QUESTIONS AND ANSWERS #3
The following are answers to questions received from potential offerors. The answers provide clarification only and DO NOT constitute an amendment to the solicitation.
Question #1
SPECIFICATION ITEM NO.: 0520
PARAGRAPH / SECTION NO: 1.1, 3.1.2, 3.2.2, 4.0, 7.5, 7.7, 7.8, 7.9,
TITLE: HTFW Cooler Cleaning and Gasket Change (T-ALT 426)
QUESTION:
Paragraphs 1.1 and 3.1.2 gives the number of coolers as (2). Paragraph 7.5 gives the number of coolers as (3).
Please advise the number of coolers to be worked.
Paragraphs 3.2.2 and 7.8 indicates the materials are contractor supplied. Paragraph 4.0 indicates the materials are GFM.
Please confirm who is to supply.
Bill of materials gives the total quantity of gaskets to be (324). Paragraphs 7.7, 7.8 and 7.9 gives the quantity as (318).
Please advise the correct quantity.

Question #2 TITLE: MISC. Items for Clafirication QUESTION: WI 113.7.1- What amount of hazmat must be removed from the containers to the temporary containers?
WI 113.3.2.1 & 7.7.9- Per Q&A #1, since the original AC units are being reinstalled, does the contractor still need to provide new units?
WI 605-Liferaft certifications are for the USNS Byrd. Please provide certifications for the USNS Peary.
WI 519 & 520- The spec states 1 unit, but also gives a gasket quantity over 1000. Please clarify the number of plates to be serviced in both work items.
WI 941 reference 2.1.1 is listed as 530-8495285 Rev A, the drawing provided is 530-8496453 Rev -. Please provide correct drawing.
General- Has annual servicing of the SCBA compressor and fill station already been completed?
ANSWER:
1. WI 113.7.1: Two 10’ x 8’ Walk in units
2. WI 113.3.2.1 & 7.7.9: KTR provide new AC units, retain old just in case.
3. WI 605: Disregard BYRD certs provided as reference. Company that provides serviced expected to issue PEARY certs.
4. WI 519 & 520: WI-519- GFM will be enough material to do 1 heat exchanger, the rest will be turned over to S/F as spares.
WI-520 2 Coolers to be addressed #1 & #2 (#3 is already complete).
5. WI 941 Latest drawing submitted to KO via SEPCOR
6. The servicing of the SCBA is covered in WI-502
Question #3
SPECIFICATION ITEM NO.: 0565
PARAGRAPH / SECTION NO: 1.1, 3.1.2 and 4.1 TITLE: #1 Fuel Oil Cooler Cleaning and Gasket Replacement
QUESTION:
Paragraph 1.1 describes work to be performed on #1 and #2 coolers. Paragraph 3.1.2 gives the quantity as One (1) cooler.
Please confirm number of coolers to be worked.
Paragraph 4.1 is the same bill of materials as given for item 0564. Messrs. Phex informs us that these coolers have (61) plates each.
Is the GFM list incorrect?
ANSWER:

SPECIFICATION ITEM NO.: 030
PARAGRAPH / SECTION NO: 7.6, 7.7 and 7.8
TITLE: Continuation of services
QUESTION:
Paragraphs 7.6, 7.7 and 7.8 do not match the Category “B” Contractor Price Breakdown Sheet.
We request that the discrepancy be rectified and new documents issued.
ANSWER: A revised J-3 will be sent out separately.

SPECIFICATION ITEM NO.: Miscellaneous
PARAGRAPH / SECTION NO: Miscellaneous
TITLE: MISC. Items for Clarification
QUESTION:
WI 013.7.17 C&D- SOW calls for these two turnovers to occur 16 days prior to dock trials. Generally this amount is significantly less. Please clarify if this is the true intent.
WI 559.2.1 & 4.2.1- GFM states that the BOM in reference 2.1 will be provided as GFM, but the drawing states that it will be IAF. Which is correct?

ANSWER:
WI 013.7.17 C&D: GE has testing to do that require Crew move-aboard/Machinery-turnover 16 days in advance as no changes to the plant (to include Engine Room & AMR machinery) can occur during testing, all work must be complete.
WI 559.2.1 & 4.2.1- Material will be GFM with the exception of gaskets
WI 560.2.1 & 4.2.1- Material will be GFM with the exception of gaskets

TITLE: Freshwater (closed loop) Stern Tube Lubrication System
QUESTION:
This item was amended to use a different drawing for reference 2.1.1, however, the verbiage in the specification no longer seems to match the reference and we cannot determine what material is required. For example, para 3.2.1.a says that the Wartsila parts kit contains all the electrical components in the bill of materials list on ref 2.1.1 sheet 14 but the list of electrical material is on page 1 and there is no bill of materials at all on page 14. Para 3.2.1.b says another Wartsila kit contains various piping components in the BOM on sheet 6 but sheet 6 contains only a list of label plates. Piping components are listed on page 18 but the numbers in the spec do not correspond to those in the BOM (spec says fittings through F-64 are included but the BOM ends at F-61). Paragraphs c and d are equally confusing. Para c refers to a partial list of unidentified material which may or may not be included in the Wartsila kit (we believe this is actually supposed to be structural material as it was previously listed on page 1 but, again, the numbers do not match). Paragraph d refers to the list of label plates on page 6 but the material seems to be pipe. Please clarify the material required for this item.
