QUESTIONS AND ANSWERS #1
The following are answers to questions received from potential offerors. The answers provide clarification only and DO NOT constitute an amendment to the solicitation.
QUESTION #1:
SPECIFICATION ITEM NO.: Attachment J-10
PARAGRAPH / SECTION NO: N/A
TITLE: J-10 Interport Differential – BMK 21R4011
Per the instructions provided in the J-10 Attachement included for reference below, please provide the Interport Differential for XXXXXXXX.
Any offeror not covered within the general areas of the above listed Interport Differentials:
(a) May submit a request prior to the closing date of the solicitation, for calculation of an Interport Differential and inclusion of the same in the solicitation, or
(b) If an Offeror not covered under one of the listed Interport Differentials fails to request an Interport Differential calculation prior to closing, the Government reserves the right to perform the appropriate calculations and apply an Interport Differential to the Offeror’s proposal.
ANSWER:
The request for an IPD for an area other than the area of consideration, West Coast, Hawaii and Alaska, has been reviewed. Providing an IPD for this area would need to support 2x Canal transits and a compressed execution time due to lost-time of transit that would have to be considered. The compressed “total window of time” would mean that the work would have to be accomplished with more man-hours per day and more efficient use of man-hours in less calendar days. IPDs for areas outside the general area would need to be significantly less expensive to support performing the required work elsewhere. At this time the Government is not confident that the required work can be accomplished in less calendar days and the labor force can be provided with consideration to the current state of the economy. The Government will not be able to grant the request for IPD based on the reason(s) stated above.
QUESTION #2:
SPECIFICATION ITEM NO.: N/A
PARAGRAPH / SECTION NO: N/A
TITLE: Required Place of Performance
Are offerors that are outside the identified areas provided in Attachment J-10 (Interport Differnetials), precluded from submitting a proposal in response to this solicitation? If so, please provide the specific language precluding such offerors and identify where in the RFP package this is specified.
Please see Amendment 0001 to the solicitation, Section C, para 8.
QUESTION #3:
SPECIFICATION ITEM NO.: J-10 Interport Differential Document
