PARAGRAPH / SECTION NO: 7.4.2, 7.4.2.1/INGERSOLL RAND

TITLE: TAH CSI O2N2 LPAC INSPECTION

QUESTION: Work Item 782 – “TAH CSI O2N2 LPAC INSPECTION” – Paragraphs 7.4.2, 7.4.2.1

7.4.2 – OEM Field Service Representative

7.4.2.1 – For the Low Pressure Air Compressors: Ingersoll Rand, 7950 Dagget St., San Diego, CA 92111, (858) 877-6444

Please provide another OEM Field Service Representative to service this equipment since Ingersoll Rand does not support Model J83246C as an OEM Field Service Representative.

7.4.2 Gas Equipment Engineering no longer exists. The compressor “OEM” rights now belong to Ingersol Rand Inc. Most technical information must come from the Ingersol Rand Factory out of Buffalo N.Y.

However, the Factory has a desire for their “distributers” to make initial repairs and adjustments first. If major parts require work, the parts are then shipped to the Factory for reconditioning.

7.4.2.1 The authorized rep for the WEST COAST is and has been in the past listed as Ingersol Rand of San Diego.

7.4.2.2 The authorized rep for the EAST COAST is:

TITLE: FORCE DRAFT BLOWER REPAIRS (VRs 19-032 & 033) Rev1

QUESTION: What is grease needed for this motor and fan? The Technical Manual mentions a Shell Alvaniqa Number 2. Is this the grease needed or is a Polyrex EM grease?

It is the intention of MSC to provide the grease as GFM, after our new FY grease contract is in place and identified.

If however, the existing required grease is removed from our list of products supplied, then a CCO will be issued to have the contractor procure the correct grease.

SPECIFICATION ITEM NO: 657

PARAGRAPH / SECTION NO: 7.3 through 7.4

TITLE: Inspect, service and test the ships accommodation ladders and gangways

In accordance with Paragraphs 7.3 through 7.4 can you provide a drawing that has the testing requirements for the accommodations ladder?

ANSWER:

7.3 The key to this section is “Examination”.

The listed sections a, through f, are all intended as visual inspection with a condition report to follow.

If structural, fitting, hardware, electrical issues are documented, then a change order will be issued to address the repairs required.

7.4 The intent of this inspection is listed as Annual, with mostly visual and / or cosmetic repairs only.

If major repairs, (such as structural), are required, then an actual 5 year weight test is required. The weight test, (usually 300 pounds every other ladder tread), is subject to yearly changes as deemed by current USCG and ABS regulations. The weight test procedure, if required would have to approved by both USCG and ABS, prior to conducting and demonstrating.

7.4.2.1 – After contacting the specified OEM services Rep “Ingersol Rand 7950 Dagget St San Diego, CA 92111 (858) 877-6444”, have stated that they are not capable of servicing this unit and are not the OEM of this unit. Is there another MSC OEM rep approved to service this equipment we can contact?

3.2.1 – The Manufacturer seems to no longer be in business for consulting.

PARAGRAPH / SECTION NO: 2.2.1/T-AH ENGINE HOSE REPLACEMENT LISTING

TITLE: TAH CCSI HOSE REPLACEMENT (1 x 5 YEARS)

QUESTION: Work Item 552 – “T-AH CCSI HOSE REPLACEMENT” – 2.2.1 (T-AH ENGINE HOSE REPLACEMENT LISTING”

References provided do not give enough information to price hose assemblies listed in enclosure 2.2.1. Please provide hose assembly reference which shows information on hose material requirements, pressure ratings, flange/connector type, hose sizes and associated lengths.

Please provide T-AH hose report from the last 5 year replacement on these hose assemblies since the MAN Diesel tech manual provided only reflects hoses for engine to engine connections and doesn’t show engine to fuel and lube oil connections to ship systems.

It should also be noted that there is no information which labels hose locations since the tech manual only reflects assembly numbers and does not provide locations of hoses. The Caterpillar tech manual does not provide any information at all concerning hose assemblies.

ANSWER:

As stated in the question, exact hose sizes and lengths are not readily available without a ship check. Due to COVID-19, the Port Engineer is also restricted from conducting a ship check to take measurements. Most hose assemblies are designed to re-use the hose coupling. The hose material and pressure is defined under the USCG and ABS rules for fuel and oil systems.

Suggest contractor submit a price quote per listed hose, (such as $500.00 each), with the Bid exception listed as such, along with the expectation of providing a condition report of “final cost of each hose”, to where MSC can provide a change order to make up any discrepancy in cost.

The 5 year requirement was not executed properly in the past and thus this work item is being executed as written for the first time. No “last 5 year report exists”.

The hose tag information will have be taken directly off of the existing hoses.

It is expected that Enclosure 2.2.2 will be filled out entirely by the contractor, so that after this MTA, MSC will have all required information for the next 5 year cycle.

SPECIFICATION ITEM NO: 201

PARAGRAPH / SECTION NO: 7.3.1, 7.3.3

TITLE: FORCE DRAFT BLOWER REPAIRS (VRs 19-032 & 033) Rev1

QUESTION: Will all the Fans be shipped with the pedestals for the overhauls? Please confirm.

As written, it is assumed that the portion referred to as the “Pedestal” is welded to the Base and thus not easily removed.

If the pedestal actually is removable and “capable of being rigged” from the space, then yes the contractor would be allowed to remove the pedestal for better ship assembly.

SPECIFICATION ITEM NO: SOLICITATION

PARAGRAPH / SECTION NO: Section L, Paragraph 5.a

TITLE: INSTRUCTIONS TO OFFERORS

Section L, paragraph 5.a states, “PLEASE NOTE: THERE IS A MANDATORY 14-DAY RESTRICTION OF MOVEMENT(ROM) REQUIRED TO ACCESS ALL MILITARY SEALIFT COMMAND VESSELS”. There is no General Item 0028_A_REDUCTION OF MOVEMENT (ROM) REQUIREMENTS invoked in this solicitation. This requirement will affect the pricing of subcontractors, Original Equipment Manufacturers, and Technical Representatives but is not referenced in the solicitation in any place other than the Inspection of Vessel / Pre-Proposal Conference paragraph. Will this be a requirement during the period of performance of the Mid Term Availability or was it only a requirement for the inspection and conference?

The newest COVID 19 RESPONSE PLAN states that ROMs are not required for MTAs. However, the Contractor still needs to do the COVID Questionnaire and if any answers require a “YES”, the contractor may be required to ROM if the MASTER, who will use a Risk tool, determines there is a high risk to spread.
