Summary of Preliminary Specifications for YC-1679 Barge Overhaul
This document comprises a series of preliminary specifications for the overhaul and repair of the YC-1679 Open Lighter Barge at Portsmouth Naval Shipyard (CNIC 32446), COAR 16. The contract involves multiple work items spanning underwater hull inspection and repair, void cleaning and preservation, deck fitting maintenance, hull preservation, cathodic protection replacement, and associated support services. Work items include: underwater hull inspection and repair (110-11-001); void cleaning, inspection, and preservation (123-21-001); miscellaneous attachment removal (123-21-002); mooring and towing fitting inspection and repair (582-11-001 and 582-11-002, with the latter including optional static load testing); cloverleaf tie-down fitting inspection and replacement (611-11-001); stanchion and lifeline installation (612-11-001); main deck exterior preservation (631-11-001 and 631-31-001); hull cathodic protection sacrificial anode replacement (633-11-001); nonskid deck covering replacement (634-21-001); towing service (992-11-001); temporary service provision (992-11-002); void cleaning and pumping (992-31-001); drydocking, fleet, and undocking services (997-11-001); and hazardous waste control (998-41-001).
Key technical requirements include ultrasonic testing of 200 underwater hull locations, nondestructive testing of welds, vee-out and weld repair of defects, installation of 200 square feet of doubler plating, inspection and testing of deck fittings with magnetic particle inspection, and static load testing of mooring equipment. All work must comply with NAVSEA Standard Items and referenced technical drawings. Contractor deliverables include multiple inspection reports, test results, stability data, and hazardous waste manifests with specified due dates ranging from same-day completion plus three days to five days prior to scheduled docking. No government-furnished materials are identified for most work items, with the contractor responsible for obtaining necessary equipment, materials, and qualified personnel including certified dock masters for drydocking operations. The specification mandates compliance with federal environmental regulations regarding hazardous waste management and disposal, with estimates for contractor-generated waste including 50 gallons of cleaning solvents, 4 tons of spent abrasive blast material, 25 gallons of trichloroethane, and various paints and chemicals totaling approximately 1,200 pounds.

3.5.2.1 Submit one legible copy, in hard copy or approved
transferrable media, of a report listing results of the requirements of 3.5.2 to the SUPERVISOR.(CDRL A011)
3.6 Electrically connect Barge hull when in drydock to the established connection point at the bow and stern of the Barge with minimum 500,000 circular mil cables and ground connection in drydock for protection against lightning and other static charges in accordance with Section 5 of 2.4.
3.6.1 The static ground leads must be connected to the Barge being docked before water is pumped to one foot above keel level.
(V)(G) "FLEET BARGE"
3.7 Fleet Barge to expose hull areas under blocks, to permit 100 percent cleaning, inspection and preservation of underwater hull.
Report: DRYDOCK COMPLETED WORK (WC) - WORK COMPLETE - 1 day
3.8 Submit one legible copy, in hard copy or approved transferrable media, of a report to the SUPERVISOR 24 hours prior to undocking certifying that the contractor's work in specifications requiring the Barge to be in drydock is complete.(CDRL A012)
3.9 Remove all temporary lines prior to undocking.
3.10 Undock the Barge at a date and time mutually agreed upon by the SUPERVISOR and the contractor.
(V)(G) "WATERTIGHT INTEGRITY INSPECTION"
3.11 Immediately after hull penetrations are submerged, but before the Barge lifts off the blocks, stop flooding the drydock. Accomplish a watertight integrity inspection of all contractor work affecting watertightness of the hull and hull penetrations below the water level with the SUPERVISOR. Continue flooding of the dock when directed by the
SUPERVISOR.

The contractor must obtain SUPERVISOR'S concurrence with the categorization of the waste as Navy-generated before completion of the manifest. The manifest prepared must be presented to the SUPERVISOR for completion after the hazardous waste has been identified.
3.2.2 Documentation related to hazardous waste generated solely by the physical actions of contractor personnel (termed Contractor- Generated Hazardous Waste) must bear a generator identification number issued to the contractor pursuant to applicable law.
Regardless of the presence of other material in or on the shipboard systems or structure which may have qualified a waste stream as hazardous, where the contractor performs work on a system or structure using materials (whether or not the use of such materials was specified by the Navy) which by themselves would cause the waste from such work to be a hazardous waste, documentation related to such waste must only bear a generator number issued to the contractor.
3.2.3 Documentation related to hazardous waste generated by the combined physical actions of Navy and contractor personnel (termed Co-Generated Hazardous Waste) must bear a generator identification number issued to the contractor pursuant to applicable law and must also cite in the remarks block a generator identification number issued to the Navy pursuant to applicable law. When the contractor merely drains a system and such drainage creates hazardous waste or the contractor performs work on system or structure using materials which by themselves would not cause the waste from such work to be hazardous waste but such work nonetheless creates a hazardous waste, documentation related to such waste must bear a generator identification number issued to the contractor and must also cite in the remarks block a generator identification number issued to the Navy. The contractor must sign the generator certification on the Uniform Hazardous Waste Manifest whenever use of the manifest is required for disposal. The contractor must obtain SUPERVISOR's concurrence with the categorization of the wastes as co-generated before completion of the manifest.
