SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been added by full text:

The purpose of subject amendment is to respond to Pre-Proposal Inquiries.

Pre-Proposal Inquiry 1:

“RFP-Attachment 1 (PTS), page 35 of 35” is referencing to “Appendix A: Supplemental Plans and Photos”, but it is not available. Please provide the missing “Appendix A: Supplemental Plans and Photos”.

If Appendix A is not including legible version of the Site plans shown on page 11, 14 and 15 of the “RFP Attachment 1-PTS”, please separately provide all the site plans as scaled and with legible mark ups and legend.

Please show all the utility tie-in points where the new utilities need to be connected.

Pre-Proposal Inquiry 1 Response:

See plans provided as an attachment to this modification.

Pre-Proposal Inquiry 2:

There is conflict between the performance period stated in “SF1442/Page 1 of 40/Block 11”, and in “RFP Attachment1-PTS/Page 25 of 35/Paragraph 4.7 Construction/Design Schedule and Contractual Milestones/sub-paragraphs 1&2”, and in “RFP Attachment1-PTS/Page 26 of 35/ Paragraph 4.8 Construction Schedule”. Please clarify the below listed critical time period, milestones.

a) Conceptual Design package submission period after award.

b) US Government’s review and acceptance period after contractor’s submission of the conceptual design.

c) Final Design package submission period after award.

d) US Government’s review and acceptance period after contractor’s submission of the final design.

e) Total Construction period after US Government’s acceptance of the Final Design and obtaining Construction Permit from the Local Authorities.

Pre-Proposal Inquiry 2 Response:

The period of performance for this contract is 250 calendar days after award.

Below is updated table to provide further detail.

Tax exemption information 14 days after contract award

Construction Sign 45 days after contract award Construction/Design Schedule 45 days after contract award Accident Prevention Plan 45 days after contract award Conceptual Designs 60 days after contract award Government’s Review 14 days after concept submission Final Design 120 days after contract award Government’s Review 14 days after final submission Construction Mobilization Within the first 150 days of award Construction Completion 250 days after contract award

Pre-Proposal Inquiry 3:

For estimating purposes, please provide the below listed information:

a) Allowed working days per week

b) Allowed working hours per day

c) Holidays that will apply to performance periods (Federal and/or Romanian)

d) Number of Monthly severe weather/bad weather related non-working days that needs to be considered by the contractors

e) Conditions/Requirements to allow contractor to work on weekend, holidays and/or on extended hours

Pre-Proposal Inquiry 3 Response:

a) 5 days per week. Additional days may be requested to base representative if needed.

b) Work hours are 0730-1700, Monday through Friday.

c) The only holidays observed will be Romanian national and local holidays. US federal holidays will not be observed.

d) This is the KTR’s jurisdiction to determine.

e) Weekend and holidays must be requested if needed.

Pre-Proposal Inquiry 4:

“RFP-Attachment 1-PTS/Paragraph 2.9 Applicable Requirements-Standards/Sub-paragraph 2” refers to “NP02297” document. Please provide and/or describe NP02297 which is not attached to/or provided with the RFP files.

Pre-Proposal Inquiry 4 Response:

NP02297 is in reference to the national Romanian building codes and local site specific regional code that must be followed in both the design and construction.

Pre-Proposal Inquiry 5:

It is very clear that contractor is fully responsible to design and construct usable, fully operational facility. However, a well described scope of work has key feature and is very needed to let bidders well understand the US Government’s/Romanian Military’s needs related to this specific project. “RFP-Attachment 1-PTS/Paragraph 2.9 Applicable Requirements-Standards/Sub-paragraph: Construction Phase-General” requires contractor to provide necessary utilities such as electrical, plumbing, communications, but the utility needs are not well described.

For example:

a) Is there need to provide comm. outlets (phone, internet, etc)? Please describe the communication system requirements.

b) What type of plumbing system items are needed. Is there need for hose bibs, latrines, etc. (quantity, location, etc)?

Please describe the plumbing system requirements.

c) Please clarify whether exterior type power outlets, lighting along the new roads, lighting for the parking lot(s) is needed. Please describe the electrical system requirements.

d) It is not clear whether US Government or Romanian Military may maintain the boats at new facility to be constructed. Please clarify whether oil-water separator is needed to consider with storm drainage system.

e) Please clarify whether the design and construction of the Hangers are part of the scope, or they are excluded from this project. If they are included, please describe them.

f) If the hangers are excluded from the scope of work, please note that local authorities may reject contractor’s application for the connection of new utility lines to the existing main lines.

Pre-Proposal Inquiry 5 Response:

a) No communications requirements.

b) Plumbing systems required include sanitarystorm for sinks and hose bibs on the exterior of the new facilities. See manufacturer’s drawings.

c) Provide street lighting as required by code. For interior electrical see manufacturer’s plans.

d) Work on the water craft will be completed in the enclosures. Oil water separator will be required.

e) The design and construction of the hangers is not part of this contract. The contractor is required to ensure the site grading, apron pad, roadway, and boat ramp design are in line with the manufacturer’s hanger design.

f) The contractor will make all utility connections and coordinate with the local authorities.

Pre-Proposal Inquiry 6:

General: RFP and RFP Attachment 1-PTS are not addressing some issues:

a) Please clarify whether a site office with latrine and utility connection is needed for Government Representative’s use at each project location.

b) Please clarify whether clean water for contractor’s temporary use is available on site (this question applies to all 3 location)

c) Please define “xxx street” mentioned under paragraph 3.9.3 of RFP-Attachment 1-PTS. The given information is not clear for estimation purpose. Sewer connection point is not clear, please clarify.

d) Please provide as-built drawing of the existing underground utilities that may meet with the new utility lines required in this specific contract. As they may require special obstruction crossing or by-pass of the lines, as-built drawings are needed for estimating purposes.

e) Please give detail about conceptual and final design package submission requirements. Is electronic submission acceptable? If hardcopies are required, please state the quantity and size of the hardcopies that needs to be submitted to US Government, to Romanian Military and to the Local Authorities.

