AMENDMENT 0002
The purpose of this amendment is to:
1) Provide answers is response to Pre-Proposal Information (PPI) questions received; and
2) To inform potential offeror’s that PPI questions will no longer be accepted.
PRE-PROPOSAL INFORMATION:
Question 19: Please clarify the definition of building systems. 7.2 BUILDING SYSTEMS: Critical systems of the facility such as Mechanical, Electrical, Plumbing, Heating Ventilating and Air Conditioning, Fire Suppression, Communications, etc.
The building system definition is important regarding relevant projects. Please confirm that the building systems also include structural systems, roofing systems, opening systems (Windows & Doors), Coatings Systems, Framing Systems, Acoustical Ceiling Systems, Fire Alarm Systems, Flooring Systems, Waterproofing Systems, Building Envelope Systems, Masonry Systems, horizontal concrete, vertical concrete etc., as these are all types of systems that would most likely be included in projects that will be solicited for the MACC. Building System definition is important in the selection of relevant projects as stated in section 5.2.1.2.
Answer 19: Utilize the provided definition of building systems in your proposal preparation. Building Systems as defined are major critical systems of a facility.
The following have been modified:
AMENDMENT 0001
The purpose of this amendment is to:
1) Provide answers in response to Pre-Proposal Information (PPI)s received; and
2) To extend the proposal due date from 3:00PM (CEST) 20 September 2024 to 3:00PM (CEST) 4 October 2024.
PRE-PROPOSAL INFORMATION:
Questions 1: Section 00 21 16, paragraph 4.1.1.8 on Page 8 of 88 states, "Offerors must state the Name of the Tax and Rate (percentage) that have been excluded from the contract price. This clause will be filled in by the Government upon award." must be included in our Cover Letter. Please confirm this only applies to PHASE 2 proposals as no pricing is being submitted in PHASE 1.
Answer 1: Phase 1 does not include Price, this applies to Phase 2.
Question 2: Section 00 21 16, paragraph 13 on Page 24 of 88 requires Contractors to submit a list of Pre-Award Survey and Responsibility Determination documents. It is not clear if this list of documents is to be included with PHASE 1 or PHASE 2 proposals. Please clarify.
Answer 2: Pre-Award Survey and Responsibility Determination will be evaluated during Phase 2, submission is not required for Phase 1.
Question 3: Section 00 21 16, paragraph 13.4.1 on Page 25 of 88: Is it mandatory for U.S.-based companies, operating under the Agreement of Defense Cooperation (ADC) between the United States and Greece, to be listed in the Greek Official Register of Construction Contractors to be eligible for this contract?
Answer 3: Per 00 21 16, paragraph 13.4.1, "Contractors may acquire a listing in the Official Register of Construction Contractors"; requirement is not mandatory but may be used to certify the level of experience in construction projects. Refer to 13.4.2 and 13.4.3 for non-Greek EU Contractors and non-EU contractors respectively.
Question 4: Section 00 11 19, paragraph 4 states PPIs are to be submitted to Ms. Buescher and Ms. Ryerson while Attachment E states to submit to Ms. Buescher and Mr. Silva. We are submitting to all three individuals until further clarification.
Answer 4: PPI's are to be submitted to Ms. Buescher and Ms. Ryerson.
Question 5: Section 00 45 00 on Page 34 of 88 includes Representations and Certifications, but it is not clear if these are to be submitted in PHASE 1 or PHASE 2 of the project. Please clarify.
Answer 5: Pre-Award Survey and Responsibility Determination will be evaluated during Phase 2, submission is not required for Phase 1.
Question 6: The Bidding Docs mention Designer-of-Record (DOR) in several paragraphs, however, it does not clearly indicate whether or not the DOR must be a USA/American firm, who complies with USA-based Certification & Regulations for Stamping & Certifying Blueprints (for example). It is envisioned that a Task Order might require the Contractors to pull Permits and Stamp/Certify Blueprints and As-Build Drawings to meet Greece Regulations and compliance (under Greek Laws). If NAVFAC requires that the DOR must be an American company and comply with American Certifications & Registrations, it might become quite expensive to either open a new office for the DOR in Greece, or to fly the USA regulated DOR to Greece during each Task Order. Can you please clarify this DOR Certification & Incorporation Requirement? Can we exclusively use Greek Registered DORs?
Answer 6: The requirements of FC 1-300-09N Navy and Marine Corps Design Procedures apply to the performance, professional and academic requirements of the Designer of Record (DOR).
Additionally, the following apply: the DOR must be a registered professional engineer or architect with an active registration membership to the Technical Chamber of Greece (TCG, full member), graduate from Greek Technical Universities, polytechnic schools of Greek Universities or equivalent and officially recognized foreign Universities.
The DOR may have an equivalent to Greek TCG, U.S. or European Union Professional Engineering license and must possess academic qualifications that would allow the practice of engineering services in Greece in accordance to Presidential Decree 99/2018 (Government Gazette 187/A/2018 - in Greek).
