About this file

This document contains a request for specification clarification from contractors and the related answers from the Navy regarding a solicitation for overhaul and maintenance work on the USNS COMFORT (T-AH 20). Key details include that the solicitation involves operational testing of diesel generators at the pier in Norfolk before overhaul, clarification that a qualified representative does not need to be authorized by the original equipment manufacturer to perform cathodic protection and marine growth work, and confirmation that electronic submission is preferred but hard copy proposals are also acceptable for the solicitation. The answers aim to address discrepancies and questions that arose from the specification.

TITLE: ________ADG Top End_________________________________________

QUESTION:

1.1.1. Carry out operational test of engine before performance of overhaul. Contractor to provide technical representative to ride vessel from home port to repair facility to test under load the SSDG and take all required pre-overhaul measurements. Testing may not be completed during maneuvering details and must be completed at sea. This is to include crankweb deflections (hot and cold), bearing clearances, firing pressures, pressures and temperatures, etc. This is to determine baseline prior to overhaul. Contractor to provide measurements and report with condition found to MSC REP and CE.

Will we need to ride the boat somewhere or will we op-test at the dock in Norfolk?

ANSWER:

CONTRACTOR WILL ACCOMPLISH OPERATIONAL TEST OF THE SSDG AT THE PIER IN NORFOLK.
