About this file

This is a Questions and Answers document for federal solicitation N3904026Q4819, containing 30 clarifying questions and responses regarding barge maintenance and repair work.

The solicitation involves maintenance and repair services for multiple YC-class barges (YC-1679 and YC-1600 are currently included; YC-1684, YC-1685, YC-1619, and YC-1620 were removed as options). Work scope includes hatch replacement with test plugs, weld inspections and certifications via magnetic particle testing, void cleaning and preservation with specialized coating systems, non-skid deck replacement, fendering system repairs, handrail installation, hazardous waste abatement, and static load testing of structural fittings. Specific work items reference detailed Statements of Work (SOW) with numbered tasks covering hull inspections, coating specifications, welding procedures, and structural repairs. Key clarifications address exhibit availability (Exhibits C-F removed due to option CLIN elimination; Exhibits A-B provided separately), reference document restrictions (multiple technical references not permitted for release), coating system substitutions (guidance to follow SOW specifications), and inspection access limitations. The contracting agency clarified that cost adjustment clauses are not included due to contract length reduction from option year removals. Previously undetected hazardous materials discovered during execution will be addressed through contract modifications. The bid deadline was extended to July 7, 2026. The government provided limited photographic documentation and noted that site walkthroughs were conducted to address barge condition questions.

30) Doc 59AAO-AB-GOS-010 , Paragraph 582j , under the NOTE section states:

When test loads on chocks, bitts, cleats or towing pads exceed the capacity of available cranes or weight handling devices, static test is not required if:

a. Approved stress calculations are accomplished which indicate that the fitting and supporting structure are designed to adequate safety factor, and

b. All strength welds in the fitting and which attach the fitting to the ship's structure are tested by dye penetrant, magnetic particle, or radiograph method. Towing padeye (Repair) - Towing padeyes that are replaced per existing ships installation drawing or have been repair

Please clarify: If this is true in regard to test loads, then can either a or b listed above be used as a testing means.

SOW # 1, Item 612-11-001, 3.1.1 What length/ amount of wire and what length/ amount of chain should be used for quoting purposes. What about the number and/ or condition of the base hinges?

SOW # 1 and SOW #2, Item 123-21-001, Item 3.4 refers to a spec typically used for tanks or flooded spaces (as per Table 4). This spec requires a “plural feed” application process that is complicated and more costly than traditional, commercial applications previously done on similar contracts. Can products used in the past such as an Ameron 235 or International 264 be used instead? What is the existing color?

For previous barges we have drydocked for both Subase NLON and PNSY we have been allowed to use commercial coating system for both mechanically cleaned and near white blasted steel surfaces in lieu of the plural spray products. This system is typically (1) stripe coat following by (2) full coats of

(2) part epoxy primer (6-8 mils each coat) and commonly found in the YC series. Products generally used are International 264 or Ameron 235. System has proven robust and appropriate over decades of service.

Spec. also calls out for near white blast of all compartments. Inspection of barge voids during site visit revealed only (1) void in YC 1679 that could possibly need near white blasting. Coating failure there was due to improper surface preparation as paint was peeling off surface due to moisture or improper cleaning. The remaining (11) voids did not appear to have failure to the extent that would warrant near white blasting and it would be considered good marine practice to mechanically prep and pressure wash these areas.

We request permission to substitute and bid this project using the above coating system in lieu of plural spraying, bid near white blasting of (1) rake compartment in YC 1679, and (100 sq. ft.) of mechanical prep and pressure wash clean in the remaining (11) compartments.

Answer: In reference section. Follow SOW.
