About this file

This document is a justification for use of other than full and open competition for a mid-term availability solicitation for the USNS Comfort. The Navy's Military Sealift Command requires original equipment manufacturer authorized technical representatives and parts for work items involving main feed pumps, auxiliary diesel engines, deck cranes, emergency diesel generators, medical vacuum pumps, cathodic protection systems, and oxygen/nitrogen systems. The solicitation will be posted on Contract Opportunities with the intent to award a firm-fixed price contract to the lowest price technically acceptable offeror, requiring use of the OEM or authorized vendor as a subcontractor to perform the specified work items involving these critical ship systems. The justification cites FAR 6.302-1(b) for the use of other than full and open competition due to unique technical capabilities and data required from the OEMs for this work.

COMPETITION

1. Contracting Activity: Department of the Navy, Military Sealift Command (MSC) Norfolk

2. Description of the Action Being Approved: This is a justification for work to be provided under

Work Items (WIs): 0291, 0502, 0507, 0556, 0591, 0592, 0693, 0781, 0782, 0785, and 0983 of the

Statement of Work (SOW) for the Mid Term Availability (MTA) of the USNS COMFORT (AH-20) under Request for Proposals (RFP) N3220520R7004. This Justification is covering only the portion of the acquisition, which an Original Equipment Manufacturer (OEM) Authorized Facility /

Manufacturer / Representative is required and the approval level requirements will then only apply to that portion. The justification applies to sole source, limited source and brand names only as indicated. Where an OEM has qualified additional companies to service the OEM’s equipment, this justification will embrace those companies as well. This justification does not preclude brand name or equivalent products where an OEM is not the sole source, but venders must proffer independent technical and engineering analysis sufficient to support assertion of equivalence, as MSC lacks the technical equipment and staff to perform such analysis.

3. Description of Supply Services: MSC Norfolk requires Original Equipment Manufacturer (OEM) authorized technical field representatives and OEM parts to accomplish requirements of WIs listed below, which apply to critical ship safety systems, or items critical to the vessel mission. The estimated combined dollar value of the eleven (11) Work Items is that will be funded utilizing FY 21 Operation & Maintenance funds.

Work Items:

0291: Main Feed Pump Servicing

0502: Auxiliary Diesel Engine Turbo Charger Renewal

0507: Refurbish Auxiliary Diesel Engine Turbo Charger

0556: Inspect Deck Cranes
