N3904024R0060 Questions:

Q1.) Would it be possible to have a site visit to see a representative example of the Temporary buildings? This will help with more accurate pricing for replacement units for windows, doors, HVAC units, etc., as well as establishing an understanding of general conditions, access to ceilings, roofs, etc.

A1.) At this time the government is not offering site visits. Industry should quote based on the provided documents in our solicitation package. If site visits are authorized and reconsidered, we will update all via SAM.gov.

Q2.) Could a basis of design Refrigerator, and Microwave (A039- A040) be supplied for accurate pricing? A high end residential unit will be substantially cheaper than if a larger commercial unit is in place but any clarification you could provide would keep pricing consistent.

A2.) Residential refrigerator and microwave units would be fine.

Q3.) Is there any additional information on the sewer lift station for these units? A site visit will like help clarify if possible.

A3.) The sewer lift stations are small “Liberty” brand pump stations.

Q4.) What is meant by “inspection of chemistry” and what the expectation is for report and if chemical additives would be required for readings on these systems. If you are looking at 3 locations with H & CW systems, then you would have 6 inspections/reports twice a year, totaling 12 services.

A4.) We are looking for water quality test on a hydronic heat/cooling system. The system has a mixture of Glycol that periodically needs to be sampled and adjusted, and potentially the PH could need adjusting as to not derange equipment. We only have one system as of now that would need testing. The SOW has been updated to include “up to three locations” in the event we add a system.

Q5.) Is this a brand new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number?

A5.) The previous contract is N3904022P0247.

Q6.) Are the systems required to be test 2x or 1x per year? The spec mixes 1x and 2x, so what is the testing or “inspection” requirement?

A6.) Twice a year was the intent.

Q7.) Are these systems currently treated or do the systems require treatment? If treated, was “inhibited glycol” used, meaning it included the appropriate corrosion inhibitors (phosphate & azole).

A7.) The system is currently treated with Glycol.

Q8.) What are the system metallurgies? Mild steel, copper, any exotics or aluminum?

A8.) Copper

Q9.) Spec scope item 26.0 only indicates the Contractor is responsible for annual testing of the system chemistry and providing reports of the findings shall be given to 987 Building Monitor. If the system chemistry is out of spec, who is responsible for making the proper adjustments?

A9.) KTR can provide results and a quote to get specs up to proper adjustment

Q10.) Should additional chemicals (glycol and/or other corrosion inhibitor, pH adjustment chems, etc) be included in the bid? If so, can system volumes be provided to properly estimate chemical requirement needs?

A10.) The intent is to receive testing and notification of results back from the KTR, any corrections would be handled as an additional expense to the government.
