AMENDMENT 0003
The purpose of the subject amendment is to respond to Pre-Proposal Inquiries.
Pre-Proposal Inquiry 1 (UPDATED):
“RFP-Attachment 1 (PTS), page 35 of 35” is referencing to “Appendix A: Supplemental Plans and Photos”, but it is not available. Please provide the missing “Appendix A: Supplemental Plans and Photos”.
If Appendix A is not including legible version of the Site plans shown on page 11, 14 and 15 of the “RFP
Attachment 1-PTS”, please separately provide all the site plans as scaled and with legible mark ups and legend.
Please show all the utility tie-in points where the new utilities need to be connected.
Pre-Proposal Inquiry 1 (UPDATED) Response:
See the updated Appendix A section which has the photos of the existing site and the utility maps.
Pre-Proposal Inquiry 20:
Per RFP-Attach1-PTS/page10&11of 35/para. 3.2 Base Bid - Site Plan (Mangalia), please answer the below questions:
a) Para. 3.2 Base Bid of PTS requires construction of new concrete pad with an approximate area of 2800 m² (to include the area around the designed boat ramp). In reference to Preliminary hanger design drawing provided with
Amendment 001 (Drawing ref. no: SK-02-r0), the size of concrete apron to be constructed as part of this contract for each hanger is stated as 20’x160’ (equal to approx. 298 m2. This means total 596~600m2 concrete apron to be constructed for 2 each apron). It is understood that the concrete pavement to be constructed around the designed boat ramp is approx. 2200 m² (2800 m2-600 m2) As government provided very limited information with the PTS and
Govt did not provide a scaled and informative conceptual drawing, please confirm our above stated understanding related to area of the concrete pads for the hangers and concrete pavement around the boat ramp.
b) During the site visit held on 17 Nov 2021 for Mangalia site, It was seen that large amount of the roadway shown on sketch in PTS-page 11 of 35, is new and in good condition. Please clarify whether the existing roadway to be renewed. 350m roadway required by the PTS could not be defined during the site visit.
c) Please clearly describe what type of development is required for the access by people and vehicles to the new facilities.
Pre-Proposal Inquiry 20 Response:
a) The concrete pad located in front of the new hangers will be constructed with military labor and is not in the scope of this contract. The pad is shown as a reference for the contractor for the roadway construction.
b) Existing roadways to the boat ramp should be existing to remain. Contractor shall design and route new roadways to utilize the existing roads. The 350m was provided for estimating only and is not an exact quantity.
c) The new boat ramps and roadway accesses shall meet the minimum requirements of the watercraft, trailer, and semi-trucks.
Pre-Proposal Inquiry 21:
In regard to Government’s response to Amendment0001/pre-proposal inquiry no. 2; It is not clear whether
Government did consider the time period needed for contractor’s coordination of the design approval and
Construction permits with Municipality of each project site (or other competent Romanian authority), that will be possible upon Government’s review and acceptance of the Final design.
a) For contractor’s coordination of the design approval and Construction permits with Municipality of each project site; please clarify how many days has Government considered after the milestone “Government’s review and acceptance of the Final design (Award+134 days)”.
b) As contractors have no control on Romanian authorities, please clarify how the delays(if any) in review/ approval/response period of the Romanian Authorities will be compensated.
Pre-Proposal Inquiry 21 Response:
a) Due to the aggressive timelines. The US Government anticipates a review period of 14-21 calendar days for each submission.
b) The US Government also has no control over the Romanian authorities, but can engage if excessive timelines occur.
Pre-Proposal Inquiry 22:
Please clarify whether contractor is responsible for final utility connections from the hangers to the connections to be constructed by the contractor within one foot of the hangers/new buildings.
Pre-Proposal Inquiry 22 Response:
The contractor shall be responsible for making the final utilities connections within one foot of the new hangers pads.
Pre-Proposal Inquiry 23:
General question for all project sites:
Please clarify if there is designated area by US Navy or Romanian military, to dispose the materials to be collected from clearing, grubbing and demolish works. In general, the place for disposal all the materials resulted from demolish or clearing the areas are designated by the clients at the beginning in the Authorization (Autorizatia de construire).
