About this file

This is a basic pricing data template (Attachment IX(F)) for RFP N3220525R0002, designed to capture daily operating costs for a Jones Act tanker vessel across a base period and four option periods. The template breaks down costs into three main categories: crew-related expenses, vessel costs, and insurance costs, with additional fields for general/administrative expenses and profit. All pricing must be in US dollars and is calculated based on either 365-day years (base period, options 1, 3) or alternate day counts (366 days for option 2, 334 days for option 4).

The document includes a fuel consumption data section requiring offerors to specify barrels per day usage for various operating conditions (laden, ballast, auxiliaries underway, in-port loading/discharging) totaling 3,315 days of performance. It provides conversion factors from barrels to metric tons for different fuel types (MGO/MDO, IFO-180, IFO-380) and lists DLA-E standard prices ranging from $825.82 to $1,299.04 per metric ton. The vessel must be capable of carrying minimum 280,000 BBLs of clean product (F76, JP5, JP8, or JA1) with segregated ballast tanks and inert gas system.

Notes:
The total number of days include the base period and all options to include the FAR 52.217-8 Option to Extend Services.
The number of days in the box above are considered estimates and shall not form the basis of a future claim.
The Government's fuel consumption calculations will be made using metric tons as the unit of measure. The below table will be used to convert barrels to metric tons.
Conversion Factors for Barrels to Metric Tons
MGO/MDO:7.507 barrels per metric ton
IFO-180:6.526 barrels per metric ton
IFO-380:6.468 barrels per metric ton
The price per metric ton will be based on the following Defense Logisitics Agency - Energy (DLA-E) Standard Prices as indicated in the below table.
Defense Logistics Agency - Energy (DLA-E) Standard Prices
MGO/MDO:per metric ton$ 1,299.04
IFO-180:per metric ton$ 833.23
