| B43, sheet E101, Note 1, What type of plug do they need? | Coordinate receptacle configuration with IT racks | Summer | DBI |
| B43, sheet E102 & E104, Are we reworking the circuits to the generator panel like on E103? | No, only second floor receptacles and lights are being added to generator. | Summer | DBI |
| B43, sheet E102, note 3, What conduit size do they want? | AE 2 to coordinate with UFC requirements | Summer | DBI |
| B43, sheet E103, Why is the power lighting bldg. layout and the lighting bldg. layout different? | The circuiting is based on the reference drawings in Appendix C. | Summer | DBI |
| A47, sheet ED101, Why aren’t we reusing the existing conduits where possible since the conduit size is large enough? | A49, the majority of conduit is being reused except where the pull boxes are being located. AE 2 is to design the system to serve the ATS below, if more conduit can be reused that is part of the final design. | Summer | DBI |
| Is the project limited to any specific generator / ATS manufacturers? | No, however the unit shall fit and have proper clearances in the designated spaces. | Summer | T-B |
| A permanent load bank sized for 50% of the generator capacity is indicated as a requirement for the 400kW generator at NRL 43. A permanent load bank is not required for the 2000kW generator at NRL A49. Please confirm. | A permanent load bank is not required at A49, only a NFSS sized at 100%, for connection to a portable load bank. | Summer | T-B |
| NRL 43 - Will sealed Civil and/or Structural drawings be required? | YES, all drawings shall be signed and sealed. | Summer | T-B |
| NRL 43 - Is a portable generator connection (per NEC 2017) required? If so, where shall the connection be located? | No requirement for portable generator | Summer | T-B |
| NRL A49 - Is a portable generator connection (per NEC 2017) required? If so, where shall the connection be located? | No requirement for portable generator | Summer | T-B |
| Reference RFP paragraph 252.204-7000 Disclosure of Information, “The Contractor shall not release to anyone outside the Contractor's organization any unclassified information, regardless of medium (e.g., film, tape, document), pertaining to any part of this contract or any program related to this contract” Is it acceptable to provide subcontractors and suppliers copies of the plans and specs for this contract? | YES | NAVFAC | |
| Reference RFP 5252.228-9305 Notice of Bonding Requirements, section (c) the time does not reflect the RFP construction Time, when do the Liquidated Damages start? | Please disreguard Price Schedule submitted with the solicitation. It was a template used from another project. The note section is wrong and from another project. The proper price schedule will be included in the RFI amendment | NAVFAC | |
| Reference Bid Form Note 4, states “price valid for 90 days”, RFP states “Proposal acceptance period shall be 120 days”, which is correct? | Please disreguard Price Schedule submitted with the solicitation. It was a template used from another project. The note section is wrong and from another project. The proper price schedule will be included in the RFI amendment | NAVFAC | |
| Regarding the projects Staffing; A43 & A59 state The CQC & The SSHO can perform the same role along with a Superintendent, while A49 states the CQC cannot be the SSHO, please clarify is this project to be 1, 2 or 3 hat staff? | Due to the size and complexity of the A49 project the CQC cannot be the SSHO. | Summer | |
| Reference Bid Form Note 7 states “Options 1 & 2 may be awarded at time of award or within 365 days of award”. Will the award dates for the Options be simultaneously or independent of each other? How will the Contract time be extended to accommodate the additional work period for these Options if they not awarded at the time of the Base Bid award date? | More than likey the options will be awarded with the base bid. Its rare that options are awarded seperatly….unless there is not money at the time of award for the option(s). If the latter is the case then you will be notified at the time of the base award | NAVFAC | |
| Reference Bid Note #7, does the Government fully understand requesting a maximum of 365-day delay for acceptance of the Options will cost an enormous amount of money that in some cases, i.e. cost of the large generator, cannot be accurately estimated for that period of time. This puts undue burden on the Contractors to guess the Governments’ future budget time frames. | More than likey the options will be awarded with the base bid. Its rare that options are awarded seperatly….unless there is not money at the time of award for the option(s). If the latter is the case then you will be notified at the time of the base award | NAVFAC | |
| Is this project considered a design-bid-build contract? Or does the Government want the contractor to complete the design using Summer Consultant’s drawings and specifications? If the contractor is to complete the design how many design submissions are required? | Contractor is required to provide a complete design for the Building A49 Generator project per RFP Specification Section 01 33 10.05 20 | NAVFAC/Summer | |

Please clarify which buildings or portions of buildings will required work under escort. | Escorts will need to be provided for work in the interior. | NAVFAC | G-W |
| In the solicitation’s general requirements under the Proposal Acceptance Period states the Proposal acceptance period shall be 120 days from receipt of offers. In Attachment A note 4 states the offeror’s price is valid for 90 days from the receipt of proposals. Please clarify these conflicting documents. | Please disreguard Price Schedule submitted with the solicitation. It was a template used from another project. The note section is wrong and from another project. The proper price schedule will be included in the RFI amendment | NAVFAC | G-W |
| In the Attachment A, note 7, states options 1 and 2 may be awarded at time of award or within 365 days of award. The project duration is only listed at 365 days. Please clarify. |
a. If the options are awarded up to 365 days after NTP, how long would the project be extended for each of the options?
b. Should the Base Bid include the design for the Base Bid and both options? That way only one design submission process is required instead of three separate design processes for each of the bids. Or should we assume the design for each option will be its own separate activity and the cost for it included in each option?
c. Option 1 contains many expensive pieces of equipment. If the proposal period is 90 or 120 days and the award for the options occur at the end of the 365-day period that would be 15-16 months after the proposal date. Will the contractor be able to adjust pricing due to economic conditions?
| Please disreguard Price Schedule submitted with the solicitation. It was a template used from another project. The note section is wrong and from another project. The proper price schedule will be included in the RFI amendment. The price that the contractor proposes will only be applicable for 90 days. If we don’t accept or choose to go with that option at day 91 the contractor can come back with a different | NAVFAC | G-W |
| Please clarify the staffing requirements. Each of the RFPs have conflicting information on the number of personnel required for Superintendent, SSHO and CQC. A49 requires 3 separate individuals but B-43 and A59 only require two. |
a. Is this is two person or three person project?
b. Confirm that the same staff can manage all three projects and that separate staffing is not required for each building/project.
| Due to the size and complexity of the A49 project the CQC cannot be the SSHO. | Summer | G-W | |
| The Price Schedule Notes 1, 2 and 3 mention the Total Price is items 0001-0004 but there are only spaces for prices 0001-0003 to be entered. Please confirm Item 0004 is not applicable. | Please disreguard Price Schedule submitted with the solicitation. It was a template used from another project. The note section is wrong and from another project. The proper price schedule will be included in the RFI amendment | NAVFAC | G-W |
| All three projects, Part 3, Section C30 requires SSPC QP-1 certification for painters. Since the painting on this project is minor, can this requirement be waived? | The ceritification cannot be waived. | NAVFAC | G-W |
| A49 – Section 013310.0520-2.2.2 requires design submissions of DD 35%, DD65%, Prefinal 100% and Final, but the other two projects only require one DD design submission. Can we consolidate for uniformity and only have one DD submission for all three projects? | No, please follow what is in the RFP. | NAVFAC | G-W |
| A49 Specific | G-W | ||
| In the RFP specification Part 3 - D509002 (p 262) requires a non-fused NEMA 3R switch connected to the generator on the exterior for a future portable load-bank. This requirement may be unsafe because there is no safeguard in place to prevent the connection of another energized source which would parallel the generator emergency circuit. Consider the requirement to install a double-throw switch (2 position manual transfer) in the emergency circuit and a NEMA 3R load-bank connection cabinet on the exterior or some other design. (note; drawing E-601 does not show this requirement) | An exterior switch for load bank is required. The drawings are conceptual and are for information only. The design of the generator and accessories is to be completed by AE 2 under this contract and must meet the UFC's and NEC. All accessories required to meet code shall be provided under this contract. | Summer | G-W |
| Regarding the preceding question; will a motor operator and shunt trip be required on the load-bank switch in case the building requires emergency service during a load-bank test? | Shunt trip on the load bank breaker is required | Summer | G-W |
| Should the load-bank circuit be sized for 50% or some other percentage of the generator capacity? | 100% for annual testing | Summer | G-W |
| Does the NRL-Navy already have the DOEE permit to construct and operate the generator? | No, Contractor is to identify and procure all permits under this contract. | Summer | G-W |
| Who is responsible for furnishing diesel fuel for the tanks? Should we provide them completely full or just enough for testing? | Fuel for testing shall be provided under this contract and the tank shall be full when the project is turned over to the government. | Summer | G-W |
