AMENDMENT 0010
The purpose of this amendment is to incorporate the following
1. RFI Responses
2. Attachments
3. Revised Wage Determination: DC180002 08/03/2018 DC2 located in Section
00800 – Special Contract Requirements
All other terms and conditions remain unchanged.
1. RFI RESPONSES
16. For the window replacement of Building 57, there were no drawing floor plans or elevations provided that show window dimensions, counts, etc. Is there existing drawings or concept drawings available for this building?
GOVERNMENT RESPONSE: See the attached drawings for more information including window counts, elevations and photos. These should be added to Part 6 Attachments.
Add the following paragraph to RFP-3 Options 3-6 Part 3, Paragraph 1.0 Project Description:
“The project includes the design and construction to replace exterior windows in Building 57 at the Washington Navy Yard in order to improve energy efficiency of the building and enhance the protection of museum and library artifacts. Windows to be replaced shall be match the existing in size, type, and color.
Building 57, built in 1866, is a 3-story office building immediately adjacent and connected to Building 44.
The third story is a secure area used by NHHC archivists and historians. The window replacement is subject to review and approval by NAVFAC Cultural Resources and SHPO.”
Replace the last sentence in RFP-3 Options 3-6, Part 3, Paragraph 4.7 New Work and Scope with the following:
“Remove and replace operable aluminum window units in Building 57 to match existing frame color, muntin spacing, lite configurations, and quantities. Provide insulated, laminated glazing with low-e coating. Existing interior sill, jamb, and head finish and trim to remain. Patch and repair or replace as required. Existing (historic) exterior sill, jamb, and head components to remain. Re-seal as required to maintain weather barrier. Concept elevations including quantities and sizes of windows can be found on the attached drawings. All window quantities and sizes shall be field verified. Drawings for existing occupied spaces can be found in the attached drawings for appropriate phasing.”
17. RFP-1 / Part 3 indicates that the existing windows are to remain in place where the concept drawing in Appendix D (Drawing A301) notes that the windows are to be refurbished. Please clarify what work is to be done to the existing windows. Will the window sash, frames, sills need to be removed, restored and reinstalled or just minor repairs and repainted? Will the existing windows need to be stripped of lead paint prior to repainting?
GOVERNMENT RESPONSE: Existing windows are historic to remain. They are to be restored according to Department of the Interiors standards for historic preservation and other applicable historic preservation codes and standards. Existing conditions of windows must be verified to determine the extent of work required. All hazardous materials meeting the limits of disturbance must be abated according to OSHA and EPA regulations. Refer to the Hazardous Materials Inspection Report included in the RFP.
18. General Note 8 on the Price Schedule indicates that if Options 3 & 4 are exercised then 270 calendar days are added to the contract duration and 180 calendar days will be added if Option 5 is exercised. If Options 3, 4 & 5 are exercised will 450 calendar days be added to the contract duration or only 270?
GOVERNMENT RESPONSE: If Option item 3 is exercised an additional 180 days will be added to the contract duration. If Option 4 is exercised an additional 90 days will be added to the contract duration. If Option 5 is exercised an additional 180 days will be added to the contract duration. Therefore, if option items 3, 4, and 5 are all exercised the contract duration will be increased by 450 days.
19. General Note 8 on the Price Schedule indicates that if Options 3 & 4 are exercised then 270 calendar days are added to the contract duration. Will this extension hold true if only one of these options is exercised and not the other? Is the plan to exercise both options or neither?
GOVERNMENT RESPONSE: See answer to RFI 18. The intent is to exercise all options subject to the availability of funds.
20. Is there an order that options 3, 4 and 5 will be exercised? For example, will Option 3 be exercised prior to Option 4 and Option 4 prior to Option 5? If the intent is for each of these three options to be a stand-alone price then the total price evaluation will include a significant overlap in General Condition costs based on the contract duration extension requirements. The sum of Options 3, 4 and 5 will include a total of 720 days (Option 3 - 270 days + Option 4 - 270 days + Option 5 - 180 days) of additional General Conditions. Is this the government's intent or can you provide an order in which Options 3, 4 and 5 will be exercised?
GOVERNMENT RESPONSE: See answer to RFI 18. The options may be exercised in any order, see General Note 7. The intent is to exercise all options subject to availability of funds.
21. Please confirm that all design costs for RFP-1, RFP-2 & RFP-3 packages are to only be carried in the base bid price.
GOVERNMENT RESPONSE: Per RFP-1 (Base Bid) Scope of work under Part 3, paragraph 1.1 All design costs should be included in the base bid.
22. Base bid scope calls for removal of existing under slab piping in multiple locations. Are there existing condition drawings available showing locations of existing under slab piping locations?
GOVERNMENT RESPONSE: No existing under-slab as-builts are available for building 46/67.
23. For the window replacement of Building 57, will this work need to be done at night to avoid public disturbances or can this work be done during normal business hours?
GOVERNMENT RESPONSE: Refer to Part 2 specifications 01 14 00.05 20. Building 57 will remain occupied during construction. Work can be done at night, and will need to be coordinated and phased with the contracting officer to prohibit disruption to existing occupants.
24. Will the contractor be responsible for moving office furniture & equipment & Building 57 employees in order to provide clearance for the window work or will work access be provided by the owner?
GOVERNMENT RESPONSE: Refer to Part 2 specifications 01 14 00.05 20. Contractor will be responsible for relocating movable furniture out of the work area as prescribed. All government property must be protected during construction.
25. Will temp partitions / protection be required for window replacement work in Building 57 to protect employees in Building 57 from construction or will workers be temporarily relocated by the owner?
GOVERNMENT RESPONSE: Refer to Part 2 specifications 01 14 00.05 20. Building 57 will remain occupied during construction. Work will need to be coordinated and phased with the contracting officer to prohibit disruption to existing occupants.
26. For Building 57 window replacement, will the new windows be required to be blast resistant? If so what is the required blast load on the windows?
GOVERNMENT RESPONSE: Refer to Part 3, 1.4 Option 5 Scope of Work. No Blast Requirements -No structural upgrades -No hardening -No change to parking or roadways. ALL exterior glazing must meet Min ATFP glazing requirements, see the ITG.
