 24, that a registration for a site visit was also to be submitted on the 24th, do to the time constraints as to when it was released, I was not able to register 2 of my directors for the visit. Answer: Site visit registration forms were required and due prior to 24 January 2020.

12. The description on beta.sam.gov indicates that the solicitation is still in draft, however the attachments uploaded on Friday the 24th are marked as solicitation documents. In addition, the (draft?) RFP establishes a Wednesday, January 24 as the deadline for registering for the site visit. Will the government confirm whether the solicitation is active, whether the site visit is still planned for February 3 and 4, and, if so, whether we are still eligible to register to attend?
