About this file

This is a pricing template attachment for a vessel time charter solicitation (RFP N3220526R6057) issued by the Department of the Navy Military Sealift Command for a Jones Act-qualified, U.S.-flag passenger transfer vessel to support the Commander, Submarine Force, U.S. Pacific Fleet near Pearl Harbor, Hawaii, with anticipated lay days from 24 October 2026 to 15 February 2027.

The pricing template requires offerors to provide daily cost breakdowns across a base period and four option periods, with calculations based on 365-day years (366 days for Option 1, and 335 days for Option 4). Cost categories include crew-related expenses (wages, training, victualling, transportation, and other crew costs); vessel costs (maintenance, repair, lubricants, survey, equipment, capitalized costs, and depreciation); insurance costs (protection and indemnity, hull and machinery); general and administrative expenses; and profit. Offerors must also provide detailed fuel consumption data in barrels per day for four operational scenarios: fuel underway laden (608 barrels/day), fuel underway ballast (0 barrels/day), auxiliaries underway (0 barrels/day), and idle fuel period (1,370 barrels/day). Fuel pricing uses Defense Logistics Agency-Energy (DLA-E) standard prices effective 1 April 2026, with conversion factors provided for three fuel types: MGO/MDO ($1,500.80 per metric ton), IFO-180 ($964.80 per metric ton), and IFO-380 ($956.23 per metric ton). All pricing must be stated in U.S. dollars and allocated to vessel charter services.
