About this file
This is a Questions and Answers document (Amendment 0002) for RFP N3220526R6057 issued by the Military Sealift Command (MSC). The document addresses five key questions regarding vessel compliance, design specifications, and security clearance requirements for what appears to be a commercial vessel charter or acquisition.
Regarding vessel modifications and compliance, MSC clarifies that a currently non-conforming vessel may be proposed as compliant if the vessel owner provides a binding warrant that all RFP requirements will be met and identifies required modifications with completion scheduled on or before the Laydate. This applies to both general vessel modifications and specific equipment such as brow assemblies. For design specifications, MSC confirms that the Government does not prescribe specific designs for brows, gangways, or fendering configurations; these remain the Contractor's responsibility and must meet all applicable Performance Work Statement (PWS) requirements with proposed configurations shown in vessel drawings. Regarding security clearance sponsorship, MSC clarifies that it does not provide Facility Clearance (FCL) sponsorship directly to offerors and directs interested parties to the Defense Counterintelligence and Security Agency (DCSA) website for information on the sponsorship request process. Contractors are required to possess a SECRET facilities clearance at the time of proposal submission.

RFP N3220526R6057
Questions & Answers
Amendment 0002
Q01: “Would MSC consider a currently-non-conforming vessel proposed with a binding modification plan and schedule as compliant at proposal stage, or must all PWS characteristics be met by the vessel as it exists today?”
A01: Yes, provided the vessel owner warrants that all RFP requirements will be met and identifies any required modifications, with completion scheduled on or before the Laydate.
Q02: “Is a written engineering description and preliminary design of a compliant brow assembly acceptable at proposal submission, with fabrication/installation completed prior to laydays, or must the brow already exist and be demonstrated?”
A02: See A01 above. The vessel owner must warrant that all RFP requirements will be met. Any planned brow modifications must be identified and scheduled for completion on or before the Laydate. The completed brow must be in place at the time of delivery and meet all applicable RFP requirements.
Q03: “Is there a preferred or Government-furnished brow/gangway design reference, or is this fully open to contractor design?”
A03: The Government does not prescribe or furnish a specific brow or gangway design, nor does it design brows for commercial vessels. Functional requirements are provided in the RFP, and the design is the Contractor’s responsibility. The vessel owner must warrant that all RFP requirements will be met and identify any required modifications, with completion scheduled on or before the Laydate.
Q04: “Is there a Government reference standard or drawing for acceptable fendering configuration near the OHIO-class LVA, or is fendering design left entirely to the offeror based on the PWS's general language?”
A04: The Government does not prescribe a specific fendering design or configuration. The fendering solution is the Contractor’s responsibility and must meet all applicable PWS requirements. The proposed configuration must be shown in the vessel drawings.
Q05: “Given that FCL sponsorship must originate from a Government Contracting Activity or a cleared prime contractor, will MSC provide FCL sponsorship directly to offerors who do not currently hold a Secret facility clearance, so they may initiate the DCSA process for this requirement?”
A05: MSC does not provide sponsorship for Facility Clearance (FCL). Information on FCL and sponsorship can be found in the DCSA website:
