Addendum to 52.212-1, Instructions to Offerors - Commercial Products and Commercial Services
Miscellaneous text in this section has been modified to:
Addendum to 52.212-1
To be considered for source selection all offerors are required to submit and comply with the following:
1) On page 1 of the solicitation document (Standard Form 1449), fill out box 17a. to include Contractor name, address, telephone number, and CAGE Code. Complete, sign, and date box 30a-c.
2) On pages 3 to 4 of the solicitation document (Standard Form 1449), fill out the unit price and total amount for each CLIN.
3) Technical Capability - Please submit a detailed technical quote (not to exceed 8 pages) that clearly demonstrates thorough knowledge and understanding of, and approach to completing the work in accordance with the PWS. The technical quote must contain sufficient details so that it may be evaluated in accordance with the PWS and comply with the period of performance set forth in the solicitation. Non-conformance will deem an Offeror ineligible.
4) Itemized Price Breakdown - Offerors shall provide an itemized price breakdown, on a separate sheet no more than three (3) pages, supporting the proposed total price. At a minimum, the breakdown shall separately identify:
a. Labor (labor categories, hours, and fully burdened rates),
b. Materials, supplies, or equipment,
c. Travel costs, itemized by airfare, lodging, per diem, rental car, and local transportation, including the basis of estimate (e.g., number of trips, number of travelers, duration).
d. Other direct costs, if applicable.
This information will be used solely to determine price reasonableness in accordance with RFO Part 12 and DFARS Deviation 212.204. Failure to provide an adequate price breakdown may result in the quote being deemed unacceptable. The government reserves the right to request for additional information to determine the reasonableness of quoted price.
5) The resulting contract award requires a CMMC Level 1 self-certification for handling Federal Contract Information (FCI). Therefore, this solicitation includes DFARS provision 252.204-7025. Offerors must possess a valid CMMC Level 1 (Self-Assessment) certification at the time of offer submission and for the duration of any resulting contract. Government will verify Offeror's CMMC Level 1 (Self-Assessment) certification at the time of offer submission. Offerors failing to meet this requirement at the time of offer submission will be considered ineligible for award and their offers will not be evaluated.
6) Offer Delivery - Offerors shall deliver their Offer via email only to the Government Points of Contact (POC's) kelliann.a.shimote.civ@us.navy.mil and lyndon.g.paloma.civ@us.navy.mil. No other means of delivery will be accepted. Offerors are hereby advised that the size limit including attachments is 35 MB per email. Emails that exceed this size limit will not be received by the Government. It is the Offeror's sole responsibility to ensure their Offer is received by the Government POCs no later than the specified closing date and time. When necessary to comply with this size limit, the Offeror may deliver their Offer through multiple emails, with each email clearly marked in the Subject line indicating its sequence order within the total number of emails being transmitted (for example, email 1 of 3). Offers received after the due date may not be considered unless the Contracting Officer determines that the delay was caused solely by the Government and accepting the Offer is in the best interest of the Government.

Addendum to Evaluation - Commercial Product and Commercial Services
Miscellaneous text in this section has been modified to:
Addendum to Evaluation - Commercial Product and Commercial Services Miscellaneous text in this section has been modified to:
Addendum to FAR 52.212-2.
1. EVALUATION METHOD
The Government intends to award a single Firm-Fixed-Price contract resulting from this solicitation to the responsible quoter IAW RFO 9.1 whose technical approach is deemed acceptable IAW the solicitation, and whose price is determined fair and reasonable. Evaluation will be conducted using the streamlined commercial-item procedures of RFO Part 12.
The Government will evaluate price for reasonableness based on adequate price competition, commercial marketplace information, historical pricing, independent Government estimates, and other price analysis techniques permitted under RFO Part 12. The Government reserves the right to reject any quotation that is determined to be unreasonable in price or otherwise not in the best interest of the Government.
The Government may make award without discussions.
2. EVALUATION FACTORS
Prior to evaluating Price and Technical Capability, the Government will perform an initial review of all quotes for compliance with the solicitation instructions and completeness. To be considered compliant and complete, the quote must include all required documents, signatures, and information requested in the Instructions to Quoters. Quotes that are incomplete, fail to follow solicitation instructions, or take exception to the terms and conditions of the solicitation may be deemed unacceptable and excluded from further evaluation.
The Government will use a sequential evaluation process. Quotes will be ranked from lowest to highest price (Factor 1: Price). The Government will then evaluate the technical capability proposal (Factor 2: Technical Capability) of the lowest-priced quoter only. If that quoter is determined to be technically acceptable and the price is fair and reasonable, the Government will make award to that quoter and will not evaluate any other quotes.
Factor 1 - Price
The Government will evaluate the total evaluated price, which is the sum of all CLINs for the base year and all option periods, if included. Quotes will be ranked from lowest to highest based on this total price. The Government will then perform a price reasonableness analysis on the lowest-priced quote using price analysis techniques such as comparison to other quotes, historical prices, or the Independent Government Estimate (IGE).
Factor 2 - Technical Capability.
The technical capability proposal of the lowest-priced quoter will be evaluated on a Pass/Fail basis. To be rated 'Acceptable,' the proposal must clearly demonstrate the quoter's ability to meet all requirements of the Performance Work Statement (PWS), specifically paragraph 3 - Performance Requirements, paragraph 6 - Contractors Qualifications, and paragraph 7 - Security Requirements. If the lowest-priced quoter receives an Acceptable rating, award will be made to that quoter. If the lowest-priced quoter receives an Unacceptable rating, the Government will then proceed to evaluate the technical capability of the next lowest-priced quoter, and so on
Technical capability will be evaluated by Table 1 - Technical Ratings.

3. Responsibility Determination
