Is there a Basis-of- Design? Should the new epoxy floor match the new floor in the Sea Water Lab? If so, what flooring system was provided there?
Response: New epoxy flooring not required to match Sea Water Lab. See response to #70 for basis of design.
72. Part 3, Chapter 6, ESR D306001-1.1 mentions the DDC shall be compatible with the existing system. Provide brand and type information of the existing system. If there is a POC who maintains the system, please provide.
Response: Siemens controls
73. Specification Section 019100-1.5 does not mention any commissioning for the Lighting and Daylighting, but Part 3, Chapter 6, ESR D307003 does. Confirm the lighting and daylighting is to be commissioned by the third party CxA.
Response: Commissioning to be provided for new and modified Lighting and Daylighting Controls as indicated in ESR D307003. Commissioning will be provided by third party CxA.
74. Part 3, Chapter 6, ESR D40 for Fire Protection states “Not used”. Part 3, Chapter 1, Section 1.1 states “only limited work is anticipated for the suppression system related to the renovated work” Please confirm that sprinkler modification is required to be performed under this contract due to the new floor plan layouts.
Response: New fire protection systems are not required. Modification of the existing sprinklers will be required for new floor plan layouts.
75. Also, please confirm fire alarm modification will be required such as new duct smoke detectors required in the new AHU’s. What is the existing fire alarm system manufacturer and type?
Response: Honey-Well Silent Knight IFP-100 panel
76. Are any special fire suppression systems or fire alarm interlocking required at the fume hoods?
Response: Preliminary hazard analysis indicates additional fire suppression not required.
77. Part 3, Chapter 6, ESR D50 state to test existing electrical equipment remaining in service. Confirm this is limited to any equipment modified by this project.
Response: Confirmed, this shall only apply to equipment modified by this project.
78. Part 3, Chapter 6, ESR D501004 states to test the existing breakers, feeders and raceways for reuse. For bidding purposes should we assume they are acceptable for reuse or should we assume replacement is necessary?
Response: Assume that existing subfeed breakers in the MDP and raceway shall be reused. Assume feeders to be new.
79. Part 3, Chapter 6, D501090 mentions provision of a surge protective device on the Service Entrance Switchboard “if applicable”. Are we to assume one is necessary?
Response: The service entrance switchboard shall not be modified under this project. No SPD shall be required on the service entrance switchboard.
80. Part 3, Chapter 6, ESR D502002 states to provide task lighting at each workstation. This is not mentioned on the Room Requirement Sheets. Is this part of the SID and to be included in the bid, or will this be provided under FFE? Is this to be downlights? Please clarify.
Response: All ceiling/ wall light fixtures and electrical infrastructures supporting any FF&E items are to be included as part of the base bid. The actual task lights attached to or placed on each workstation are part of FF&E package which is funded separately.
81. Part 3, Chapter 6, ESR 5020002 mentions uncleared visitor lighting. Where is this required and what are the system requirements?
Response: Red beacon lighting with local manual on/off toggle switch where required for secure and lab spaces, to be confirmed at design charrette. Minimum of three, one for each corridor and secure suite.
82. Part 3, Chapter 2, Section 2.2 states “west portion of the labs is carried by an elevated structure.” What portion of this elevated slab is within this project work area? Please provide the limits of it.
Response: The approximate limit of the slab on grade is below the central lab areas. The approximate limit of the elevated slab is below the exterior offices and corridor spaces – to be confirmed during field investigations.
83. Part 3, Chapter 4 Space Tabulation lists an Existing Electrical Room of 100 SF. This cannot be located on Drawing A-101 from Part 6. Where is this room?
Response: The existing electrical and telecom rooms are located in what is labeled 143T and 145 – to be confirmed during field investigations.
84. The Room Requirements sheets state the fire extinguishers are provided by the owner. Part 3, Chapter 6, ESR C103007 states to provide specialty fire extinguishers in the labs. Are fire extinguishers to be included in this bid or not?
Response: Provide fire extinguishers and cabinets as described in C103007 according to requirements of labs and end users.
85. The Room Requirements sheets for the labs lists Metal Casework as state “with both flush panel doors and glass metal door option”. Please clarify this. Are the cabinets to be flush metal? Glass? A combination of them both? Is glass to be priced as an option price?
Response: Casework in each lab may be a combination of flush metal and glass doors. Exact layout and quantify of glass doors must be confirmed by the Users at charrette meeting.
