The following have been modified:

GOVERNMENT RESPONSES

1. Question: Please confirm if the government intends to request a second proposal with the detailed design, engineering, manufacturing, and testing approaches, as well as detailed pricing of the proposed ASCVs under Phases II and III. If so, please clarify the timing of the second proposal, and if it will be a deliverable under Phase I of the ASCV contract.

Response: Yes, the Government intends to request a second proposal from those that were awarded a contract in Phase I for detailed design, engineering, manufacturing, and testing, as well as detailed pricing of the ASCV, at the conclusion of Phase I. The proposal will not be a deliverable under Phase I but will include deliverables that were developed under the Phase I contract. PHASE II IS A DOWNSELECT FROM PHASE I AWARDEES.

See RFP Section C, third paragraph.

2. Question: Please confirm that the non‐narrative proposal content listed in sections RFP Section L.1, (1), page 37and in Section L.3, A. 1. page 39, are both, not considered a "page" for page limit purposes, and also not included in the page count limitation.

Response: The solicitation has been amended to clarify what is included in the page count.

See Sections L.3 table and L.4 (1).

3. Question: The attachment numbers and titles included in the requirements of RFP Section L3 for factors 3 and 4, pages 39 to 42, differ from the attachment numbers and titles listed under RFP Section: J ‐ List of Documents, page 31. Please confirm that the attachment numbers and titles listed under RFP Section: J ‐ List of Documents are correct.

Response: The solicitation has been amended to correct the attachment numbers throughout the document.

Refer to updated Section J and corresponding Sections L.5 (3) and L.5 (4).

4. Question: Please confirm if Offerors must include a completed copy of Section K in both, Volume I and Volume II of the Proposal.

Response: The requirement for Section K is separate from the requirements in Volumes I and II.

Section K may be included in the Volume II pricing binder to save space; this is left up to the Offeror. The solicitation has been amended to reflect this update.

Solicitation has been amended to clarify this requirement.

Refer to section L.3 table and L.3 (h)

5. Question: Please confirm if the “dollar value” of the work performed by the prime contractor (Factor 3, page 41) is considered “cost information” (Page 37, 1. b.) and is not to be “contained in Volume I”.

Response: Dollar value of the work in terms of Small Business utilization is not considered cost information and should be included in the response to this factor.

6. Question: Please confirm if the “Cost Model” required by Section C.3.1 to be included in ASCV Preliminary Design Package (page 5) is a deliverable or part of a deliverable under Phase 1 of the ASCV contract.

Response: The solicitation has been updated to include information regarding cost models.

See Section C and Attachment J‐6

7. Question: Organization of offer, it states that blank pages, cover letter, tables of content, glossary and index do not count towards the page count. On page 39 Paragraph L3 A General. 8. Question: In regards to the ASCV Specification ‐ "The ASCV shall conform to all Federal Laws and regulations governing safety, noise levels, reduction of Ozone Depleting Substances (ODS), and heavy metals, which are in effect on the date of contract, or publicly known to be scheduled for implementation during the performance of the contract, for a commercial craft."

Request the Government specify the safety, noise, ODS, and heavy metal standards which must be adhered to, or otherwise limit compliance to the numerous Federal, military, and international standards listed in Section 2.1.

Response: All Offerors are required to comply with all Federal Laws and regulations, the Federal, military, and international standards listed in Section 2.1 are to guide Offerors but is not a complete list of Federal Laws and regulations.

9. Question: In regards to the ASCV Specification ‐ Using the contract date as the baseline, rather than the proposal date, raises the risk of previously unaccounted‐for laws and regulations (with possible cost and schedule implications) arising between the proposal date and contract date. Request the Government use the proposal date as the baseline, rather than the contract date.

Response: Government does not anticipate any changes to Federal Laws and regulations between this proposal date and anticipated contract award date. If there is a change that would impact an Offerors proposal they should bring it to the Government attention.

10. Question: In regards to the ASCV Specification – The specification references the NAVFAC/Component CIO/ISSM Cybersecurity Strategy.

Request the Government make this document available to Offerors.

Response: Not available for release at this time.

11. Question: In regards to the ASCV Specification – Specification requires maneuverability aboard a large number of ship classes.

(4) Factor 4 PAST PERFORMANCE

Solicitation Submittal Requirements: The contractor shall submit past performance information of 3 past performance projects. If a completed CPARS evaluation is available, it shall be submitted with the proposal. If there is not a completed CPARS evaluation, the past performance questionnaire (PPQ) in Section J Attachment J-2 of the solicitation. is provided for the Offeror or its team members to submit to the client for each project the Offeror includes in its proposal. The completed PPQs shall be submitted directly from the Offeror’s client filling out the PPQ to the specified Government contract specialist prior to proposal closing date. An Offeror shall not submit a PPQ when a completed CPARS is available. However, it is the responsibility of the Offeror to ensure requested PPQs are submitted directly to the Government from the client.

If the Offeror is unable to confirm that a completed PPQ from a client for a project(s) has been submitted to the Government contract specialists before proposal closing date, the Offeror should complete and submit with the proposal the first page of the PPQ (refer to Attachment J-2), which will provide contract and client information for the respective project(s). Offerors should follow-up with clients/references to ensure timely submittal of questionnaires.

As stated above, all PPQs shall be submitted directly to the Government contract specialists, Nicole M. Bell, via email at nicole.m.bell@navy.mil and Antoinette Ceglia, via email at antoinette.ceglia@navy.mil, prior to proposal closing date. Offerors shall not incorporate by reference into their proposal PPQs or CPARS previously submitted for other RFPs.

In addition to the above, the Government may review any other sources of information for evaluating past performance. Other sources may include, but are not limited to, past performance information retrieved through the Past Performance Information Retrieval System (PPIRS) using all CAGE/Entity Identifier numbers of team members (partnership, joint venture, teaming arrangement, or parent company/subsidiary/affiliate) identified in the Offeror’s proposal, inquiries of owner representative(s), and any other known sources not provided by the Offeror.
