About this file
Summary
This document contains Portsmouth Naval Shipyard Operations Security (OPSEC) Contract Requirements and a Wage Determination (WD 2015-4011, Revision 32, effective 12/03/2025) for service contracts in York County, Maine. The OPSEC section establishes security protocols for protecting sensitive information during contract performance, including Critical Information and Indicators (CII) and Controlled Unclassified Information (CUI). The document specifies that an OPSEC Plan is NOT required for this particular contract, though contractors must still protect all classified and unclassified sensitive information, restrict photographs and videos within shipyard work areas, prohibit disclosure through social media or personal email accounts, and immediately report any unauthorized disclosures or compromises to security personnel. Personnel must remove identification badges upon leaving the shipyard and return all access credentials upon contract completion. Disclosure or compromise of CII to unauthorized parties may result in contract termination and criminal prosecution.
The wage determination section provides mandatory prevailing wage rates for approximately 200 occupational classifications across administrative, automotive, food service, furniture maintenance, general services, health, information technology, instructional, laundry, machine tool operation, materials handling, mechanics and maintenance, personal needs, plant and system operations, protective services, recreation, stevedoring, technical, transportation, and miscellaneous occupations. All occupations receive health and welfare benefits of $5.55 per hour (up to 40 hours weekly, $222 per week, or $962 monthly), with an alternative rate of $5.09 per hour for employees on SCA-covered contracts also covered by Executive Order 13706. Vacation accrual begins at two weeks after one year of service, three weeks after five years, and four weeks after 15 years. A minimum of eleven paid holidays annually is required. Hazardous duty differentials of 8 percent and 4 percent apply to specified ordnance, explosives, and incendiary material operations. Uniform allowances are reimbursable at $3.35 per week for maintenance costs. Computer professionals, air traffic controllers, and weather observers receive special compensation considerations. Any unlisted occupations require contractor conformance requests submitted on SF-1444 to the Department of Labor for wage determination approval prior to contract performance.
