About this file
The document is a Technical Offer Worksheet for a U.S. Navy Military Sealift Command solicitation (N3220525R0002) outlining specific technical requirements for a Jones Act compliant tanker vessel. The solicitation seeks a clean, U.S. flag tanker capable of carrying a minimum of 280,000 barrels of clean products (F76, JP5, JP8, or JA1) with Segregated Ballast Tanks and an Inert Gas System.
The technical worksheet details 13 specific compliance requirements for vessel submissions, including mandatory documentation such as Ship Inspection Report (SIRE) System participation, Q-88 documentation, Safety Management Certificate, International Ship Security Certificate, and Certificate of Inspection. For new construction vessels, offerors must provide warranties and future documentation commitments. Key technical specifications include cargo tank coating compatibility, heating coil composition, non-coastwise voyage approval, and restrictions on vessel age and tank materials. The worksheet allows for both existing and new construction vessel proposals, with slightly different documentation requirements for each.
