QUESTION #12:

SPECIFICATION ITEM NO.: Solicitation

PARAGRAPH / SECTION NO: Solicitation

TITLE: Proposals are Due: 03 SEPT. 2021 by 9 AM Pacific.

USNS CITY OF BISMARCK (T-EPF 9) is tentatively scheduled for a Regular Overhaul (ROH/DD) ship repair availability beginning January 31, 2022, with a performance period of 60 days.

All requests for specification clarification must be received by MSC Norfolk no later than 07:00 AM Pacific time on 27 August 2021.

Proposals are Due: 03 SEPT. 2021 by 9 AM Pacific.

Due to current difficulties receiving material and subcontractor quotes, (Current market is swinging wildly and multiple quotes are needed to keep pricing realistic), this contractor respectfully requests a two week extension for the Proposal Due Date along with the same amount of time for J-8 specification clarifications.

We propose a minimal extension for J-8 RFCs of Two Weeks from 27 August to 10 September. This will allow for better market research, reduce "Risk" bidding, and resulting in a better Price Proposal.

Additionally, we propose the same Two Weeks for the Proposal Due Date from 03 September to 17 September. This time will allow for making changes due to the better market research we are afforded in the J-8 RFC period requested above.

Considering there is a 4 and one half month Evaluation Period between the current Proposal Due Date of 03 September and the tentative Start Date of 31 January this contractor feels this extension request is in the best interest of both MSC & the current Bidders.

Please see Amendment 0005 to the Solicitation posted to SAM.gov.

ANSWER:
