Request for Proposal No. N4008019R5738 NRL-43 Replace Emergency Generator_Construction (Bundele)
1. Base Project NRL 43 - The scope of work defines that a 400kW diesel generator is to be provided for building 43. However, D5010 states that, “a separate load calculation for the new generator to determine the generator size will be provided as part of the project's deliverables.”
a. What if the calculation determines that the generator is to be larger/smaller than 400kW?
400kW is a nominal size and AE-2 is responsible for sizing the generator per the UFC’s.
b. What generator sizing software is permitted to be used?
Generator software shall be by the manufacture of the generator being provided.
2. Base Project NRL 43 - The scope of work defines that existing loads are to be rewired. However, D5010 states that, “Provide load calculations for existing and new entire normal service. Ensure that the existing switchboard size is sufficiently to handle new and existing loads.”
a. What new loads are being added to the system that are required to be calculated, other than the generator loads?
New loads to be added are the minor loads associated with the generator accessories. No other loads are anticipated to be placed on the existing service only redistribution of existing loads. New circuit breakers are anticipated to be provided to serve the new ATS’s. AE-2 is responsible for the final design of the project.
b. What if it is determined from the calculations that the existing service is inadequate?
The electrical service was replaced in 2017 and should have adequate capacity.
3. Base Project NRL 43 - Is a selective coordination study required for the emergency system?
Yes, per article 700 of NEC and the UFC.
4. Base Project NRL 43 - During the site walk-through, there was electrical equipment shown on the plans as “existing” that does not currently exist. Should bidders assume that the equipment shown as existing will be installed prior to the start of design and construction?
There is an ongoing fire alarm/life safety project which is adding an emergency panel GEN 2, that should be installed.
5. Option 1 NRL A49 – Please confirm that a 2 hour separation is required. Both 1 hour and 2 hour separation are used interchangeably for the fire separation of the new generator room.
2 hour is correct.
6. The RFP includes three separate construction projects, each with it’s own set of general conditions pertaining to on site project staffing requirements i.e.: Superintendent, Site Safety and Health Office and Quality Control Officer. In the event of award of the base bid and all or any combination of the options, will the contractor be required to staff each project individually as the general conditions for each project specify or will one site staff be able to oversee the entire contract if the base and all options are awarded? It the latter, please advise if separate individuals are required to perform the roles of Superintendent, Quality Control Manager and Site Safety and Health Manager or if any of the roles can be “Dual Hat”, ie: both the roles of Super and SSHO and be performed be one qualified individual.
The QCM and SSHO has to be separate individuals. The Superintendent can be dual hatted and could oversee the contract.
