About this file

This document is a Portsmouth Naval Shipyard Operations Security (OPSEC) Contract Requirements form that outlines security obligations for contractors and subcontractors performing work at the facility.

OPSEC is a process designed to protect sensitive information from exploitation by adversaries, encompassing both classified and unclassified Critical Information and Indicators (CII). Contractors and subcontractors are responsible for avoiding inadvertent disclosure of unclassified or classified information throughout the contract period. An OPSEC plan is required to record, identify, and monitor contractor OPSEC activities during performance, though the document indicates that an OPSEC plan is NOT required for this particular contract. The OPSEC Plan for Contractors (separate attachment) provides detailed guidance, with consideration given based on work type, environment, and circumstances. Plans must be signed by the Prime contractor and submitted to the contracting officer via encrypted email through the DoD Safe Access File Exchange (SAFE) or U.S. Postal Service.

Contractors must protect Controlled Unclassified Information (CUI) and prevent disclosure of CII to unauthorized third parties, including foreign entities under Foreign Ownership, Control or Influence (FOCI). Prohibited activities include publishing government CII in newsletters, trade magazines, internet pages, or social media; transmitting CII through personal email accounts; or posting on social media platforms. Specific threat/risk areas requiring countermeasures include personally identifiable information (PII), operation and repair schedules, equipment capabilities and vulnerabilities, facility and systems identification, and photographs or videos from shipyard work areas. Contractors must remove badges upon departure, immediately report compromises or unauthorized disclosures to the Activity Security Manager and Industrial Security Officer, and understand that violations may result in contract termination and criminal prosecution.
