About this file

This is a Questions and Answers document clarifying three key operational aspects of a federal catering contract for Portsmouth Naval Shipyard.

The document addresses delivery logistics, payment procedures, and personnel security requirements. Regarding delivery architecture, the government clarified that all delivery and drop-off activities will occur at a single centralized location for both event iterations, eliminating the need for multiple distribution points throughout the shipyard. For payment terms, the government specified that payment via Government Commercial Purchase Card (GCPC) will be processed upon receipt of a complete and correct invoice, not immediately upon event completion or physical receipt of provisions on August 26, 2026. Regarding personnel security vetting, the government indicated that contractor personnel must submit driver information in advance and arrive on the event day prior to 8:00 AM to allow up to one hour for vendor ID acquisition and truck inspection at the Pass and ID office, rather than providing a specific advance processing timeline. The contract requires contractor-provided refrigeration trucks to arrive at 8:00 AM and remain on-site until 9:00 PM, with contractor personnel requiring U.S. citizenship and submission of full names, dates of birth, and Social Security Numbers for background screening.

Vendor QuesƟons and Government Responses

1. Delivery Architecture and Drop-Off Points

SecƟon 4.2 of the Statement of Work indicates that the contractor-provided refrigeraƟon trucks must arrive on-site at 8:00 AM and remain through the event unƟl 9:00 PM.

ClarificaƟon Request: Will the delivery, storage, and consumpƟon support take place at a single, centralized coordinate on the installaƟon, or will the vehicle be required to navigate and distribute meal provisions across mulƟple drop-off points inside the

Portsmouth Naval Shipyard?

Government Response: Delivery and drop off will be at one locaƟon for both iteraƟons of the event.

2. Government Commercial Purchase Card (GCPC) Payment Latency

The solicitaƟon documents state that Wide Area Workflow (WAWF) and GCPC (up to

$100,000) are the available payment opƟons, and that purchase card orders are not paid up front.

ClarificaƟon Request: If our firm elects GCPC as the preferred payment method, will the authorized government cardholder execute the purchase card transacƟon immediately upon physical receipt and quality acceptance of the provisions on August 26, 2026, or will it cycle through a standard delayed administraƟve processing window?

Government Response: Payment will be made upon receipt of a complete and correct invoice to the Government. Payment will not be made upon compleƟon of the event itself.

3. Personnel Security Veƫng Timelines

SecƟon 4.3 and SecƟon 6 detail strict personnel constraints, requiring U.S. ciƟzenship and the submission of full names, dates of birth, and Social Security Numbers to the Pass and ID office for background screening.

ClarificaƟon Request: Given the shipyard environment and the requirement for conƟnuous driver presence on-site, what is the standard processing lead Ɵme required by the Pass and ID office to successfully verify and approve the background checks for assigned contractor personnel?

Government Response: Driver informaƟon will be provided in advance of personnel arriving. Personnel will need to arrive on the day of the event prior to the 8:00AM arrival as obtaining a vendor ID and truck inspecƟon can take up to an hour.