| Will the NRL require a factory witness test on the generator? If so, will the NRL be responsible for travel/lodging expenses for their personnel? | No, a factory witness test will not be required. | NAVFAC | G-W |
| Specification 26 32 13.00 20 3.5.3 requires an onsite emissions testing of the generator. The DOEE does not require field emissions testing for emergency generators that run less than 500 hours/year. If factory emissions test data for the engine are submitted and approved by DOEE, can this requirement be waived? | No, the requirement cannot be waived | NAVFAC | G-W |
| The RFP documents require the design to comply with the latest National Electrical Code. The generator serves Article 700 “Emergency” loads for the building. Article 700.3 (F) requires a temporary source of power for maintenance or repair of the alternate source of power. This requires connection to the portable or temporary alternate source and shall not require modification of the permanent system wiring. This can be done using a manual transfer switch and a temporary generator connection cabinet. Drawing E-601 does not show these requirements. Should this be part of the design? | This is a whole building generator and an alternate source of power is not required since the emergency loads are battery backup lights, fire alarm and security per exceptions (3 & 4) | Summer | G-W |
| Drawing ED-101 the photo in the lower left corner shows 12 sets 4” conduits. Drawing E-601 the feeder schedule shows these same conduits as 3-½”. These are conflicting. | The drawings are conceptual and are for information only. The design of the generator and accessories is to be completed by AE 2 under this contract and must meet the UFC's and NEC. AE 2 to field verify and match existing conduit size. | Summer | G-W |
| Where should the generator remote annunciator be located? | Coordinate exact location with NAVFAC during design. | Summer | G-W |
| Part 3, Chapter 6, F2010 mentions wet pipe sprinklers as does Part 5, Section 211313.0010. Other portions of the RFP state the sprinkler system is a dry type. Please clarify. | Provide dry pipe sprinkler system for generator enclosure per RFP Part 3 Chapter 6 Paragraph D4040 and Part 6 guidance provided by the Government. | Summer | G-W |
| Drawing M-401, Note 3 is all dots and had a formatting error. Please reissue this note. | Note 3 is not applied to Drawing M-401. | Summer | G-W |
| Part 3, Chapter 6 – B201003 states to provide a continuous air barrier and continuous water barrier. If this is required on this project, please define the limits. | Continuous air and water barrier apply to building roof, wall, and floor elements provided or modified as part of construction. | Summer | G-W |
| A49, Part 3, Chapter 6, C10 and Note D8 on AD-101 state to relocate the modular palletized storage racks. Where are these being relocated to? Do we need to reassemble them? | The racks are to be relocated and reassembled within the warehouse of A49, coordinate exacat location with NAVFAC during design. | Summer | G-W |
| NRL 43 Specific | G-W | ||
| B43, sheet E101, Note 1, What type of plug is required? | Coordinate receptacle configuration with IT racks | Summer | G-W |
| B43, sheet E102, note 3, What conduit size is required? | AE 2 to coordinate with UFC requirements | Summer | G-W |
| In the NRL 43 “Record of Categorical Exclusion” item 2 states “a new natural gas generator set”. The RFP specification paragraph 1.0(p.29) the project description requires a 400KW diesel generator. These are conflicting. Confirm that diesel is required. | Diesel is required | Summer | G-W |
| Does the NRL-Navy already have the DOEE permit to construct and operate the generator? | No, all permits are to be provided under this contract | Summer | G-W |
| Who is responsible for furnishing diesel fuel for the tanks? Should we provide them completely full or just enough for testing? | Fuel for testing shall be provided under this contract and the tank shall be full when the project is turned over to the government. | Summer | G-W |