87. Part 3, Chapter 6, ESR D201090 states emergency showers and eyewash stations are required in the labs. We cannot find mention of emergency showers in the labs on the Room Requirements Sheets. Are emergency showers required in the Labs or will the ones in the Corridor fulfill the Emergency shower requirement?
Response: Provide emergency fixtures per the Room Requirements Section. Only the corridor requires emergency showers.
88. Is there a preferred location for the two emergency showers in the corridors?
Response: Refer to Renovation Note 25 on A-101 in Appendix A for possible emergency shower locations.
Coordinate final shower locations with user.
89. The Seawater Lab is listed as Not-in-Contract. Does access to it need to be maintained throughout construction? If so, this might be difficult due to utility outages and also since the work area will be a fully contained negative air enclosure.
Response: Access to the Seawater Lab is not required during construction. The contractor will be required to properly seal the lab from the adjacent construction areas during construction.
90. The Room Requirement Sheet for the IT Room states “Mobile sit-down metal computer desk station” under Section C103010 which infers it should be provided by the contractor as SID as laboratory casework. Please provide more information on the requirements of this desk.
Response: Assume 6 LF of mobile sit down computer station to be provided as SID with laboratory casework.
91. Part 3, Chapter 1, Section 1.0 states “All office and labs doors will receive new metal doors, frames and hardware.”, but the individual Room Requirement Sheets all list wood doors. Which is required? Wood or metal?
Response: Provide wood doors per the Room Requirements sheets.
92. The Room Requirement Sheet for the Conference Room lists “blackout shades”. Are these to be motorized or manual?
Response: Provide manually operated shades.
93. Part 3, Chapter 6, ESR D209002 – States Acid Waste is not required. Appendix F lists man acids being used in the labs. Please confirm acid waste is not required. If it is required, please provide the requirements.
Response: Provisions for acid waste sanitary drainage is not required.
94. Part 3, Chapter 6, ESR D301003 – Steam Supply System is indicated as “Not Used”, however new AHU’s may require steam for the pre-heat coils particularly the 100% OA unit for the labs. Hot water could also be used, but existing HW system may not have sufficient capacity. Confirm intent: steam or hot water pre-heat coils?
Response: Provide steam pre-heat coils.
95. Part 3, Chapter 6, ESR D306001-1.1 – States to provide control diagrams, sequence-of-operations, points lists and graphics for each new and modified system. This would lead us to believe that new control devices would be required on existing modified systems. Are new controls devices required for the existing hot water system and chilled water system? The new HVAC system equipment will simply be connected to the hot and chilled water piping, and we do not anticipate any other modifications to these systems. Likewise, are new controls required for AHU’s that are simply being rebalanced due to removal of VAV terminals that will now be served by the new AHU’s? Please clarify which equipment and systems new controls should be provided for.
Response: New HVAC controls must be provided for all new equipment. New controls are not required for AHUs that are rebalanced only; however, new controls are required for new VAV boxes associated with the existing AHUs.
96. Part 3, Chapter 6, ESR D3070 states that DALT of the new duct system is required. Should we also DALT the existing duct risers from the 1st floor to the 4th Floor that are listed to be reused? If not, please confirm that we could assume these risers are in good condition and should be assumed to be reusable. This ductwork is lined and we are not certain the condition of the lining.
Response: Performing a DALT of the duct risers is not required; however, a list and description all deficiencies found during TAB verification survey must be provided to the Government per D30 System Description, New Work.
97. The RFP doesn’t mention duct cleaning work. Should the existing duct risers from the 1st floor to the 4th Floor that are to be reused be cleaned?
Response: Duct cleaning is not required.
98. The Attachment F in Part 6 includes a list of equipment for the Analytic Labs and the Fracture Lab with electrical and heat output data.
a. Are their similar equipment lists for the other labs?
Response: Similar equipment lists are not available for other lab spaces, and will need to be confirmed by AE and end users during design charrette.
b. Are we to assume that all equipment in these Labs is on 100% all the time or is there a diversity that can be applied?
Response: The design/build team is responsible for determining the amount of diversity applied. The equipment lists for the Analytical Lab and Fracture Lab in Attachment F, Part 6 indicates nameplate power requirements based on voltage and amps. Based on the btu/hr values shown in these lists, it is reasonable to assume a heat gain diversity of 20% for the Analytical Lab and 8% for the Fracture Lab.
c. Based on some preliminary calculations, the CFM’s required for the Analytic Lab and Fracture Lab are fairly high. Per the RFP, we are to reuse the existing duct risers. If these ducts are determined later during design phase to not be sufficient, and new larger sized ducts are required, will the Navy consider a change order to address this? Installing larger ductwork from the 1st Floor up to the 4th Floor will be very difficult, and it will not be known to be required until the design is underway.