We have contacted with the local Municipalities to have information about the current fees that will apply for this potential works. But no information provided due there is no validated formal procedure started with this contract.
We understand the costs may be huge if pre-coordination related to disposal site is not made by the end user/client.
For example, if we deposit all those materials in a disposal facility, the prices are (without transportation) around 20
Euro per ton. Considering 58,500m2 for Mangalia site, and 8,000m2 for each of Tulcea and Babadag sites, the disposal fee will highly increase proposal prices.
Please advise under which conditions the contractors should make their acceptance on this matter.
Does Romanian Military have designated disposal area at each site?
Is the Romanian military (hence the contractor) authorized to use the local disposal area for free?
Pre-Proposal Inquiry 23 Response:
It shall be the responsibility of the contractor to remove all demolished materials from the clearing and grubbing.
The contractor may reuse soils on site for grading.
Pre-Proposal Inquiry 24:
Due to unknown details is there a possibility we can extend the due date for the proposal in order to provide a more accurate proposal.
Pre-Proposal Inquiry 24 Response:
Propsal due date was extended in Amendment 0002.
Pre-Proposal Inquiry 25:
In reference to RFP Attachment 1-PTS/page 10 of 35/Paragraphs 3.2 Base Bid - Site Plan (Mangalia), Clearing, grubbing, and grading of 58500 m² of land.
Please answer the following question:
Please clarify if there are any existing underground utilities on the specified land? If there are any, could you please inform us about the type, location, and depth (from the surface) of the lines?
Pre-Proposal Inquiry 25 Response:
See the updated Appendix “A” section which includes a plan that outlines the known utilities. Contractor must provide utility locates prior to excavation.
Pre-Proposal Inquiry 26:
In reference to RFP Attachment 1-PTS/page 10 of 35/Paragraphs 3.2 Base Bid - Site Plan (Mangalia), Project also includes the construction of a new standard running track with centralized football field.
Please clarify which standards we should consider?
Please clarify which standards we should consider?
Pre-Proposal Inquiry 26 Response:
Refer to PPI 16 response.
Pre-Proposal Inquiry 27:
In reference to RFP Attachment 1-PTS/page 10 of 35/Paragraphs 3.2 Base Bid - Site Plan (Mangalia), Project also includes the construction of a new standard running track with centralized football field.
If it is possible, please provide more specific information about this work item.
Pre-Proposal Inquiry 27 Response:
Refer to PPI 16 response.
Pre-Proposal Inquiry 28:
1) As per SOW drawings we could se that there are two hangars in Mangalia and two hangars in Tulcea while in Babadag there is no hangars. As much as we understood there are in total 4 hangars and as per amendment 001, hangars have to be with metallic frame and fabric membrane. Do we have to supply and construct or just to design these hangars?
2) Do we need to supply and install MPE in hangars or just to design?
3) What type of flooring has to have these hangars?
4) Roadways does have to be with asphalt or any other material. If yes, do we have to supply the asphalt and other materials for roadway build?
5) Does concrete pad are monoliths or pre-fabricated and do we have to supply these pads?
6) Should the tent be berry compliant?
Pre-Proposal Inquiry 28 Response:
1) All three site (Mangalia, Tulcea, and Babadag) have two tension fabric hangers. These structures will be metal framed with a fabric cover. These hangers are shown for reference for the KTR to incorporate in the topographic/geotechnical survey. The purchase and the construction of the hangers IS NOT in the scope of the contract.
2) The MPE inside the hangers will be done by others. The utility connections outside of the hangers will be done as part of this contract and should be included in the bid.
3) The hanger flooring is not in the scope of the contract. Hangers and concrete pad are shown for reference.
4) Roadway to the hangers is part of the scope of this project. The existing roadways are concrete. The KTR is required to provide a new solid surface (asphalt or concrete) roadway (included topographic and geotechnical survey) that is compliance with the watercraft, trailers, and vehicles.
5) No.
6) Hangers are not in the contractor’s scope for this contract.
