SECTION C - DESCRIPTIONS AND SPECIFICATIONS

The following have been modified:

SECTION C

SECTION C. Description / Specification / Work Statement Background

The Amphibious Surf Capable Vehicle (ASCV) will be capable of performing the full mission set of the Lighter Amphibious Re-Supply Cargo (LARC)-V A1/A2. The ASCV’s core capabilities include amphibious warfare during Assault Echelon (AE), Assault Follow-on Echelon (AFOE), Logistics over the Shore (LOTS), Combined Joint Logistics Over-the-Shore (C/JLOTS), and Maritime Prepositioning Force (MPF) operations. The purpose of the ASCV is to provide surf zone support to landing craft and lighterage during logistics offload and on-load, by identifying underwater holes and obstacles, rescuing personnel overboard, delivering anti-broaching lines, and towing disabled vehicles. The ASCV Concept of Operation (CONOPS) describes the anticipated operations for the vehicle including ramp checks, surf zone rescue, boat lane preparation, anti-broaching, personnel transport, equipment transport, surf and beach salvage, and conduct diving operations. The ASCV Performance Specification contains the performance specifications for the vehicle. Instructions to obtain the ASCV Performance Specification and ASCV CONOPS is located at Attachment J-1

The Government encourages and seeks low risk, cost effective approaches in the design and construction of the ASCV. The government also seeks to eliminate the use of military standards in favor of commercial standards and will consider contractor recommendations to this end.

The ASCV acquisition is planned for three contract phases with the intent that work will continue without disruption between phases. Contractors must have the ability to complete all three phases in order to receive any contract. The Government intends to award to multiple Contractors for Phase I and subsequently select a single contractor for Phase II, finally leading to Phase III production. Phase I selection will be based on Contractor proposal(s) submitted in response to this solicitation The three procurement phases are as follows:

ASCV Program Contracting Phases:

Phase I:

Contract Type: Firm Fixed Price Anticipated Number of Awards: multiple Duration: 6 months Purpose: Preliminary Design of Engineering Design Model (EDM), Systems Engineering, and Planning

Phase II:

Contract Type:

a) Firm Fixed Price for Engineering Development Model (EDM): to include detailed design, construction, testing, and logistics support

b) Firm Fixed Price for Low Rate Initial Production (LRIP) construction and logistics support Anticipated Number of Awards: Single Duration: 50 months Purpose: Design development and validation, including:

EDM Detailed Design – 6 months EDM Construction, one (1) unit – 12 months, EDM Testing

– 3 months, EDM Logistics support – 12 months, Low Rate Initial Production (LRIP), four (4) units – 12 months, LRIP Logistics support – 12 months Technical Data Package (optional) – 12 months

Phase III:

Contract Type: Firm Fixed Price Anticipated Number of Awards: Single Duration: 51 months Purpose: Full Rate Production (FRP) – 40 Units.

This statement of work is for the award of Phase I only. Only awardees under Phase I will be eligible for award under Phase II. Awardees under phase II are eligible for award under Phase III.

ASCV Statement of Work

C.1 INTRODUCTION

The existing LARC-V A1/A2 vehicles are reaching the end of their service life, resulting in a capability gap when they are no longer in the fleet. The LARC-V A1/A2’s hull form, which has more than 40 years of in-surf experience, is described in the LARC-V A1/A2 Hull Form Description document. Instruction on how to obtain this document is found in Attachment J-1. The ASCVs will be a direct replacement for the LARC-V A1/A2. The ASCV will utilize non-developmental technologies to meet the program schedule and ensure ASCVs are available to replace the aging LARC-V A1/A2s.
