NAVFAC CAPITAL IMPROVEMENTS
PRELIMINARY ENERGY BASELINE
& OFFERORS MODEL
PERFORMANCE RATING ASSUMPTIONS
(PRA)
The preliminary energy baseline and offerors model performance rating assumptions shall be utilized for the Energy Design Reduction Technical Factor. This summary shall serve no other purpose. The assumptions listed here shall not considered as RFP requirements are not contractual.
The “Whole Building Simulation” format shall be Table 3 through Table 6 in the LEED 2009 reference guide for New Construction. Also submit a ASHRAE 90.1 Performance Rating Compliance Report.
Identify the percent energy reduction on the Performance Rating Compliance report.
BASELINE BUILDING PERFORMANCE RATING ASSUMPTIONS
The Baseline building is assumed to be a typical facility of the type indicated, of the same size and in the same ASHRAE Climate Zone as the project location. The Baseline is a parametric model based on these simplified parameters. While the baseline uses the same occupancy, setpoints and operating schedules as the proposed building, the baseline does not reflect all of the specific requirements of the RFP. The model shall use the modeling criteria of ASHRAE 90.1-2013 Appendix G.
Weather Data:
Weather location shall be based on full-year TMY Weather Data for Washington/National VA WNO No. 724050.
Envelope
Modeled as existing. Existing building geometries are detailed in the RFP part 6 concept drawings.
Roof modeled as the following:
o Building 46 slate roof, wood decking & R-13 batt insulation o Building 46a built up roof, wood decking & 1” insulation board o Building 67 built up roof, wood decking & 1” insulation board
Exterior walls modeled as the following:
o Building 46 east & west walls 27” solid brick o Building 46 north & south walls 16” solid brick o Building 46a walls 12” brick o Building 67 walls 12” brick
Windows modeled as:
o Uninsulated single pane
Doors modeled as the following:
o Swinging U-0.700 o Non-swinging U-1.500
Baseline System:
Primary HVAC system type and heating and cooling sources shall be system type 5 per ASHRAE 90.1-2013 table G3.1.1-3 & G3.1.1-4 (non-condensing boiler, packaged DX VAV rooftop units)
HVAC system type serving communication rooms and elevator machine rooms shall be system type 4 per ASHRAE 90.1-2013 table G3.1.1-3 & G3.1.1-4 (packaged rooftop heat pump)
HVAC system type serving mechanical and electrical rooms shall be system type 9 (gas fired warm air furnace).
Space Occupancy:
Review RFP for space types and occupancies.
Operating Schedules:
Review RFP Room Data sheets.
o Spaces listed as Critical must operate on a 24/7 schedule.
o Non-Critical spaces must maintain design temperatures from 0600 – 1800 o Night setback shall be utilized for Non-Critical spaces.
Design Temperatures:
Review RFP Room Data sheets for room design temperatures
Infiltration Assumptions:
Assume an infiltration rate of 0.6 ACH.
Additional Space Loads:
People (each): Sensible 250 Btu/h, Latent 200 Btu/h o Reference tabular area sheet for number of full time occupants. Reference floor plans for number of transient occupants in conference/break rooms and research areas.
Workstation: 125 watts/workstation o Assume one workstation per full time occupant
Mech/elec rooms: 3 watts/sq ft
Comm Rooms: 0.5 watts/sq ft
Domestic Water Heating:
Service Hot Water modeled as Space Usage Classification: Hot water – low rise office (ASHRAE 90.1-2013 User Guide) (80% efficiency natural gas non-condensing water heaters)
Domestic Water peak hourly demand in gallons per minute: Use 2015 ASHRAE Handbook-HVAC Applications, CH 50
Meet domestic water heating efficiency requirements in ASHRAE 90.1-2013
Elevator:
Review RFP requirements
Interior Lighting:
1 Watt/sq ft
Exterior Lighting:
None.
Utility Rates:
See attached for NAVFAC 2017 Billing Rate Schedule
The table below gives preliminary baseline model results according to ASHRAE 90.1-2013, Appendix G requirements. These results are to act as a general range for the baseline model produced by the Design Build contractor. The baseline results are likely to change as the proposed design progresses. Ultimately, the Design Build contractor is responsible for producing baseline and proposed energy models that satisfy the requirements set forth in EPAct 2005 and UFC 1-200-02 High Performance and Sustainable Building Requirements, with Change 1, 1 October 2017.