Response: The existing duct risers are assumed to be sufficiently sized based on the airflows indicated on the original record drawings in Appendix C and preliminary load analysis.
99. Part 5, Specification Section 024100-1.5 list many RFI’s. Please explain the meaning of this.
Response: Delete references to RFIs. Availability of work areas must be coordinated with the Contracting Officer.
103. Appendix F shows some lab isometrics of the Fractures Lab and provides lists of the lab equipment for the
Analytical/Surface Prep Lab. Confirm this equipment is by others and we are only to coordinate the utility requirements for it.
Response: Equipment listed in Appendix F provided by the end user. Design-build contractor to coordinate all service requirements to support equipment – to be confirmed during design charrette with end users.
105. Appendix F contains a few isometric views of the Fractures Lab. These do not match the floor plan on A-101.
What is the purpose of these isometrics? Confirm our bids are to be based on A-101 and not these isometrics.
Response: Isometrics are provided by the customer for concept only. To be discussed during the design charrette for outfitting the lab according to the layouts on A-101.
106. The Fractures Lab Room Requirement Sheet in Part 3, Chapter 5 lists in Section D502001 that specialty 208V receptacles shall be provided. Appendix F shows isometric views of the Fracture Lab with has a note stating that some equipment may require 240V and step up transformers. The Fractures Lab equipment list also shows a few pieces of equipment requiring 240V. Please clarify. Are we to include 240V with step up transformer connections in this lab? In any other labs?
Response: Provide 240V receptacles and step up transformers for 24V equipment identified in the isometric views for the Fracture Lab.
107. The Analytics/Surface Prep Lab Room Requirement Sheet in Part 3, Chapter 5 lists in Section D502001 that specialty 208V receptacles shall be provided. Appendix F provides a chart of equipment used in this lab with equipment ranging with voltages of 12, 90, 100, 110, 115, 117, 120, 125, 150, 208, 250, etc.. What types of special receptacles and transformers may be required for this and any other labs.
Response: Provide 125V rated, and 220V rated outlets as indicated by the plug type column in appendix F.
108. Appendix F contains Airgas drawings for the nitrogen system. Confirm everything on these drawings is by others and they are issued for coordination only.
Response: Per RFP section D209090 in Part 3, the liquid nitrogen tank, vaporizer, and concrete pad are provided by others. Contractor to provide distribution pipe system per RFP.
109. Note 11 on AD-101 and A-101 states to salvage and reuse the VAV covers. Note 3 on M-101 states to provide new. Part 3, Chapter 6, ESR D30, Page 3 states to provide new built-in cabinets. Please clarify. May we reuse the existing covers or must new be provided?
Response: Remove requirement to prime and repaint box covers. Replace VAV box covers to fit the new units.
110. It appears that #1110642 for the Fourth Floor Part 3 is missing and this is part of our work area. Can you please issue it?
Response: This particular drawings sheet is unavailable.
111. Price Schedule Item 0002/ Option 1 FF&E references “Hangling.” Please clarify if this was meant to read handling and clarify what handling/hangling refers to under this price option.
Response: Handling, See FF&E Notes.
112. In regards to our pricing, we will be permitted to send that by email and leave the pricing portion blank in the hard copy submissions & electronic version? We will have to send our proposal out the day prior by Federal Express to ensure it arrives prior to the due date & time. We receive pricing up until a few minutes before the time the bid is actually due so we would ask that you permit us to submit pricing only via email to ensure we provide the government the best overall pricing. Can you please confirm if this is acceptable?
Response: See Amendment 0005.
113. Price: The submission requires a completed SF-1442. We could not find this within the phase 2 documents.
Please provide.
Response: See Phase I Solicitation.
114. Please advise if NAVFAC requires the Offerors to resubmit hard copies of Factors 1 -4 for the Phase II submission of only Factor 5?
Response: Only submit Phase II information as required in the solicitation.
116. Price Schedule Item 0002/Option 1 FF&E references an “…estimated budget…” of $352,761.
Please clarify if a furniture vendor has been selected for this task and provide point of contact information.
If after award additional funds are deemed necessary to satisfy the final Government FF&E equipment requirements will the Government issue a cost modification to cover additional expenses.
Response: See FF&E Notes.
