About this file
This is Amendment 0001 to solicitation N3319125R9003 for the design-build construction of a primary and secondary school in Rachelu, Romania. The amendment extends the proposal submission deadline from February 11, 2025 to February 20, 2025 2:00 PM CET, and reduces the minimum Design Corporate Experience requirement from $100,000 to $50,000.
The amendment includes responses to 49 pre-proposal inquiries and adds five new attachments regarding PTS specifications. Key clarifications include: furniture is not included in the scope except for permanently attached items; all electrical installations must be concealed and comply with Romanian regulations; a 12kW photovoltaic system is required; HVAC equipment including procurement, installation and warranty is part of the contract; and utility connections will be within 100 meters of the plot boundary. The amendment also corrects several references to Moldova to instead reference Romania, and clarifies that Romanian codes and standards apply rather than American standards. The beneficiary will pay official fees for utility connections and Construction Permit, but contractors are responsible for other fees required to perform work in Romania.

Pre-Proposal Inquiry 001:
RFP-Attachment 5/CLIN001-Description Section requires provide of a learning environment for 80 students and 15 teachers and staff participating in the education process. The design drawing Sheet A.02 provided in RFP package has 3 classrooms with total 50 student capacity. Only one group with 80 students does not fit in the existing design provided in RFP package. Please clarify whether the daily education will be with two groups; morning and afternoon group students (approx. 40 students in morning group, and 40 students in afternoon group), OR only one group with 80 students.
Pre-Proposal Inquiry 001 Response:
Size, location and distribution of rooms shall be as per the design prepared by SC Diagonal Studio.
Pre-Proposal Inquiry 002:
Reference to RFP-Attachment -PTS and Drawings:
a) Please provide autocad (.dwg) version of the all drawings.
b) In addition; engineering calculations, bases of design, site topographical survey report, geo-technical report must be prepared for the existing design provided in RFP package, but they are not provided with the RFP package. Please provide copies of engineering calculations, bases of design, site topographical survey report, geo-technical report. These documents are needed for proper quantity determination related with construction work items to be priced, and for making decision whether the existing design is sufficient to own and take responsibility of it, OR for considering a new design versus the existing design provided in RFP package.
c) If the documents listed in item-b of this PPI are not existing, please clarify whether US Government will require awarded contactor to prepare/provide/submit them if the contractor selects to own the existing design drawings provided in RFP package.
d) Considering the time that will be required for reviewing and working on the missing design documents referenced in item-b of this PPI, please consider a time extension to the bid due date. Approx. 20 calendar days will be required after US Government’s provide date of the missing design documents.
Pre-Proposal Inquiry 002 Response:
a) Autocad drawings will be provided to the winning contractor at award.
b) Existing design is final and contractor can assume that all quantities and measurements are correct. Backup documentation which was necessary to prepare such design is available for consultation at the Municipality. Please, let us know if you would like to consult the available documentation with at least 5 days advance notice.
c) All documents and report required by Romanian regulations to obtain the Construction Permit are available for consultation only at the Municipality.
d) The proposal due date will be extended from 11 February 2025 to 20 February 2025.
Pre-Proposal Inquiry 003:
In reference to RFP-Attachment -PTS and Drawings/Paragraph 1.16-Language:
It shall be the responsibility of the Contractor to prepare proposals, invoices, shop drawings and submittals, quality control reports, computations, and all correspondence pertaining to this contract, in the English language.
a) The existing design (RFP Attachment 1A/1B/1C/1D/1E/1F/1G, PTS-Annex2) provided in RFP package is in Romanian language. If the awarded contractor selects to own the existing design,
i) Please clarify if U.S. Government will provide English version of this design package to the awarded contractor at no cost?
ii) Should the awarded contractor prepare and submit English version of the existing design package to U.S. Government?
b) If the awarded contractor selects to prepare and submit a new design package in compliance with RFP requirements, please clarify whether the new design package shall be submitted in Romanian Language only, OR in BOTH Romanian and English languages.
Pre-Proposal Inquiry 003 Response:
a) English version shall be provided. It will be the contractor’s responsibility to translate to
English.
b) The new design, if chosen shall be submitted in English to the US government, but for permitting purposes, the part that is submitted for permitting must be in Romanian.
Pre-Proposal Inquiry 004:
In reference to RFP-Attachment 1-PTS/Paragraph 1.11-Construction/Design Schedule and Contractual Milestones:
a) Total performance period is stated as 750days after contract award. This conflicts with the performance period in Block 11 of SF1442 which states 750 calendar days after Notice to Proceed.
Please clarify which one is correct and whether the NTP shall be proceeded with contract award notice, or later.
b) Please state Government’s review and approval period for the design and material/equipment submittals. Per RFP-Attachment 1-PTS/Paragraph 1.17 and 1.18, the contractor should submit any material and equipment for COR review & acceptance before utilization at the job site. We need to know Government’s review and approval period for the design and material/equipment submittals, for correct determination of on-site performance period and the related expenses (site overhead, etc.).
c) Per PTS-Paragraph 1.11, it is understood that there are two design phases; conceptual and final. Please clarify whether the awarded contractor should submit conceptual and final design even he/she chooses to accept the existing design provided in RFP package.
d) The information given for “Construction sign” requires approval by US Embassy in Belgrade. This seems like a typo error. Please clarify if the approval authority is US Embassy in Belgrade or US Embassy in Bucharest.
