128. If cybersecurity for the DDC control system is required, please verify the following:
a. Please confirm that the base wide campus network that NRL manages is compliant with current cyber security requirements.
Response: Install Government Furnished Contractor Installed security panel (JACE/Middleware) where existing DDC system interfaces with outside plant communications.
Mechanical equipment installed as part of this project will comply with UFC 4-010-06. Existing to remain mechanical equipment will be brought into compliance with UFC 4-010-06 as part of a separate project.
b. Please confirm that the existing Siemens system is compliant with cybersecurity requirements under this requirement and or if the Siemens system needs to be updated to comply with current cybersecurity requirements established under this project.
Response: Install Government Furnished Contractor Installed security panel (JACE/Middleware) where existing DDC system interfaces with outside plant communications.
Mechanical equipment installed as part of this project will comply with UFC 4-010-06. Existing to remain mechanical equipment will be brought into compliance with UFC 4-010-06 as part of a separate project.
c. Please identify Building #/Room # where the existing security server is located for purposes of providing connectivity for this project.
Response: Assume the furthest point on the first floor within the same building.
d. Please clarify if existing security server has sufficient capacity for new work requirements and or if provisions need to be made to upgrade server.
Response: Assume security server has sufficient capacity.
e. If the facilities building automation system is not compliant with current cyber security requirements, please provide guidelines for accomplishing this requirement.
Response: Equipment installed as part of this project will comply with UFC 4-010-06. Existing to remain equipment will be brought into compliance with UFC 4-010-06 as part of a separate project. Install Government Furnished Contractor Installed security panel (JACE/Middleware) where existing DDC system interfaces with outside plant communications.
129. 2.3.7 Cybersecurity. Are the stipulated requirements limited to the spaces scheduled in the RFP for design/construction? Specifically, Is the WAN (wide area network) at the lab and all associated WAN components including monitoring/reporting for systems that are connected to B209 excluded from this design/construction? Concern is the degree of confinement of these requirements.
Response: Equipment installed as part of this project will comply with UFC 4-010-06. Existing to remain equipment will be brought into compliance with UFC 4-010-06 as part of a separate project.
131. Part 1/Page 281/5.0 Room Requirements reference is made that Government will provide new acoustic chamber. Please clarify if acoustic chamber will be installed by Government.
Response: Government Furnished Equipment is identified in ESR 1040. Movable equipment and furnishings to be installed are identified in ESR 2020.
132. Please clarify if installation of this equipment is to be included in the base bid.
133. Please provide product data information and vendor point of contact if installation is required under base bid.

FF&E is part of the Government estimated FF&E $352,761 cost.
Response: This item is not part of estimated FF&E $352,761 cost.
188. HVAC System Requirements. Where is the central workstation located and will the location compromise the cybersecurity requirements due to existing infrastructure that is outside of this RFP scope.
192. D306001 1.1. Please confirm that the LAB will provide a network connection as required by the Building
Automation System and in compliance with the cybersecurity requirements, we will tell them where the connections are required. Will the network connection be dedicated to the DDC system? Again, a security issue.
Response: Install Government Furnished Contractor Installed security panel (JACE/Middleware) where existing DDC system interfaces with outside plant communications. Response: Confirmed for new HVAC systems.
210. Section B202004 1.3 directs that “Existing windows that will not be replaced in the project must have fragment retention film if antiterrorism protection is required.” Since Part 3 Section 2.3.6 does not include this direction, please clarify if this film is a requirement for project. If the film is a requirement of the project please confirm that no catch bars, or other structural fastening of the film is required.
Response: No, fragmentation film is not Acceptable per UFC 4-010-01. Refer to RFI #155.
213. Sections D503005 SECURITY SYSTEMS and G403007 ELECTRONIC SECURITY SYSTEMS indicate “Not Used”, and the Room Requirement sheet for Room 155A does not list any requirements for electronic security, however ICD/ICS 705 (Chapter 6?) and SECNAV 5510.36 (Exhibit 10-E) require that the open secret storage room must be equipped with both electronic access control and intrusion detection systems for compliance. Is the contractor required to provide these systems? Or should the Contractor required to provide only infrastructure for these systems and that the electronic security components with be GFGI?
Response: Security systems are not in the contract. IDS and access control is required to be seamlessly integrated with existing building systems. Conduits and pathways must be designed to support security systems.
214. Under C1010 Partitions the RFP indicates that the partitions must comply with ICD/ICS 705 requirements, including CCTV and Access control systems (ACS). It also indicates that the ACS must “match”.
a. ICD/ICS 705 does not require CCTV coverage. If CCTV coverage of this area is required, provide the following CCTV design requirements that the Contractor needs to price the work:
