About this file
This is a Questions and Answers document for a federal contract opportunity involving receipt inspection services. The solicitation pertains to a Seaport MAC task order under NAICS code 541330 (changed from the initially listed 541380 due to administrative error) requiring inspection personnel for a three-year period. The base year requires five inspectors, expanding to ten inspectors in the option years. Personnel must possess final adjudicated Secret security clearances prior to arrival and must pass PNS proficiency checks within two attempts, except for the Contracts Manager who is designated as a key position but does not require proficiency certification. The Contracts Manager is a key personnel position with hours to be proposed by the contractor.
The revised proposal deadline is March 27, 2026, at 1:00 PM EST, with extended dates updated in both SAM.gov and PIEE systems. The government confirmed the total level of effort is 67,975 man hours (including surge) across three years if all options are exercised, reflecting the addition of a second-shift supervisor for Option Years 1 and 2. Offerors must submit personnel resumes supporting the quantity of personnel needed for both base and option years and shall propose Other Direct Costs (ODCs) based on their staffing approach rather than government-provided estimates. The escalation table in Attachment 7 has been updated. Offerors must submit one additional past performance reference for each subcontractor proposed to perform more than 10 percent of total labor hours, if available. All submission dates have been synchronized across government solicitation platforms to prevent late filing errors.

Question Response
Respectfully request that the Government confirm that interim Secret clearances are acceptable prior to badging and assignment, in addition to final-adjudicated Secret Personnel Security Clearances.
Per the attached DD254 and the SOW, personnel must have final adjudicated security clearances prior to arriving.
Evaluation criteria regarding personnel is identified in Attachment 7, Section 3.1
The Escalation table on page 7 of Attachment 7 to the solicitation purports to provide minimum escalation rates for inclusion in offerors’ proposals. However, the values for the Base Year and all Option Periods are blank. Respectfully request that the Government provide the minimum escalation rates, or else confirm that there are no minimum escalation rates applicable to this solicitation.
The table is updated.
The ODC table on page 7 of Attachment 7 to the solicitation purports to provide the “Government estimated ODCs” which “Offeror shall propose… in accordance with the table below.” However, the values for the Base Year and all Option Periods are blank. Respectfully request that the Government provide this data to offerors as soon as possible so that we can include it in our proposal submissions.
Offerors are to propose ODCs based on their staffing approach.
The RFP states that the “Offeror shall submit one additional past performance reference for each subcontractor proposed to perform more than 100% of the total labor hours, if available”. Was this supposed to be 10% vice 100%?
RFQ should have indicated 10% of the total labor hours not 100%
The “attachment 2 – staffing plan” does not delineate any key personnel for the project, but the solicitation (page 9 section 2.5) calls out the Contracts Manager as a key. Is the Contracts Manager a key with hours to be proposed by the contractor?
Yes, contracts manager is key and the hours shall be proposed by the contractor as stated in Section 1.2 of the
SOW.
Respectfully ask for an extension of one week for the proposal due date due to weather delays and other factors, including answers to the questions above.
The deadline to accept proposals has been extended to March 27, 2026, at
1:00 PM EST.
On the SAM “landing page” for this opportunity the NAICS code list is 541380 – Testing Laboratories and Services. However, in Attachment 7 Section L para 3.4.3 of the solicitation it states the applicable NAICS code as 541330. BI Solutions is a Small Business in both NAICS, but we need to know the correct one to utilize.
This was an administrative error. Please utilize 541330 and not 541380.
Does the government want resumes for the Base Year (5 inspectors total) and the OYs (10 inspectors total)? We feel confident in the staffing for the base year, but would be less confident in personnel who would not be employed until ~ May 2027.
Offerors are to submit personnel resumes to support the quantity of personnel needed for this contract in both base and option years.
On the SAM link for the solicitation it references that only Seaport MAC holders can participate in this opportunity.
All Seaport opportunities fall under NAICS 541330. The PNS opportunity specifically states on SAM that it is only for small businesses and is listed under NAICS 541380.
These two different NAICS have different size limits and we are requesting clarification on exactly which NAICS this opportunity is listed under.
See response in question 7.
PWS Section 2.4.1 states that a Contractor's Supervisor(s) must be readily available to the workforce during the work hours of the shift that the employees are assigned.
For Option Year 1 and 2, is an additional Supervisor required for the 2nd shift? If so, can the government increase the LOE for the Supervisor for Option Year 1 & 2?
Yes, a supervisor is required for the second shift. The table in section 1.2 of the PWS has been updated to reflect that change, and the Government has now included the LOE for the second shift supervisor.
On page 10 of 46 of the Solicitation document, Section 3.4 Onboarding Requirements states that contractor personnel must be able to pass the PNS proficiency checks within two attempts.
Could the Government please clarify whether the Contract Manager, who is also designated as a key position required to pass these PNS proficiency checks?
No, the contract manager will not be required to pass PNS proficiency checks. The proficiency checks will only be for the receipt inspectors.
We note that both SAM.gov and PIEE currently reflect a submission deadline of March 20. However, Amendment 0001 and the associated Q&A indicate that the deadline has been extended to March 27
Could the Government please update the submission date in both systems to reflect the revised deadline? This will help ensure consistency across all solicitation platforms and prevent the risk of submissions being incorrectly flagged as late in PIE
The extended date of 03/27/2026 has been updated in both PIEE and SAM.
In Section L of Amendment 000, page 15 of 17, under L-216-
H001 TASK ORDER GENERAL INFORMATION
(NAVSEA) (JUL 2023). Paragraph (c) states that “The Government requirement is 65,834 total man hours (surge included) for this effort across three (3) years if all options are exercised.”
However, based on the addition of an additional supervisor in Option Year 1, our calculations indicate that the total level of effort should be 67,975 hours (including surge). Could the Government please confirm the correct total number of hours?
The total level of effort should be 67,975 total man hours (surge included) for this effort across three (3) years if all options are exercised.”
