QUESTIONS AND ANSWERS

The following are answers to a questions received from potential offeror. The answers provide clarification only and DO NOT constitute an amendment to the solicitation.

2. How many times in 2018 and 2019 was transportation required on a Saturday or Sunday for the contract in Newport News and in Freehold, NJ?

For your response for our question Number 2 above, you responded that for TCE-HR Newport News the answer was None for the number of times transportation was required for Saturday or Sunday.

Answer:

Correct. TCE-HR (Fort Eustis) training did not start until October 2019. No such training took place at TCE-HR in 2018. Therefore, no transportation was required on a Saturday or Sunday until 2020.

For clarification: Is this for both years that the training has been at Fort Eustis?

Answer:

Again, this is for the only year thus far that training has occurred at Fort Eustis. TCE-HR training did not start until October 2019. No training occurred at TCE-HR in 2018.

If not, can you give us the dates for this answer for Fort Eustis?

For the two years that you have had training at Fort Eustis, have you used contracted transportation for any Saturday?

Answer:

N/A. TCE-HR training did not begin until October 2019. From Oct 2019 through Sep 2020, the total number of bus runs (hotel to the training site) occurring on a Sat in TCE HR was two (2).

For the two years that you have had training at Fort Eustis, have you used contracted transportation for any Sunday?

Answer:

Again, TCE-HR (Fort Eustis) training did not begin until October 2019. From Oct 2019 through Sep 2020, the total number of bus runs (hotel to the training site) occurring on a Sun in TCE HR was zero (0).

3. Do all CIVMARS go to Fort Eustis at the same time each day? No

4. Do all CIVMARS need to be picked up at the same time each day? No However, in answers to Numbers 10, 11, 13, and 14 you responded that all classes do not start and end at the same time. Please confirm that students will need to be picked up and returned at the same time or various times each day even if all classes do not start or begin

Answer:

Students may need to be picked up and returned at various times each day. The TCE-HR director will set the specific arrival times and departure times for each class and will give as much advance notice as possible. The TCE-HR schedule has to be flexible with different start and end times as needed. Summer bus schedules normally start earlier (~0600); winter schedules normally start slightly later (~0800).

HISTORICAL DATA:

5. Can you provide historical data for lodging for this group for October 1 2017 to September 30, 2018, and then for October 1, 2018, to September 30, 2019. We are asking for these two years because historical data for 2020 would be inaccurate due to COVID. We would like the total number of rooms per month for both 10.1.17 to 9.30.18 for Freehold, NJ, and for 10.1.18 to 9.30.19 for both Freehold NJ and Fort Eustis, VA. See Q5 Attached Historical Data.

For the period October 2017 to September 2018, using the numbers from your historical data, there were 12,237 room nights consumed. For the period October 2018 to September 2019, there were 14,438 room nights consumed.

However, in the solicitation, you have the estimated quantity of 40,150 rooms per year for 0001, 1001, 3001, and 4001. For the year 2001, you have the estimated quantify as 40,260.

If historical data shows only 12,237 for 10.17 to 9.18 and 14,438 for 10.18 to 9.19, can you please explain why you are anticipating a jump to 40,150 room nights for the next five years?

Answer:

40,150 rooms is the estimated maximum number of rooms per night and 18,250 rooms is the estimated minimum number of rooms per night. Once the two (2) training site are combined and MSC is working at normal capacity it is anticipated for a need of at least 50 rooms per night (18,250 room per year (50 X 365)). There is also anticipated growth needed for new classes of ships being commissioned and new hires coming onboard for the next 5 years.

Also, can you please supply us with historical data for October 2019 to September 2020?

Answer:

See Rooms Occupied (Attached) Is 2001 correct at 40,260 or should it also be 40,150?

Answer:

Yes 40,260 is correct. This accounts for a leap year.

7. Also, can you tell us how many times in 2018 and 2019 that you had training on a Saturday or Sunday? The training was conducted at least 26 times on a Saturday and Sunday.

Are this 26 times in 2018 or are this 26 times in 2019. Can you please tell us the number of times per day that you needed transportation on a Saturday for October to September of 2018, October to September of 2019, and October to September of 2020?

Answer:

26 times is from October 2018 through September 2019 (this applies to TCE-NJ). No training took place on a Saturday or Sunday at TCE-HR in 2018 or 2019; therefore, no transportation was required on a Saturday or Sunday for TCE-HR. TCE-HR did not start training until late October 2019.

From Oct 2019 to Sep 2020 bus runs (hotel to the training site) on a Sat in TCE HR: 2 runs

From Oct 2019 to Sep 2020 bus runs (hotel to the training site) on a Sun in TCE HR: 0 runs

From Oct 2019 to Sep 2020 bus runs (hotel to the training site) on a Sat in TCE NJ: 62 runs

From Oct 2019 to Sep 2020 bus runs (hotel to the training site) on a Sat in TCE NJ: 11 runs Please note the quantity of prior year weekend classes does not guarantee the quantity of weekend classes in the future.

10. Do all classes start at the same time? No

11. If no, can you tell us the start times for classes? Usually 0700 or 0800. On occasions, classes can start as early as 0600.

If the classes start at various times, will we need to transport students to Fort Eustis at various times in the AM?

Answer:

Yes. The TCHR director will set arrival times and departure times and will give as much advance notice as possible. The TCHR schedule has to be flexible with different start and end times as needed.

12. If yes, can you please tell us the start time? N/A

13. Do all classes end at the same time? No

14. If no, can you tell us the end times for classes? Usually 1400 or 1500.

If the classes end at various times, will we need to transport students to Fort Eustis at various times in the AM? You stated in previous questions and answers Number 3 and 4 that all CIVMARS can be picked up at the hotel and Fort Eustis at the same time?

Answer:

Yes. The TCHR director will set arrival times and departure times and will give as much advanced notice as possible. The TCE-HR schedule has to be flexible with different start and end times as needed. Summer training schedules normally start earlier (~0600); winter schedules normally start a little later (~0800). Vendors must be flexible with the start time/end time of the various classes.