Pre-Proposal Inquiry 6 Response:

a) A separate office is not required.

b) Domestic water is available at all sites.

c) Street will be identified at the site visit on 17 NOV 21 and confirmed through follow up amendment. Location is shown on the site plan.

d) No existing drawings. The contractor shall work with the city of Mangalia to identify connection locations outside the base fence line.

e) Electronic submissions are acceptable to the Government for review. The final submission and the submission for permit to the city of Mangalia shall be provided by hard copy.

Pre-Proposal Inquiry 7:

In reference to RFP-Attachment 1-PTS/Paragraph 3.9.1, please state the diameter of existing water main line where new line needs to be connected and should be in same size with the existing water main.

Pre-Proposal Inquiry 7 Response:

Exact size is unknown at this time.

Pre-Proposal Inquiry 8:

a) Paragraph 2 of “RFP-Attachment 1-PTS” refers to future boat storage and facility. Paragraph 3.2- 3.3- 3.4 of “RFP-Attachment 1-PTS” requires contractor to make all connections within one foot of the exterior of the new facilities. Please clarify whether contractor should consider electrical load for future boat storage and facility. If yes, please state total electrical load that needs to be considered to comply with electrical requirements described under para. 9.2 of “RFP-Attachment 1-PTS”.

b) Last sub-paragraph of “RFP-Attachment 1-PTS/Para. 3.9.2.” refers to new building.

Please clarify/describe the new building which is not described in any other section of RFP Attachment 1-PTS.

Pre-Proposal Inquiry 8 Response:

See the amended appendix A for the updated building plans. This building is pre-manufactured and will not be erected by the contractor. This work will be done utilizing military labor.

Pre-Proposal Inquiry 9:

In reference to RFP Attachment 1-PTS/page 16 of 35/Paragraphs 3.7 Partial Development of Land (58,500m2), please answer the following questions;

a) Please clarify whether the existing trees at specified land will be removed

b) As the site is very large, site walk won’t be enough to determine a solution to use for estimating purposes. Please clarify whether levelling and site grading after vegetation removal at the specified land will require contractor to remove/excavate or fill the land. As the land is very large and there is no topographical survey data in RFP package to make diligence about the work items to be necessary to provide adequate surface drainage of all areas of the plot of land, additional data is needed.

c) If removal/excavation or fill of the land will be required for surface drainage of all areas, please provide additional data, sketches, survey data, etc. for contractor’s estimation purposes.

Pre-Proposal Inquiry 9 Response:

a) The contractor will prepare site by clearing and grubbing. This includes tree removal.

b) Contractor shall develop a topographic plan. The entire site is not required to be level, but the track areas, building footprints, and parking areas shall be level.

c) It is the contractor’s responsibility to provide this survey and implement into the design.

Pre-Proposal Inquiry 10:

In reference to RFP Attachment 1-PTS/page 14 of 35/Paragraphs Contract Option 2 – Basis of Design and Site Plan (Tulcea), please answer the following questions;

a)The new roadway referenced in aforementioned paragraph is not shown in the sketch. Please provide a revised sketch and/or additional drawings that clearly shows the new roadway, all other work items, and utility tie-in points subject to Contract option 2.

Pre-Proposal Inquiry 10 Response:

The roadway is to the south of the site. Contractor shall survey and design the roadway extension into their design.

Pre-Proposal Inquiry 11:

Please confirm that Basis of Design described under RFP Attachment 1-PTS/page 13 of 35/Contract Option 1 and RFP Attachment 1-PTS/page 14 of 35/Contract Option 2 is correct. There is conflict due last paragraph of both RFP sections has the following sentence “..compliance with the Romanian base requirements for this area of Mangalia” versus the referenced RFP sections are related to Babadag and Tulcea locations.

Please also note that the Site plan for Option 1(Babadag) shown on RFP page 14 of 35, is not showing roadway, concrete pad or hangers referenced in Basis of Design.

Pre-Proposal Inquiry 11 Response:

All three site do not required the contractor to complete simultaneously. For each project site the minimum personnel outlined in the RFP is required.

Pre-Proposal Inquiry 12:

In reference to the new concrete pad and new roadway described on RFP Attachment 1-PTS/page 13 of 35/Contract Option 1 and RFP Attachment 1-PTS/page 14 of 35/Contract Option 2; please clarify whether exterior lighting system around the new concrete pads and along the new roadway is part of the scope.

Pre-Proposal Inquiry 12 Response:

This work is part of the scope.

Pre-Proposal Inquiry 13:

Considering award only for Base-bid item (Mangalia), and alternatively for Base-Bid Item with Optional Bid Item #1 (Babadag) or/and with Optional Bid Item #2 (Tulcea); for each award option, please describe the minimum requirements for contractor’s key personnel.

Pre-Proposal Inquiry 13 Response:

All three site do not required the contractor to complete simultaneously. For each project site the minimum personnel outlined in the RFP is required.

Pre-Proposal Inquiry 14:

Does the site have potential for unexploded ordinance (UXO)?

Pre-Proposal Inquiry 14 Response:

The declaration from the Romanian military stating there is no UXO on the Mangalia Site is provided as an attachment to this amendment.
