11. Program Title: Enterprise Computer and Information Technology Support Services (ECITS).
Description of Services: The requirement includes, but is not limited to, Systems Development Lifecycle support, Cyber Security support, Business Systems Operations and Support, IT Operations Management, and Enterprise Analysis and Management Services in support of all NAVFAC personnel, stakeholders and users throughout the world. The NAVFAC Information Technology Center (NITC) serves as NAVFAC primary Information Technology service provider offering a wide variety of technical solutions and support to the NAVFAC organization.
Procurement Method: Contracting by Negotiation
The NAICS Code for this procurement is 541512 and the annual size standard is $27,500,000.00.
The Government intends to award this contract to more than one contractor. The Government will give fair consideration to all awardees in placing orders based on criteria stated in the solicitation.
The contract shall be for an Indefinite Quantity Indefinite Delivery (IDIQ), fixed-price and Labor- Hour, contract (multiple award) for a 60 months ordering period plus a six-month option period.
Only the base period of the contract will offer a minimum guarantee. If the Government does not award a follow-on contract in time, the Government may require the Contractor to continue performance for an additional period up to six months under the Option to Extend Services clause.
This contract will replace four contracts for similar services awarded in fiscal year 2013 and 2017 for:
1. N39430-13-D-1231 (FFP) $84,000,000.00
2. N39430-13-D-1203 (FFP) $17,000,000.00
3. HC1028-13-F-0174 (FFP) $20,000,000.00
4. N39430-17-D-1929 (CPFF) $4,000,000.00
Information about the current contract and the incumbent contractor (e.g., value of last option exercised, firm name, address, etc.) will be included in the solicitation package. Requests under the Freedom of Information Act are not required for this information.
This notice does NOT constitute a request for proposal, request for quote, or invitation for bid.
Offerors can view and/or download the solicitation, and any attachments, at https://www.neco.navy.mil/ when it becomes available.
The proposed contract is limited to qualifying 8(a) firms. The Government will not consider offers from other than 8(a) firms.
The solicitation utilizes source selection procedures which require offerors to submit a technical proposal, past performance and experience information, and a price (or cost) proposal for evaluation by the Government.

12. Place of performance will be at various NAVFAC Installations world-wide.
13. The proposed contract is limited to qualifying 8(a) firms. Other firms who are not 8(a) certified will not be considered.
A sources sought notice N3943017R1961 for this procurement was posted on 30 May 2017 on NECO and FBO, and a market survey was conducted that included an assessment of relevant qualifications and capabilities of potentially qualified firms. As a result of the market research analysis, a determination was made to set aside this procurement to qualified 8(a) firms. The NAVFAC EXWC small business office concurs with this decision.
Any questions provided against this pre-solicitation notice will not be answered during the pre-solicitation phase of the acquisition process. If after reviewing the solicitation when issued, your question still requires an answer, you may submit your written questions once again; along with any other questions you may have. During the solicitation phase, your questions will be answered via amendment to the solicitation.