Question 7: We downloaded the bidding docs for NAVFAC Solicitation entitled "IDIQ MACC Souda Bay, Greece" (Sol. N3319124R0059) that was published on 22 Aug 2024. However, we also observed that NAVFAC posted a Pre-RFP Notice on 10 Jul 2024 for a program entitled "Mini MACC at Naval Support Activity Souda Bay Greece" (Sol. N3319124R9006) at SAM.GOV. Both have the same approximate contract value ($75M) with TOs expected between $500K-$5M. Our Question: Are these two solicitations the same program, or are they two different and separate procurements?
Answer 7: The Pre-Solicitation Notice Number N3319124R9006 is now Solicitation Number N3319124R0059.
Both of these notices are referring to the same requirement and will be solicited under N3319124R0059 hereafter.
Question 8: Paragraph 4.1.1 requests a cover letter with specific company information to be included in our submittal for Phase One. However, Paragraph 4.1.3-4.1.5 request that we break out the proposal into three files for submittal. The Cover Letter is not included in any of those three files. Please confirm that the cover letter is to be included as part of the first file with Factor 1 Technical Approach and that it will not be included in page limit.
Answer 8: The Cover Letter should be submitted during Phase One, apart from the three files submitted. The Cover Letter will not be included in the page limitation.
Question 9: Paragraphs 4.1.3 - 4.1.5 request that contractor submit proposals as three separate PDF files. Standard Proposal front matter, to include a Title Page, Table of Contents, and List of Abbreviations and Acronyms, has not been included among the three PDFs requested for our submittal. Please confirm that we should include a title page, table of contents and list of acronyms in one of the PDFs and these pieces do not count toward the page limitation.
Answer 9: These items can be included in the cover letter which does not count toward the page limitation.
Question 10: We kindly request an extension of the proposal submission deadline by three weeks to allow offerors sufficient time to gather the necessary Past Performance questionnaires from our clients. Due to the high volume of proposal associated with the Fiscal Year End, we are experiencing delays in receiving responses to these requests.
Answer 10: A two week extension will be granted with proposals due 4 OCT 2024.
Question 11: The Solicitation mentions that the page limit for Factor 1 is only 2 pages. Please confirm that the org chart is considered within the page limitation. Also please confirmed that only 1 other page will be used to describe the organization structure.
Answer 11: The two page limitation applies only to the organizational chart and brief description of the role and responsibility of each entity. This limitation does not include joint venture agreements, partnership agreements, teaming agreements, approved mentor protégé agreements or letters of commitment.
Question 12: The Solicitation requirements requests the experience of design firm, therefore we kindly request to extend the submission due date of this proposal by at least 2 weeks to allow enough time for evaluation and selection of the appropriate design firm ad preparation of its related PPQs specially that this is a very slow period in Europe and Greece due to the August closing of businesses and back load of work making the responsiveness of the companies very slow. This extension will help improve the teaming arrangements in order to provide the Government with a successful team to undertake the works under this program.
Answer 12: Please refer to answer 10.
Question 13: Factor 2 requires providing the Design experience of the design firm. Please clarify if we are allowed to consider 2 design firms for this effort and accordingly provide the experience of both firms within the 5 Design projects allowed.
Answer 13: Confirmed, multiple design firms can be proposed. The Design experience is still limited to 5 example projects total, regardless of how many design firms are proposed.
Question 14: Please confirm that no bid bond is required under this Phase 1 of this proposal.
Answer 14: Phase 1 does not require bid bonds.
Question 15: Paragraph 4.1.3 states that the 1st PDF includes"…the organization chart, narrative describing the organization chart (two (2) page limitation." While paragraph 5.1.1 states, "Include a brief description of the role and responsibility of each entity not to exceed (1) single-sided page." Please confirm that we have two pages for the Organizational chart and narrative section, which would allow us space to address the RFP requirements and evaluation criteria compliantly."
Answer 15: The two page limitation includes both the organizational chart and brief description of roles. The brief description of roles and responsibilities itself should not exceed 1 page.
Question 16: For Planning purposes, please provide an estimate of when NAVFAC expect to notify bidders regarding Phase Two invitations.
Answer 16: Offerors will be notified about the outcome of Phase 1 and request for proposal for Phase 2 between late December 2024 to early January 2025.
Question 17: The RFP states that for a project to be deemed relevant that final construction total cost needs to be $500,000 or greater. Attachment G Historical data from previous MACC shows that 25% of the projects under the previous MACC were under $500,000. Can the definition of relevant projects to be submitted be lowered to a project with a total value of $250,000 or $30,000 as long as the project meets all of the other criteria? This would allow for more of a range of projects.
Answer 17: The dollar value of relevant projects will not be changed.
Question 18: The current due date for Phase 1 submissions for the solicitation is September 20, 2024. Phase 1 proposals require either CPARS or PPQ's to be submitted. Since this is the end of the Government FY, many of the CORs or Kos are extremely busy during this time of year, which would extend the time it may take them to respond to PPQ request from a contractor. Could Phase 1 proposal submission date be extended to after the end of the Government fiscal year?
