Section C - Descriptions and Specifications

STATEMENT OF WORK

PERFORMANCE WORK STATEMENT (PWS)

1. PROJECT TITLE: Design and Procure a Battery Energy Storage System (BESS) for Installation at Building

372 in Port Hueneme, California

2. BACKGROUND: NAVFAC EXWC is executing a project to demonstrate and validate a Battery Energy

Storage System (BESS) to improve sustainability and resiliency of naval critical facilities. Evaluate the feasibility of replacing emergency standby diesel generators with clean energy BESS to reduce emissions that degrade the quality of air as well as reducing environmental regulatory and permitting requirements.

Naval critical facilities, such as communication systems, firefighting facilities, utilities, etc., depend on electrical power to function. When electrical power is interrupted, the critical facilities will be paralyzed and won’t be able to perform the missions needed for troop supports. Diesel generators are typically used to provide emergency standby power source to critical facilities. However, environmental and logistical issues render the use of diesel generators for emergency standby power source unsustainable and unreliable. Clean Air Act (CAA) restricts the use of each emergency backup generators to 100 hours of operation per year. CAA also requires strict documentation to account for each minute of engine use as either emergency or non-emergency, which creates a huge burden to operation personnel. BESS can store energy from local utility power during normal operations and use it to power critical loads in the events of power outage, thus eliminating or reducing the need for diesel standby generators. Photovotaics (PV) panels can also be used to extend the duration of BESS power if available.

3. SCOPE: Contractor shall design and procure a BESS for installation at Building 372 in NBVC Port Hueneme, California. Contractor shall prepare a Demonstration Plan for evaluation and validation of system performance and provide technical support for system installation and commissioning. System installation will be performed by NAVFAC EXWC. Specific tasks are described below.

a. If permissible by the installation, a site survey may be conducted to collect site data needed for the system design and installation. Otherwise, Government provided photos and meter data shall be used in lieu of the site survey.

b. Design a BESS for installation at Building 372. Provide all necessary engineering drawings and specifications for the procurement and installation of BESS, including but is not limited to all mechanical/electrical assembly, connections, and instrumentations.

c. Develop a Demonstration Plan that includes all details for system monitoring, data recording and storage, for evaluating and validating system performance.

d. Procure a BESS for delivery to NAVFAC EXWC.

e. Provide technical support for system installation, startup and commissioning. System installation will be performed by others.

4. FACILITY SPECIFICS:

All information shall be verified by contractor.

Building 372 has two (2) metered feeds. The circuit for this project work is the “B” or south side of the building, feeding critical load for communications switch room, HVAC equipment, and NMCI network.

There is an emergency standby diesel generator rated at 35 kW located outside of the building. The ATS, 208V 125A, is hanging on the wall just outside the switch room. Main breaker is thought to be in the Motorcycle Safety Course classroom.

Electrical load for the B circuit averages about 0.6 kW with 3 kW peak. Load profile collected from meter data from 2 August 2019 shows a baseline loading at 0.12 kW, 0.7 kW and 1.3 kW step levels.

5. PERFORMANCE REQUIREMENTS:

Task 1 – Site Visit.

If permissible by the installation, collect and verify site information and data needed for the system design and installation. Otherwise, Government provided photos and meter data shall be used in lieu of the site survey.

Task 2 – Design a BESS.

Provide all necessary engineering drawings and specifications for BESS procurement and installation.

Develop control algorithm for integration and operation of BESS.

Task 3 – Demonstration Plan.

Develop a Demonstration Plan for evaluation and validation of BESS performance upon system installation. The plan shall include all necessary sensors, meters, and instrumentations for measuring, recording, and storing data needed for validating system performance, such as loading, power and duration, response time, etc.

Task 4 – System procurement.

Procure a BESS as designed.

System procurement shall include all systems and subsystems needed for the proper system functioning, including but is not limited to rack(s), battery module(s), control devices, switches, monitoring devices and data collection system.

All system components shall be delivered to NAVFAC EXWC.

Task 5 – Technical support.

System installation will be performed by others.

Provide technical support during system installation, startup, and commissioning. Support can be done through phone calls and/or on-site visits.

Provide an on-site, one-time training to Navy personnel on system operation and data collection.

6. PERFORMANCE STANDARDS:

Approximate BESS ratings are 5.0 kW, 50 kWh.

In the event of power outage, BESS can start and assume load within one second or less.

BESS is capable to provide electrical power to satisfy demands for a duration of two days or longer.

BESS is integrated with the existing standby diesel generator through appropriate switches and control to provide electrical power if BESS’ capacity is exhausted during extended power outage events.

Design shall include bypass switch(es) to allow easy system bypassing for restoring to original system configuration.

Timeliness Standards: System design and procurement are completed within schedule described in Section

9.

7. GOVERNMENT-FURNISHED EQUIPMENT AND INFORMATION (GFE/GFI): None.

8. PLACE OF PERFORMANCE: Building 372 in NBVC Port Hueneme, California.

9. PERIOD OF PERFORMANCE:

Site Visit (if permissible by the installation): 45 calendar days after contract award.

Design/Demonstration Plan: 120 calendar days after contract award.

BESS delivery: 210 calendar days after contract award.

Technical support: 300 calendar days after contract award.

10. SECURITY: The works of this project will be UNCLASSIFIED.

11. QUALITY ASSURANCE SURVEILLANCE PLAN (QASP): The contractor is responsible for the quality of all work performed.
