About this file
This is a Technical Evaluation Worksheet that establishes the requirements for vendors submitting technical proposals to support a time charter solicitation for a passenger transfer vessel. The worksheet is structured around nine key evaluation criteria (sections 5(c)1 through 5(c)9) that correspond to specific Performance Work Statement (PWS) requirements for a Jones Act-qualified, U.S.-flag vessel to be chartered for operations in the vicinity of Pearl Harbor, HI, from October 24, 2026 through February 15, 2027.
Offerors must provide comprehensive documentation demonstrating vessel qualification and capability, including: a current Vessel Certificate of Inspection or equivalent regulatory compliance documentation; a Certificate of Documentation confirming U.S.-flag status and Jones Act eligibility; Classification Society documentation showing current certification; and a detailed vessel specification sheet confirming minimum capabilities of 90 feet length, 15 knots speed, 44-passenger capacity, 10-pallet deck space, and 33-foot draft. Additionally, offerors must submit General Arrangement drawings clearly depicting deck layout, fendering configuration, pallet staging areas, brow placement, and crane/davit locations relevant to safe submarine interface operations. Offerors must also provide photographs validating vessel configuration and condition, warrant successful completion of Brief Stop for Personnel/Parts operations with OHIO Class Submarines per the PWS, and complete the Special Time Proforma boxes 18-74 as applicable. The technical proposal submission must reference the corresponding PWS sections and identify the page or box numbers where each requirement is addressed.
