About this file
This document contains questions and responses regarding solicitation number N3943024R0006 for offsite storage and transportation services of backup tapes for disaster recovery from the Department of the Navy Naval Facilities Engineering Command. The solicitation requires weekly transportation of two tape storage cases from offsite storage to the designated office building on base and return of two empty cases, with an additional two "emergency" rush retrievals per year. The vendor must obtain base access passes and be eligible to enter the building to drop off and retrieve the twelve tape storage cases, which will be located at a single building on base. Pricing should be provided as a firm fixed price for the base year and two option years, based on 52 weekly visits and two additional trips annually, plus monthly storage of the tapes.
The vendor may use the agency's tape storage cases but is open to alternative lockable, protective cases provided by the vendor. Labor will be required by the vendor to retrieve full cases and return empty cases to the designated location. Questions were asked to clarify the packaging of tapes, number of cases, and responsibility for supplying the cases. Responses provided further details on the tape case specifications and logistics of the bin retrieval and return process.

- the pricing below states that you are requesting the total amount, do you want a breakdown or is this based on 1 shipment per week for 52 weeks and then 2 additional shipments during the year? Our pricing has the handling and linehaul (vehicle to and from storage to base and back) and monthly storage, so we calculate this based on number of trips.
Yes, pricing is based on 52 once-per-week visits + 2 “emergency” rush retrievals per year, plus storage of the tapes present at their warehouse. Provide the total Firm Fixed Price for base year and the two option years based on this information.

Can you let me know how the tapes are packaged? Will these be standard sized boxes on standard pallets? How many boxes, pallets will be transported on a weekly basis?
They are packaged in the below case. No pallets.

Weekly, 2 of these cases are returned from off-site storage and 2 are sent off to off-site storage.

Number of Bins Required: Could you please specify the total number of bins that are expected to be used for the transportation and storage of the backup tapes?
Assuming our own cases are used, we have a total of 12 tape storage cases that will be in rotation.

Supply of Bins: Are we, as the service provider, responsible for supplying these bins, or will they be provided by your organization?
We have our own tape storage cases, but are not wedded to using them if they are present an issue. We are open to using vendor provided cases, provided they provide adequate protection and are lockable. The cases we own and currently use are as follows:

Bin Retrieval and Return: Will the bins be brought to our transportation personnel, or is there a requirement for our staff to engage in labor activities to retrieve the full bins and subsequently return the empty bins to designated office locations?
Vendor’s staff will engage in labor activities to retrieve the full bins and subsequently return the empty bins to the designated office location. Vendor must be eligible for and obtain DBIDS passes, drive to the office building on base, and enter the building to drop off and retrieve tape cases.
11/15/2023 Location of Bins: Are all the bins located within a single building, or are they distributed across multiple locations?
Bins are located at a single building.
