SPECIFICATION ITEM NO: 0090

PARAGRAPH / SECTION NO: Various

TITLE: This item describes the requirements for the contractor to provide cleaning services in an attempt to control and prevent the spread of COVID-19 for duration of the maintenance and repair period.

QUESTION:

On Work Item 90 on the Comfort (COVID19)? Is the government going to provide Ship force for the quarterdeck for taking temperatures and screening questions? Also, who is a good source for cleaning the ship no representative listed in Work Item? For the transit path on the ship is the areas being worked going to be affected. Also, what is the status on the 14 day period if working other ships.

ANSWER:

1) At the time of this writing, Yes. It is expected for ship force to provide the manpower for monitoring forms, logs and taking temperatures.

If ship’s manpower changes and cannot be supported, it will be addressed in a Change Order.

2) In the past, Comfort had contract with Stateside Services Inc. 3249 Bakewell St Douglasville GA 30135-3183, POC Michael Ricks. Do not know if they have a local affiliate. Also, some contractors (on other projects), are using a company K.R.T Inc 803-B Industrial Avenue Chesapeake, VA 23324 admin@k-r-tllc.com

3) It is intended to plot a path from the pier to each work site, to create as little obstruction as possible. It is expected for daily communication between the contractor and ship’s force to be conducted to minimize interference, but allow for smooth work flow.

4) At the time of package solicitation, it was unknown which direction the COVID-19 virus will take the nation. It is expected for contractors to NOT BID on 14 days of ROM at this time. As we get closer to Jan 2021, the virus impact may or may not change. If the 14 day ROM requirement is still in effect, then it will have to be addressed as a Contract Change Order, and the MSC Contracting officer would negotiate with the contractor the best coarse of action, such as a second shift to make up time loss and / or changes to the POP.
