About this file
This is a Questions & Answers document (Amendment 0001) for RFP N3220526R6057 issued by Military Sealift Command (MSC).
The document addresses seven clarification questions from prospective offerors regarding facility clearance requirements, award methodology, delivery schedules, and vessel operational specifications. Key clarifications include: (1) the offeror submitting the proposal must possess a facility SECRET clearance at time of offer submission, with no alternative arrangement available through third-party vessel management companies; (2) prospective contractors seeking facility clearance sponsorship should contact the Defense Counterintelligence and Security Agency (DCSA) through their website for FCL information and sponsorship request procedures; (3) MSC is not aware of early sponsorship opportunities for future recurring contracts; (4) the award will be made on a Lowest Price Technically Acceptable basis as specified in RFP Attachment (01) SPECIALTIME Proforma; (5) evaluation is neutral regarding any delivery date within the specified laydays window (October 24, 2026 – February 15, 2027); and (6) the vessel may lay alongside the submarine in contact with the submarine hull using compliant fendering (no metal-to-metal contact) to support passenger transfers via brow and pallet transfers using the vessel's crane/davit system, provided all Performance Work Statement requirements are met, including Sections 3.7, 3.12, and 3.13.
