Question Answer
Q1 3-5 Section C - Descriptions and Specifications
Note two meters, one is only using about 2.5KW 208 Volts 12 Amps @ 1 Phase and the backup generator being 35KW 208 Volts 100 Amps @ 3 Phase. Scope is asking for 5KW 208 Volts 24 Amps 1 Phase at 50KWH. I am doing my best to guess the phase requirements, I think the Scope has the loads mixed up. Making out the picture, one panel appears to be 208 Volts 100/125 Amp 3 Phase which is close to the rating of the 125 AMP 208 Volt 3 Phase ATS. The other is 2 Pole 100 Amp Circuit Breaker Panel 208 Volts 100 Amp 1 Phase.
During a power outage, the generator supplies emergency power to the ATS (125A). ATS supplies power to a panel located inside the communication room (Refer to RFQ Amendment 0001 Attachment page 8) service panel is not supplied with service disconnect (Main service disconnect is supplied upstream from 200 amp service main breaker). Panel also supplies power to two sub panels- first sub panel is an NMCI panel with two 2-pole 20 amp breakers (Refer to RFQ Amendment 0001 Attachment page 12). Second sub panel is a “DC” Direct Current sub panel that services Uninterrupted Power supply (UPS) system that is comprised of a 100 amp main circuit breaker DC (Refer to RFQ Amendment 0001 Attachment pages 10,11).
During normal operations main service disconnect 200-amp power is supplied directly to ATS connected to panel located inside communication room.
Q2 3-5 Section C - Descriptions and Specifications
Which meter feeds which panel, what Panel is on the B meter being backed up?
The 1 Phase Panel with 2 Pole 100 Amp Circuit Breaker has 2 Breaker in the off position why?
Meter B supplies power to main service disconnect (200 amp) that has sub panels connected downstream (panel inside communication room and two sub panels identified as NMCI and DC panels, RFQ Amendment 0001 Attachment page 4 provides visual connections).
Circuit breaker 1 & 3 are in the OFF position and we will contact customer to verify reason.
Q3 3-5 Section C - Descriptions and Specifications
What does the 1 Phase with 2 Pole 100 Amp Circuit Breaker Panel mean DC Power?
The DC panel is for the existing UPS system in the communication room. (Refer to RFQ Amendment 0001 Attachment pages 10, 11 and UPS pages 13, 14).
Q4 3-5 Section C - Descriptions and
What circuits and load in Amps are on the B meter that is being backed up requiring 5KW
Emergency generator does not supply back up power to Meter B. Emergency generator
Specifications 208 Volts 24 Amps 1 Phase at 50KWH? supplies power to 125amp Automatic Transfer Switch (ATS) that is directly connect to panel inside communication room. Panels are One-125 amp service panel (ATS supplied) 208y/120v, one sub panel “DC” 100amp panel and one “NMCI”sub panel with two double pole 20 amp circuit breakers. (3) Total panels and sub panels are shown on RFQ Amendment 0001 Attachment pages 8-12.
Q5 3-5 Section C - Descriptions and Specifications
Please verify that my Phase guesses are correct?
208v-3 phase /120v-1 phase 4Wire can be referenced on RFQ Amendment 0001 Attachment page 4.
Q6 3-5 Section C - Descriptions and Specifications
5KW 208 Volts 24 Amps 1 Phase normally will not backup 12KW or more of HVAC are you sure the HVAC is on meter B?
Meter B supplies power to two HVAC’s systems (serviced on communication room panel) that are controlled by their independent circuit breakers. (Uncertain what 24 amps this is referencing, this could be mistaken for 24vdc-control power for the
ATS)
Q7 3-5 Section C - Descriptions and Specifications
One panel appears to be 208 Volts 100/125 Amp 3 Phase which is close to the rating of the 125 AMP 208 Volt 3 Phase ATS. The other is 2 Pole 100 Amp Circuit Breaker Panel 208 Volts 100 Amp 1 Phase. What Panel does the Generator Backup?
Generator backs up both panels in addition to one other sub panel. Panels generator supplies are (one 125 amp 208v/120v 3phase panel, one 100 amp 208v single phase panel and one panel with two double pole 20 amp circuit breakers. Please reference RFQ Amendment 0001 Attachment pages 8, 15 for further clarification on panels.

SECTION C - DESCRIPTIONS AND SPECIFICATIONS
The following have been modified:
STATEMENT OF WORK
PERFORMANCE WORK STATEMENT (PWS)
1. PROJECT TITLE: Design and Procure a Battery Energy Storage System (BESS) for Installation at Building
372 in Port Hueneme, California
2. BACKGROUND: NAVFAC EXWC is executing a project to demonstrate and validate a Battery Energy
Storage System (BESS) to improve sustainability and resiliency of naval critical facilities. Evaluate the feasibility of replacing emergency standby diesel generators with clean energy BESS to reduce emissions that degrade the quality of air as well as reducing environmental regulatory and permitting requirements.
Naval critical facilities, such as communication systems, firefighting facilities, utilities, etc., depend on electrical power to function. When electrical power is interrupted, the critical facilities will be paralyzed and won’t be able to perform the missions needed for troop supports. Diesel generators are typically used to provide emergency standby power source to critical facilities. However, environmental and logistical issues render the use of diesel generators for emergency standby power source unsustainable and unreliable. Clean Air Act (CAA) restricts the use of each emergency backup generators to 100 hours of operation per year. CAA also requires strict documentation to account for each minute of engine use as either emergency or non-emergency, which creates a huge burden to operation personnel. BESS can store energy from local utility power during normal operations and use it to power critical loads in the events of power outage, thus eliminating or reducing the need for diesel standby generators. Photovotaics (PV) panels can also be used to extend the duration of BESS power if available.
3. SCOPE: Contractor shall design and procure a BESS for installation at Building 372 in NBVC Port Hueneme, California. Contractor shall prepare a Demonstration Plan for evaluation and validation of system performance and provide technical support for system installation and commissioning. System installation will be performed by NAVFAC EXWC. Specific tasks are described below.
a. If permissible by the installation, a site survey may be conducted to collect site data needed for the system design and installation. Otherwise, Government provided photos and meter data shall be used in lieu of the site survey.
b. Design a BESS for installation at Building 372. Provide all necessary engineering drawings and specifications for the procurement and installation of BESS, including but is not limited to all mechanical/electrical assembly, connections, and instrumentations.
c. Develop a Demonstration Plan that includes all details for system monitoring, data recording and storage, for evaluating and validating system performance.
d. Procure a BESS for delivery to NAVFAC EXWC.
e. Provide technical support for system installation, startup and commissioning. System installation will be performed by others.