Pre-Proposal Inquiry 004 Response:
a) Total performance period is 750 days after contract award.
b) The Government shall have 30 calendar days to review & approve.
c) The provided design is already FINAL. There would be no need to submit a new FINAL design. If the contractor chooses to use a new design, then the existing design will be used as conceptual design, as they already include the required size, location and layout.
d) The “Construction sign” requires approval by US Embassy in Bucharest. In Attachment 1- PTS, Para 1.11 Construction/Design Schedule and Contractual Milestones – 750 days Table, replace US Embassy in Belgrade to Bucharest.
Replace “Serbian” with the word “Romanian” in the PTS Paragraph 1.30 Close-Out Procedure (page 21 of 32) reads;
“2) COR receives Acceptance Act signed by all required Serbian Government agencies, as stated in the Law” and
“3) In total, the Contractor shall provide 2 books packages or boxes containing all technical, maintenance and administrative documentation of the contract. One box to remain in Vrsac and the other to be sent to the US Embassy in Belgrade.” What are the corrections needed here? Do you want boxes/books or CDs/tumb drives? and NOTE: PTS, Paragraph 3.1 Annex 1: Guideline to Prepare the Quality Control Plan (page 29 of
32) reads “Guideline to Prepare the Quality Control Plan “This is in addition to any quality control plan or documentation that may be required by Serbian regulations”
Pre-Proposal Inquiry 005:
Reference to RFP-Attachment 1-PTS/Paragraph 1.4 Omissions from the Project Specifications:
3rd sub-paragraph is referencing to Moldova Authorities and 6th sub-paragraph is referencing to regulations on Moldova. This seems like typo errors. Please clarify whether the contractors should read as Romania versus Moldova.
Pre-Proposal Inquiry 005 Response:
This is a typo. Replace the word Moldova where it may appear in the RFP with the word Romania. Section 00 10 00 – Solicitation, Instruction To Offerors has been corrected to read “Romania”.
Pre-Proposal Inquiry 006:
Reference to RFP-Attachment 1-PTS/Paragraph 2.3 Existing conditions:
a) Please provide an as-built utility layout plan showing the tie-in points of the existing gas, sewer, clean water, electrical and communication main lines/sources that were feeding the existing school that has already been demolished by the beneficiary.
b) Please clarify whether the beneficiary will demolish and remove the foundation of existing school that has already been demolished by the beneficiary.
Pre-Proposal Inquiry 006 Response:
a) All available information is included in the attached existing design. You may coordinate a site visit the the Municipality in case you need to look at anything in particular. Some connection points, such as water and sewer are clearly shown in the drawings. For all other connection points not shown, you may estimate a connection within 100 meters of the edges of the plot of land.
b) Beneficiary has completed their demolition works. Anything left at the plot of land, which needs to be removed for the construction of the new facility shall be removed by the successful contractor who gets the award of this contract.
Pre-Proposal Inquiry 007:
Reference to RFP-Attachment 1-PTS/Paragraph 2.2 General Scope of Work – Structure of the Contract:
This paragraph states that all items of work included in Annex#2 are part of this contract.
PTS-Annex2 and the design drawings provided in RFP package are showing several type of furniture and equipment. It is not clear whether these furniture (desks, chairs, whiteboard, cabinets, tables, etc.) and equipment (computer, printer, etc.) shall be provided and installed by the contractor, OR shall be provided by the beneficiary/U.S. Government, and Installed by the contractor, OR provide and installation of the furniture and equipment are excluded from the scope of this contract. Please clarify. If provide and installation of furniture and equipment shown in new plans are under contractor’s responsibility, please provide a detailed list of furniture and equipment describing.
Pre-Proposal Inquiry 007 Response:
Furniture is not included. Only items that are permanently attached to the building, such as air conditioning, windows, doors, blackboards (or whiteboards), toilets, sinks, faucets, and similar, are part of the contract. Furniture such as tables, desks, computers, printers are not part of the solicitation.
Pre-Proposal Inquiry 008:
Reference to RFP- Attachment 1- Design Drawings /Sheet IE2:, Some design features are determined by the designer according to user needs and preferences, not per only the applicable regulations. Since there is not enough information in the existing design provided in RFP package, it is hard to make a proper calculation or prediction related to the required PV Solar system. Please state the type and wattage of the required PV solar panels shown on Sheet IE2.
Pre-Proposal Inquiry 008 Response:
The project includes an electricity production facility. A 12kW photovoltaic system will be used.
Thus, part of the energy produced is consumed directly, and the other part will be injected into the grid. The electricity production installation consists of two main parts: photovoltaic panels for
- capturing solar energy and transforming it into electrical energy;
