FPO AE 09622-0051
SECTION 00100 - BIDDING SCHEDULE/INSTRUCTIONS TO BIDDERS
The following have been added by full text:
RESPONSE TO PPI'S
QUESTION 1: Could you please tell me if this is a new requirement, or if there is a current or previous contractor who has performed similar services? If available, can you please send along the incumbent contract or task order number?
ANSWER 1: This is a new requirement.
QUESTION 2: Please be advised that using a CCI (city cost index) and national average unit price book (UPB), or other average cost data base does not provide sufficient cost visibility and cost transparency for the government for JOB ORDER CONTRACTS. Will the Government please consider a locally researched JOC UNIT PRICE BOOK, and associated support tools and services?
ANSWER 2: No. The Government will not be amending requirement to add locally researched JOC UNIT PRICE
BOOK.
QUESTION 3: Section 00100 - Bidding Schedule/Instructions to Bidders, page 9, paragraph 1.3 Please confirm that offers from a Consortium incorporated under Italian law will be accepted for this procurement.
ANSWER 3: Yes. Offers from a Consortium incorporated under Italian law will be accepted for this procurement.
Per Section 00100 paragraph 1.2, “If the potential offeror is a joint venture or a consortium, the offeror shall demonstrate how each member or partner meets the SOA certification requirements...”
QUESTION 4: Section 00100 - Bidding Schedule/Instructions to Bidders. Please confirm that a pre-proposal conference and a site visit for this solicitation will be not carried out.
ANSWER 4: Correct. No pre-proposal conference or site visit will be conducted.
QUESTION 5: Section 00100 - Bidding Schedule/Instructions to Bidders, PART II EVALUATION FACTORS/RATING SCHEME, Page no. 18, paragraph 2.4, letter a) item 3) Letter from the offeror’s surety. Please confirm that, in case the offeror is a Consortium, the letter from the offeror’s surety -to confirm that the offeror has at least a $3M aggregate bonding capacity- can be provided by one of its members.
ANSWER 5: Yes. Provided that the member has authority to provide assurance for the entire consortium and is through an approved surety under the United States Treasury Department Circular 570.
QUESTION 6: Section 00100 - Bidding Schedule/Instructions to Bidders, page 24, paragraph 2.5 NON-PRICE
EVALUATION FACTORS
As per Factor 1 – Experience, “for multiple award and indefinite delivery/indefinite quantity type contracts, the contract as a whole shall not be submitted as a project; rather, offerors shall submit the work performed under a task order as a project”. Please confirm that, with reference to Factor 4 – Past performance, in case of projects as single task orders, the offeror can provide CPAR which refer to the indefinite delivery quantity (IDIQ) contract as a whole.
ANSWER 6: No. Offerors shall submit CPARS or PPQ for the work performed under a task order as a project.
Solicitation Submittal Requirements FACTOR 4, PAST PERFORMANCE states: “Submit Contractor Performance Assessment Report (CPAR) or Past Performance Questionnaire (PPQ) for the projects submitted under Factor 1 – Experience”.
FACTOR 1 – EXPERIENCE states: “For multiple award and indefinite delivery/indefinite quantity type contracts, the contract as a whole shall not be submitted as a project; rather, offerors shall submit the work performed under a task order as a project.”
QUESTION 7: Concerning the EXPERIENCE works performed with the Government, do we need do submit the ATTACHMENT 2A Form PPQ to be signed by the Government? Or will you go through CPARS?
ANSWER 7: Per Attachment 3, “IF A COMPLETED CPARS EVALUATION IS AVAILABLE, IT SHALL BE SUBMITTED WITH THE PROPOSAL. IF THERE IS NOT A COMPLETED CPARS EVALUATION, the Past Performance Questionnaire (PPQ) included in the solicitation is provided for the offeror or its team members to submit to the client for each project the offeror includes in its proposal for Factor 4, Past Performance. AN
OFFEROR SHALL NOT SUBMIT A PPQ WHEN A COMPLETED CPARS IS AVAILABLE”.
QUESTION 8: We strongly believe that SOA Classification Requirements (sect. 00100 par 1.2) are not commeasured to the value of the JOC works, since we are asked to submit project with a total value of at least $40.000. For the Italian Law, works under $150,000.00 do not require SOA. Therefore we ask to reduce SOA Categories from III to I.
