Addendum to Evaluation - Commercial Product and Commercial Services

Addendum to Evaluation - Commercial Product and Commercial Services Miscellaneous text in this section has been modified to:

Addendum to FAR 52.212-2.

1. EVALUATION METHOD

The Government intends to award a single Firm-Fixed-Price contract resulting from this solicitation to the responsible quoter IAW RFO 9.1 whose technical approach is deemed acceptable IAW the solicitation, and whose price is determined fair and reasonable. Evaluation will be conducted using the streamlined commercial-item procedures of RFO Part 12.

The Government will evaluate price for reasonableness based on adequate price competition, commercial marketplace information, historical pricing, independent Government estimates, and other price analysis techniques permitted under RFO Part 12. The Government reserves the right to reject any quotation that is determined to be unreasonable in price or otherwise not in the best interest of the Government.

The Government may make award without discussions.

2. EVALUATION FACTORS

Prior to evaluating Price and Technical Capability, the Government will perform an initial review of all quotes for compliance with the solicitation instructions and completeness. To be considered compliant and complete, the quote must include all required documents, signatures, and information requested in the Instructions to Quoters. Quotes that are incomplete, fail to follow solicitation instructions, or take exception to the terms and conditions of the solicitation may be deemed unacceptable and excluded from further evaluation.

The Government will use a sequential evaluation process. Quotes will be ranked from lowest to highest price (Factor 1: Price). The Government will then evaluate the technical capability proposal (Factor 2: Technical Capability) of the lowest-priced quoter only. If that quoter is determined to be technically acceptable and the price is fair and reasonable, the Government will make award to that quoter and will not evaluate any other quotes.

Factor 1 - Price

The Government will evaluate the total evaluated price, which is the sum of all CLINs for the base year and all option periods, if included. Quotes will be ranked from lowest to highest based on this total price. The Government will then perform a price reasonableness analysis on the lowest-priced quote using price analysis techniques such as comparison to other quotes, historical prices, or the Independent Government Estimate (IGE).

Factor 2 - Technical Capability.

The technical capability proposal of the lowest-priced quoter will be evaluated on a Pass/Fail basis. To be rated 'Acceptable,' the proposal must clearly demonstrate the quoter's ability to meet all requirements of the Performance Work Statement (PWS), specifically paragraph 3 - Performance Requirements, paragraph 6 - Contractors Qualifications, and paragraph 7 - Security Requirements. If the lowest-priced quoter receives an Acceptable rating, award will be made to that quoter. If the lowest-priced quoter receives an Unacceptable rating, the Government will then proceed to evaluate the technical capability of the next lowest-priced quoter, and so on

Technical capability will be evaluated by Table 1 - Technical Ratings.

Table 1:
