About this file
This is a Technical Offer Worksheet template that outlines 12 specific requirements offerors must address when submitting proposals for a Jones Act compliant tanker vessel to the Department of the Navy Military Sealift Command. The worksheet requires documentation and warranties related to vessel safety, security, and operational capabilities including: Ship Inspection Report (SIRE) System participation, current Q-88 documentation, vessel approval status, stowage plans, Safety Management Certificate, International Ship Security Certificate, and Certificate of Inspection.
The technical requirements specifically focus on the vessel's cargo handling capabilities, including details about tank coatings (excluding coal tar coating), heating coil specifications (with restrictions on copper/yellow metal compounds for Jet Fuel), and a six-month cargo history. The vessel must be capable of carrying clean products like F76, JP5, JP8, or JA1 with a minimum capacity of 280,000 BBLs within segregated tanks featuring double valve isolation, Segregated Ballast Tanks (SBT), and Inert Gas System (IGS).