ANSWER 8: Contractor who gets the award must be able to perform work on task orders between $2,000 and $1,000,000. Because this upper limit is well above the cited SOA limitations, any proposing contractor must be able to meet the full range of requirements, so the SOA classification stands. Not all task orders will require this level of SOA, but enough will that the higher level of requirement applies.
QUESTION 9: If we do not own one or more SOA categories, can we attach the SOA certificate of a subcontractor? Please clarify.
ANSWER 9: No. Submission of SOA Certification (including joint venture partner, consortium partners or subcontractors that will be utilized to meet the qualification standard) and Article 38 of the DL 163/06 (DeLise Code) shall be met by the offeror.
QUESTION 10: Due to staff reduction because of COVID outbreak, we request a time extension of at least 40 days for the submittal of the Proposal.
ANSWER 10: The Government is allowing a time extension for the submittal of the Proposal to no later than April 8th at 14:00 Central European Time (CET).
QUESTION 11: Unfortunately, the pages of the solicitation have not been numbered.
Is it possible to have the complete Solicitation with the page numbering?
ANSWER 11: Please refer to the tool bar on top of PDF for page numbering.
QUESTION 12: Reference 1.6 Instructions for the Submission of Offers;
Solicitation Number indicated in the instructions is different than the Solicitation Number indicated in Box 01 of SF 1442. Could you kindly clarify the Solicitation Number?
ANSWER 12: Amendment One will correct reference 1.6 to read N3319121R4005 as the solicitation number.
QUESTION 13: Section 00800 – Special Contract Requirements, Paragraph C.1.3 In par. C.1.3 “Typical Construction Work Categories” of Section C of the Solicitation (Section 00800 - Special Contract Requirements), we find among Category II Construction Services the activity “dredging”. Would you please specify which type of services you are referring to with “dredging”?
ANSWER 13: Please refer to the NAICS code 237990 for dredging.
QUESTION 14: Reference is made to Price Factor: Complete Coefficient Schedule Attachment 01.
Is it also required to indicate the Price on the CLINs on Standard Form 1442?
ANSWER 14: No. it is not required to fill price in the CLINs on Standard Form 1442. The offerors shall complete Coefficient Schedule Attachment 01.
QUESTION 15: Since the cited Price books are un EUR and the contract will be in USD please clearly indicate the exchange method to be used, at which date the exchange should be calculated and the source to be used for the exchange rate.
ANSWER 15: The current exchange rate at the time of the proposal due date for a task order will be used.
QUESTION 16: Minimum Value of project examples to be submitted as experience indicated in Solicitation requirements is $40.000; please indicate Maximum Value of project examples.
ANSWER 16: There is no Maximum Value of project examples.
QUESTION 17: Section 00800 – C.1 General Requirements ‘’Work will be performed within the NAVFAC EURAFSWA geographic area of responsibility, which supports Naval Air Station Sigonella (NASSIG), Sicily, Italy, which includes the main bases of NAS I and NAS II, Niscemi, Pachino, and Augusta Bay. Ninety-five percent of the work will occur at NAS I and NAS II while the remaining five percent may occur at Niscemi, Pachino, and Augusta Bay.’’
Please clarify and confirm that the areas of responsibility will be 95% at NAS I and NAS II Sigonella, Sicily, Italy and 5% percent may occur at Niscemi, Pachino, and Augusta Bay and no other areas within NAVFAC EURAFSWA. If you consider included also other areas, out of Sicily, please let us know the Areas and the expected percentage.
ANSWER 17: Distribution of work is indicative of historical averages only and does necessarily not reflect future work requirements. No work will occur outside of Sicily. There may or may not be a call for work at locations on Sicily outside of defined compound boundaries.
QUESTION 18: Can you please tell us with which proposal (NON PRICE or PRICE) the "Section 00600 - Representations & Certifications, 52.204-8 ANNUAL REPRESENTATIONS AND CERTIFICATIONS (MAR 2020)" documentation must be submitted?
ANSWER 18: Per Price Submittal Requirements, the Offeror shall submit Completed (Blocks 14 through 20c), signed and dated Standard Form (SF) 1442, Solicitation, Offer, and Award. This shall include all provisions required for submittal with the (SF) 1442 in the Price Proposal.
